Minuman beralkohol merupakan minuman kegemaran bagi masyarakat, namun di Bekasi justru minuman beralkohol dilarang peredarannya melalui Perda Kota Bekasi No. 17 Tahun 2009. Tujuan dari Perda ini adalah untuk meminimalisir kekhawatiran terhadap crime related drugs yang dapat ditimbulkan oleh minuman beralkohol. Akan tetapi realitanya adalah permintaan minuman beralkohol di Kota Bekasi hingga saat ini masih ada, sehingga terdapat peredaran minuman beralkohol ilegal guna memenuhi permintaan masyarakat tersebut. Upaya pencegahan situasional yang dilakukan oleh aparat penegak hukum kenyataannya tidak menghentikan peredaran minuman beralkohol ilegal tersebut. Kekhawatiran terhadap crime related drugs tentu tetap membayangi pemerintah Kota Bekasi. Tulisan ini menitikberatkan pada penelitian kepustakaan yang intinya meneliti sinkronisasi hukum, keberdayaan hukum, dan dampak dari hukum dengan cara menganalisisnya. Data sekunder yang diperoleh dianalisis dengan menggunakan metode diskriptif kualitatif. Selanjutnya, permasalahan yang dibahas dalam tulisan ini adalah mengenai kekhawatiran crime related drugs karena minuman beralkohol oleh pemerintah Kota Bekasi sehingga melarang peredaran minuman beralkohol, akan tetapi justru menimbulkan peredaran minuman beralkohol ilegal kerena permintaan yang masih ada di masyarakat.

Alcoholic beverages are a favorite drink for the community, but in Bekasi, alcoholic beverages are prohibited by Goverment through Bekasi City Regulation no. 17 Year 2009. The purpose of this law is to minimize concerns about crime related drugs that can be caused by alcoholic beverages. However, the reality is the demand for alcoholic beverages in Bekasi City to date still exist, so there is illegal alcoholic circulation to meet the demand of the community. In fact, Situational prevention efforted by law enforcement officials cannot stop the distribution of illegal alcoholic beverages. Concerns about crime related drugs would still overshadow the government of Bekasi. This paper focuses on literature research that essentially examines the synchronization of law, legal empowerment, and the impact of law by analyzing it. The obtained secondary data were analyzed by using qualitative descriptive method. Furthermore, the issues discussed in this paper are concerns of crime related drugs because alcoholic beverages by the government of Bekasi City thus prohibit the circulation of alcoholic beverages,

but it actually causes the circulation of alcoholic beverages illegal because of the demand that still exists in the community.
