Penelitian ini membahas mengenai fenomena konsensus politik Partai Golongan Karya (Golkar) pasca konflik Partai Golkar tahun 2014-2016. Metode yang digunakan dalam penelitian adalah metode kualitatif dengan tipe explanatori yang menggunakan sumber data primer melalui wawancara mendalam dan kajian literatur. Penelitian ini adalah studi mengenai partai politik khususnya terkait konsensus di dalam politik serta faktor-faktor yang dapat mendorong terciptanya konsensus. Konsensus Partai Golkar merupakan fenomena baru, setelah sebelumnya konflik Partai Golkar yang terjadi pada 1998-2013 selalu memunculkan partai baru. Hasil dari penelitian menujukan bahwa upaya konsensus Partai Golkar terjadi melalui tiga jalur, pertama melalui jalur organisasi yaitu Mahkamah Partai Golkar, kedua melalui jalur hukum, dan ketiga melalui jalur politik. Jalur organisasi dan jalur hukum tidak berhasil menyelesaikan konflik. Konsensus berhasil dicapai melalui jalur politik. Upaya konsensus melalui jalur politik ditunjukkan dengan terselenggaranya Silaturahmi Nasional (Silatnas), Rapimnas, dan terakhir Munaslub Partai Golkar bulan Mei 2016. Munaslub berhasil menjadi konsensus Partai Golkar dengan menyepakati berbagai hal diantaranya, keputusan untuk menetapkan Setya Novanto sebagai Ketua Umum Partai Golkar, dibentuknya Dewan Pembina Partai Golkar, dan perubahan posisi Partai Golkar menjadi partai pendukung pemerintahan Joko Widodo-Jusuf Kalla. Proses konsensus dapat berjalan karena didukung oleh pihak internal oleh elit Partai Golkar dan eksternal termasuk pemerintah. Hal yang menjadi faktor-faktor pendukung keberhasilan konsensus Partai Golkar dapat dibagi menjadi tiga faktor, yakni Pilkada Serentak 2015, hadirnya mediator, dan pelembagaan upaya-upaya Konsensus Partai Golkar.

This study discusses the presence of political consensus in Golongan Karya (Golkar) Party after a long internal conflict in 2014-2016. This research uses qualitative methods with explanatory type using primary data source through in-depth interviews and literature review. This research is a study of political parties, especially related to consensus in politics and the factors that pushed the consensus. The consensus is new phenomenon because previous Golkar Party conflicts have always failed to meet consensus. Hence, the declaration of new parties emerges. The results of the study shows that the consensus occurred in three stages. First stage is through the organization's internal instrument, namely the Golkar Party Court, the second is through legal channels, the third through political channels. Conflict resolution through political channels are shown in Silatnas, Rapimnas, and finally Munaslub of the Golkar Party in May 2016. Munaslub agrees on various matters, including (1) Setya Novanto as Golkar Party Chairman, (2) the establishment of the Golkar Party Trusteeship Council, and (3) repositioning of Golkar Party stands to support Joko Widodo-Jusuf Kalla's government. The Consensus is due to both internal efforts and external efforts by the government which serve as mediator. Some factors that contribute to the success of the consensus are divided into three factors: the 2015 Local Election, the presence of mediators, and the institutionalization of the consensus processs by the Golkar elites.
