Pemerintah Kota Depok bekerjasama dengan developer PT Andyka Investa untuk melakukan pembenahan dan pembangunan kawasan yang akan disebut Metrostater Depok. Proyek Metrostater Depok ini diwacanakan akan menaggunakan konsep Transit Oriented Development (TOD) yang mengintegrasikan Stasiun Depok Baru dan Terminal Kota Depok. Namun, setelah beberapa tahun proyek ini terlihat mandek penyelesaian pembangunannya. Oleh karena itu, penelitian ini bertujuan untuk menganalisis apa saja yang faktor yang menyebabkan proyek ini tertunda dan apa saja dampak yang ditimbulkan dari tertundanya proyek integrasi komplek Metrostater Depok ini. Penelitian ini menggunakan pendekatan post-positivist dengan teknik pengumpulan data kualitatif melalui wawancara mendalam sebagai sumber data primer serta studi kepustakaan dari penelitian terdahulu, observasi langsung dan rilis berita sebagai sumber data sekunder. Penelitian ini menggunakan kerangka teori utama Project Delay Factors dari Tavassolirizi et.al (2020) dan elaborasi dari teori dampak dari Drucker (1986), Subarto (2015), Latif (2022). Hasil dari penelitian ini mengidentifikasikan bahwa terdapat beberapa faktor yang menyebabkan tertundanya proyek ini diantaranya adalah kurang tepatnya prediksi dana anggaran, adanya dugaan penyalahgunaan anggaran, kurangnya koordinasi teknis yang baik antar stakeholder, kurangnya peran sentral untuk membuat keputusan, kurangnya otoritas yang memimpin proyek di lokasi, kurangnya desakan untuk menyelesaikan proyek dengan tepat waktu, kurangnya koordinasi matang terkait penyelesaian konflik/sengketa, serta kurang tepatnya estimasi waktu penyelesaian proyek. Selain itu, teridentifikasi pula beberapa dampak yang ditimbulkan dari tertundanya proyek ini diantaranya adalah efek sistemik kemacetan, kerusakan terhadap lingkungan sekitar, berkurangnya kualitas hidup masyarakat kota, dampak ke kesehatan mental masyarakat, kendala para instansi yang tidak bisa mengeluarkan anggaran karena proyek ini masih dalam masa kontrak dengan developer, persepsi negatif yang timbul dari masyarakat Kota Depok terhadap Pemerintah Kota Depok karena tertundanya proyek integrasi Metrostater Depok ini, dan terhambatnya potensi pertumbuhan transportasi dan perekonomian Kota Depok.

The Depok City Government is collaborating with developer PT Andyka Investa to improve and develop the area which will be called Metrostater Depok. The Depok Metrostater project is planned to use the Transit Oriented Development (TOD) concept which integrates Depok Baru Station and Depok City Terminal. However, after several years this project seemed to have stalled in completion. Therefore, this research aims to analyze what factors caused this project to be delayed and what impacts resulted from the delay in the Depok Metrostater complex integration project. This research uses a post-positivist approach with qualitative data collection techniques through in- depth interviews as primary data sources and literature studies from previous research, direct observation and news releases as secondary data sources. This research uses the main theoretical framework of Project Delay Factors from Tavassolirizi et.al (2020) and elaboration of impact theory from Drucker (1986), Subarto (2015), Latif (2022). The results of this research identify that there are several factors that cause delays in this project in accordance with the Project Delay Factors framework, including inaccurate predictions of budget funds, allegations of budget misuse, lack of good technical coordination between stakeholders, lack of a central role in making decisions, lack of authority. who leads the project at the location, lack of sufficient pressure from the unit supervisor or other parties who are also responsible for completing the project on time, lack of thorough coordination regarding conflict/dispute resolution, and inaccurate estimates of the project completion time. Apart from that, several impacts resulting from the delay of this project were also identified, including systemic effects of traffic jams, damage to the surrounding environment, reduced quality of life for city residents, impacts on people's mental health, obstacles to agencies not being able to spend budgets because this project was still in its infancy. contracts with developers, negative perceptions arising from the people of Depok City towards the Depok City Government due to delays in the Depok Metrostater integration project, and hampered transportation and economic growth potential in Depok City.
