Masalah utama yang dihadapi oleh Koperasi dan UKM adalah sulitnya akses permodalan, salah satu solusi yang dicetuskan oleh Kementerian Koperasi dan UKM adalah mendirikan LPDB-KUMKM pada tahun 2006. Sejak didirikan sampai tahun 2017, LPDB-KUMKM telah menyalurkan dana sebesar Rp. 9.5 triliun. Permasalahannya adalah apakah dana bergulir tersebut memiliki kontribusi terhadap pertumbuhan PDRB, dan apakah ada pengaruh kepemimpinan terhadap penyaluran dana bergulir, dua isu itulah yang menjadi focus dan tujuan penelitian ini. Untuk mendapatkan jawaban dari dua isu tersebut, digunakan metode penelitian regresi berganda. Hasil dari penelitian ini, yakni dibandingkan dengan penyaluran melalui UKM, LKB, atau LKBB, penyaluran dana bergulir melalui Koperasi paling berpengaruh dan berkontribusi sebesar 3.91% terhadap pertumbuhan PDRB. Terkait dengan favoritism dapat dilihat dari penyaluran dana bergulir di wilayah asal pada saat menjabat, dan didapatkan hasil kepemimpinan masa DBRAM terjadi favoritism penyaluran dana bergulir melalui Koperasi, LKB, dan LKBB.

The main problem faced by Cooperatives and SMEs is the difficulty of capital access, one of the solution proposed by The Ministry of Cooperative and SMEs is establish LPDB-KUMKM in 2006. Since established until 2017, LPDB-KUMKM has distributed fund Rp. 9.5 trillion. The problem, is the revolving fund has a contribution to GRDP, and is there any influence of director on the distribution of the revolving funds, these two issues are focus and purpose of this research. To get the answers to these two issues, multiple regression research methods are used. The result of this study which are compared to distribution of revolving fund through cooperartive is the most influential and contributed 3.91% GRDP. Regarding favoritism, it can be seen from the distribution of revolving funds in the region of origin by the director officiate, and the result of the leadership during DBRAM period showed favoritism in the distribution of revolving funds through Cooperative, LKB, dan LKBB.
