Peran pemerintah dalam pemberian sertifikasi kompetensi terhadap pekerja sangat dibutuhkan oleh pekerja dikarenakan pentingnya sertifikasi kompetensi kerja sebagai sarana meningkatkan daya saing tenaga kerja di Indonesia. Sistem sertifikasi kompetensi dapat digunakan sebagai sarana untuk meningkatkan daya saing tenaga kerja Indonesia sehingga dapat bersaing dengan tenaga kerja asing sekaligus dapat digunakan sebagai sarana untuk meningkatkan penghargaan industri pada tenaga kerja dengan kualifikasi kompetensi tertentu. Tesis ini menjelaskan dan menganalisis berkaitan dengan pengaturan sertifikasi kompetensi, pelaksaanan sertifikasi kompetensi dalam rangka peningkatan professionalitas pekerja dan pelaksaanaan pengaturan sertifikasi kompetensi berkaitan dengan professionalitas pekerja. Metode penelitian yang digunakan didalam tesis ini adalah metode penelitian normatif yang mengacu pada kaidah hukum dan peraturan perundang-undangan. Hasil dari penilitian ini menunjukkan bahwa beragamnya pengaturan berkaitan dengan sertifikasi kompetensi kemudian mengakibatkan ketidakpaduannya pelaksanaan sertifikasi kompetensi di tataran implementasi. Salah satu masalah yang muncul adalah besarnya biaya sertifikasi kompetensi bahwa sertifikasi kompetensi bukan sebatas formalitas melainkan bertujuan untuk meningkatkan kompetensi bisnis. Dengan adanya sertifikasi kompetensi pekerja memahami standar melakukan pekerjaan yang baik sesuai bidangnya. Dikarenakan sebelum mendapatkan sertifikat kompetensi kerja pekerja tersebut harus mengikuti pelatihan bekerja dengan baik dan professional sehingga melalui sertifikasi kompetensi dapat meningkatkan profesionalitas pekerja dan dapat mencapai tujuan yang ditetapkan oleh perusahaan. Pelaksanaan sertifikasi kompetensi seharusnya diwajibkan kepada pekerja serta wajib didukung oleh pemerintah melalui Badan Nasional Sertifikasi Profesi dan Lembaga Sertifikasi Profesi dikarenakan dalam menghadapi persaingan global sertifikasi kompetensi sangat dibutuhkan oleh pekerja.

The role of the government in providing competency certification to workers is needed by workers because of the importance of work competency certification as a means of increasing the competitiveness of the workforce in Indonesia. The competency certification system can be used as a means to improve the competitiveness of Indonesian workers so that they can compete with foreign workers as well as can be used as a means to increase industry appreciation for workers with certain competency qualifications. This thesis explains and analyzes related to competency certification arrangements, the implementation of competency certification in order to improve worker professionalism and the implementation of competency certification arrangements related to worker professionalism. The research method used in this thesis is a normative research method that refers to legal rules and regulations. The results of this thesis show that various arrangements related to competency certification then result in incompetency certification implementation at the implementation level. One of the problems that arises is the high cost of competency certification that competency certification is not just a formality but aims to improve business competence. With the certification of competence, workers understand the standards of doing a good job according to their fields. Because before getting a work competency certificate, these workers must attend training to work well and professionally so that through competency certification they can improve the professionalism of workers and can achieve the goals set by the company. The implementation of competency certification should be mandatory for workers and must be supported by the government through the National Professional Certification Agency and Professional Certification Bodies because in the face of global competition, competency certification is needed by workers.
