Penelitian ini membahas tentang peran yang dimiliki oleh tiap aktor dalam konsep triple-helix di Cimahi Technopark. Penerapan Masyarakat Ekonomi ASEAN (MEA) pada tahun 2015 merupakan sebuah kesempatan untuk Indonesia meningkatkan perekomiannya. Hal ini dapat dicapai dengan penguatan sektor Usaha Mikro, Kecil, dan Menengah (UMKM), karena sektor ini di rasa merupakan tulang punggung perekonomian di Indonesia. Namun, pada kenyataannya sektor ini mengalami sejumlah hambatan dalam pengembangannya. Akibat dari berbagai hambatan tersebut maka pemerintah membuat kebijakan untuk membangun 100 science techno park (STP) di seluruh Indonesia. Kota Cimahi merupakan salah satu wilayah yang ditunjuk pemerintah untuk membangun STP tersebut melalui Cimahi Technopark. STP sendiri terbentuk dengan konsep triple-helix yang didalamnya menekankan adanya kolaborasi di antara akademis, bisnis, dan pemerintah. Tujuan dari penelitian ini adalah untuk menganalisis peran dari tiap aktor yang ada dalam konsep triple-helix di Cimahi Technopark. Teori yang digunakan adalah konsep triple-helix, dan teori peran pemerintah terhadap UMKM. Penelitian ini menggunakan paradigma post-positivist dengan melakukan wawancara mendalam, serta studi dokumentasi. Hasil dari penelitian ini adalah bahwa peran dari tiap aktor dalam konsep triple-helix di Cimahi Technopark sudah dijalankan dengan cukup baik. Hal ini dapat di lihat dari akademisi sebagai aktor pertama telah berhasil memenuhi 3 dari 4 indikator yang di ada, sedangkan aktor kedua yaitu bisnis berhasil memenuhi 5 dari 6 indikator, dan untuk aktor yang terakhir yaitu pemerintah berhasil memenuhi 4 dari 5 indikator. Di sisi lain, untuk interaksi antar aktor triple-helix yang ada dapat di lihat dari adanya joint-program antar aktor, pengambilan peran oleh aktor lainnya dalam upaya pembentukan komunitas kreatif, serta kerjasama antar aktor akademis dan pencipta teknologi untuk ditinjau secara ekonomis.

This research discusses the role that each actor has in the triple-helix concept in Cimahi Technopark. The implementation of the ASEAN Economic Community (AEC) in 2015 is an opportunity for Indonesia to improve on its economy. This can be achieved by strengthening the small medium enterprise (SME) sector, as this sector is considered as the backbone of economy in Indonesia. However, in reality this sector is experiencing a number of obstacles on its development. As a result of these various obstacles, the government made a policy to build 100 science techno park (STP) throughout Indonesia. Cimahi City is one of the areas appointed by the government to build the STP through Cimahi Technopark. STP itself is formed with the concept of triple-helix in which it emphasizes the existence of collaboration among academic, business, and government. The purpose of this research was to analyze the role that each actor had in the triple-helix concept at Cimahi Technopark. The theories which are used for analyzing this research are triple-helix concept and government roles for SMEs. The approach used in this research is post-positivist paradigm by conducting in-depth interviews, as well as documentation studies. The result of this research is that the role of each actor in the triple-helix concept in Cimahi Technopark has been going well enough. This can be undestrood from the academics as the first actors have succeeded in fulfilling 3 of the 4 existing indicators, while the second actor which is the business managed to meet 5 of 6 indicators, and for the last actor the government managed to meet 4 of 5 indicators. On the other hand, for interaction between existing actors of triple-helix can be seen from the existence of joint-program between actors, role-taking by other actors in the effort of forming creative community, and cooperation between academic actor and technology creator to be reviewed economically.
