Pemerintah Pusat bersama Dewan Perwakilan Rakyat Republik Indonesia telah mengesahkan Undang-Undang Nomor 45 Tahun 1999 tentang Pembentukan Propinsi Irian Jaya Tengah, Propinsi Irian Jaya Barat, Kabupaten Paniai, Kabupaten Mimika, Kabupaten Puncak Jaya, dan Kota Sorong sebagai perhatian Pemerintah Pusat untuk menyelesaikan persoalan di Wilayah Papua. Tetapi kebijakan pembentukan DOB Provinsi Papua Tengah berdasarkan Undang-Undang tersebut batal dan pembentukaanya tidak terealisasi sampai saat ini. Penelitian ini bertujuan membahas faktor apa saja yang membatalkan kebijakan pembentukan DOB Provinsi Papua Tengah. Penelitian ini menggunakan Teknik purposive untuk menentukan informan yang kompeten terhadap permasalahan, kemudian dilakukan pengumpulan data dengan wawancara mendalam dan dokumentasi yang berkaitan dengan permasalahan. Penulis mencari dan mengumpulkan fakta-fakta dan data. Kemudian Penulis hubungkan dan kaitkan dengan teori-teori yang ada pada kerangka teori. Selanjutnya dilihat apakah sesuai dengan ketentuan peraturan perundang-undangan dan berkaitan dengan teori-teori dan pendapat para ahli. Hasil penelitian ini menunjukkan bahwa faktor yang membatalkan pembentukan DOB Provinsi Papua Tengah yaitu proses pembuatan kebijakan tidak sesuai prosedur, kesalahan Penjabat Gubernur yang ditunjuk, pertentangan elit di Papua, pembentukan tidak melibatkan masyarakat dan Putusan Mahkamah Konstitusi Nomor 018/PUU-I/2003.

The Central Government together with the House of Representatives of the Republic of Indonesia have ratified Law Number 45 of 1999 concerning the Establishment of Central Irian Jaya Province, West Irian Jaya Province, Paniai Regency, Mimika Regency, Puncak Jaya Regency, and Sorong City as the attention of the Central Government to resolve problems in the region. Papua region. However, the policy for the formation of the new autonomous regions of the Province of Central Papua based on the law was canceled and its formation has not been realized to date. This study aims to discuss what factors invalidate the policy of establishing new autonomous regions in the province of Central Papua. This study uses a purposive technique to determine competent informants to the problem, then collect data with in-depth interviews and documentation related to the problem. The writer searches for and collects facts and data. Then the author connects and relates it to the existing theories in the theoretical framework. Furthermore, it is seen whether it is in accordance with the provisions of the legislation and is related to the theories and opinions of existing experts. The results of this study indicate that the factors that canceled the formation of the new autonomous regions of Central Papua Province, namely the policy-making process that was not in accordance with the procedures, the mistakes of the appointed Governor, elite conflicts in Papua, the formation did not involve the community and the Constitutional Court Decision Number 018/PUU-I/2003.
