Artikel ini menjelaskan tentang proses pembuatan Undang-Undang Nomor 7 Tahun 1987 di Indonesia yang dipicu oleh peristiwa pembajakan hak cipta. Terutama pada tahun 1985-1987, dengan puncaknya pada pembajakan kaset “Live Aid”. Konser Live Aid yang buat Bob Geldof digunakan oleh korban kelaparan di Ethiopia sebagai konser amal. Bob Geldof selaku orang yang mengkoordinasikan konser amal tersebut menyatakan protes kerasnya kepada pemerintah Indonesia. Protes Bob Geldof mendapat dukungan dari pemerintah Amerika Serikat dan mendesak pemerintah Indonesia untuk mempercepat proses revisi Undang-Undang Hak Cipta, karena pemerintah Amerika sangat menghargai hak cipta. Meskipun Indonesia tidak mengikuti Konvensi Bern tentang hak cipta internasional, Indonesia tidak melanggar hukum internasional. Artikel ini menjelaskan bagaimana pemerintah Indonesia merespons tekanan internasional dari Amerika Serikat dengan cepat dalam upaya mengambil citra baik Indonesia dengan membuat Tim Keppres 34 yang menghasilkan perubahan Undang-Undang Hak Cipta (UUHC) 1982 ke UUHC 1987. Penulisan artikel ini menggunakan metode metode sejarah dengan berbagai sumber, yakni arsip penyusunan Undang-Undang Nomor 7 Tahun 1987 yang tersimpan di Arsip Nasional Republik Indonesia, majalah tempo, surat kabar Kompas, wawancara dengan narasumber, dan sumber sekunder yang terkait lainnya. Hasil penelitian ini menunjukkan bahwa Undang-Undang Nomor 7 Tahun 1987 dibuat sebagai respon terhadap desakan dari pemerintah Amerika Serikat atas perilaku pembajakan yang marak dilakukan di Indonesia.

This article delves into the genesis of Indonesia's Copyright Law No. 7 of 1987, tracing its origins to a surge in copyright infringement incidents. The period of 1985-1987 marked a particularly tumultuous phase, culminating in the infamous piracy of the “Live Aid” concert. Organized by Bob Geldof to raise funds for famine relief in Ethiopia, the concert's unauthorized reproduction in Indonesia sparked a vehement protest from Geldof. This protest gained significant traction, garnering support from the United States government, which urged Indonesia to expedite the revision of its copyright law, emphasizing the importance of intellectual property rights. While Indonesia was not a signatory to the Berne Convention for the Protection of Literary and Artistic Works, it remained bound by international law. This article explores how the Indonesian government swiftly responded to United States pressure, driven by a desire to maintain a positive national image. The establishment of Presidential Decree Tim Keppres 34 facilitated the revision of the 1982 Copyright Law (UUHC) into the 1987 Copyright Law (UUHC). The research methodology employed in this study encompasses historical methods, utilizing a diverse range of sources, including archival records of the drafting process of Law No. 7 of 1987 stored at the National Archives of the Republic of Indonesia, Tempo magazine, Kompas newspaper, interviews with informants, and relevant secondary sources. The findings of this research reveal that Law No. 7 of 1987 was enacted primarily as a response to the United States government's insistence on addressing the rampant piracy issue in Indonesia.
