Di Indonesia saat ini, memiliki angka penetrasi internet yang tinggi. Terutama di kelompok usia remaja yang cenderung aktif dalam mengikuti isu-isu politik secara online. Kondisi tersebut menjadi peluang untuk DPR RI untuk menerapkan Electronic Democracy. Beberapa studi sebelumnya tentang penerapan electronic democracy, melihat baik; secara top down yaitu diinisiasi oleh pemerintah atau secara bottom up yaitu proyek online yang dibuat oleh masyarakat. Peneliti melihat studi sebelumnya belum menjelaskan lebih lanjut mengenai bagaimana platform yang dibuat oleh parlemen ditangkap dan digunakan oleh masyarakat, lalu bagaimana hal tersebut mempengaruhi suatu proses politik sehingga penelitian ini dapat mengisi kekosongan atas studi-studi yang telah dilakukan sebelumnya. Dengan mengkaji partisipasi politik online oleh mahasiswa, dapat terlihat model penerapan e-democracy pada aplikasi DPRNow!. Melalui wawancara mandala,serta studi dokumen dan visual, peneliti menyimpulkan bahwa inisiasi secara top-down dalam penerapan e-democracy pada kasus aplikasi DPRNow! terbatas pada level informasi dan belum melibatkan pengguna kepada tahap dialog,monitoring ataupun pembuatan keputusan. Sebaliknya, secara bottom-up keinginan untuk berpartisipasi politik secara online pada mahasiswa melalui aplikasi DPRNow!, terbatas pada sosialisasi yang minim, dan kurang jelasnya alur dan sistem pada fitur aspirasi dan pengaduan. Kondisi tersebut memperlihatkan bahwa model penerapan e-democracy dengan konteks aplikasi DPRNow! memiliki model yang liberal, dimana hanya menjadi showcase yang berfokus pada penyebaran informasi dengan tidak merubah atau menggeser distribusi kuasa yang ada.

Application, limited to minimal socialization, and lack of clarity and flow in the features of aspirations and complaints. This provision supports the model of implementing e-democracy with the relationship between DPRNow!
