Proyek konstruksi di Indonesia mengalami peningkatan setiap tahunnya. Ketersediaan sumber daya manusia di dalam proyek konstruksi sangat penting. Tenaga kerja proyek membantu dalam penyelesaian proyek konstruksi. Perencanaan alokasi tenaga kerja merupakan faktor yang penting di dalam proyek konstruksi. Jika perencanaan kurang maksimal, maka akan mengakibatkan proyek tersebut terlambat dan akan menyebabkan cost overrun. Penelitian ini menggunakan validasi pakar dan uji statistik responden untuk mengetahui faktor apa saja mempengaruhi pemilihan tenaga kerja dan pengaruh antar variabel penelitian terhadap kinerja waktu dan biaya proyek. Didapatkan hasil faktor pemilihan tenaga kerja, antara lain faktor biaya, ketenagakerjaan, dan perusahaan. Terdapat pengaruh ke arah negatif pada faktor biaya terhadap kinerja biaya dan waktu proyek. Faktor ketenagakerjaan ke arah positif terhadap kinerja biaya dan waktu proyek. Dan faktor perusahaan ke arah positif terhadap kinerja biaya dan waktu proyek. Kemudian disusun strategi pengembangan perencanaan alokasi tenaga kerja untuk meningkatkan kinerja biaya dan waktu proyek. Penelitian kedepannya diharapkan dapat mengembangkan perencanaan alokasi tenaga kerja karena masih banyak faktor yang dapat meningkatkan kinerja biaya dan waktu proyek.

The construction projects in Indonesia have been experiencing consistent growth annually. The availability of human resources within these projects is crucial for their successful completion. Human resource in projects plays a vital role in contributing to the accomplishment of construction projects. Effective planning of human resource allocation emerges as a critical factor in construction projects. Suboptimal planning may result in project delays and cost overruns. This research employs expert validation and statistical testing of respondent data to identify factors influencing workforce selection and the interplay of these variables on project time and cost performance. The study reveals that human resource selection factors include cost, human resource, and company-related elements. The analysis indicates a negative influence of cost factors on project cost and time performance, a positive influence of human resource factors on project cost and time performance, and a positive influence of company-related factors on project cost and time performance. Consequently, a strategic development plan for human resource allocation planning is proposed to enhance project cost and time performance. Future research is anticipated to further develop human resource allocation planning, considering additional factors that could contribute to improving project cost and time performance.
