Aksi terorisme yang melibatkan Foreign Terrorist Fighter (FTF) masih terjadi di Indonesia. Hal ini tidak lepas dari kekalahan ISIS di Suriah yang menyebabkan para anggotanya kembali ke negara asal termasuk Indonesia. Badan Nasional Penanggulangan Terorisme (BNPT) telah membentuk satuan tugas untuk secara khusus menangani FTF, namun dalam pelaksanaannya muncul banyak kendala sehingga tidak optimal. Ego sectoral masih menjadi kendala dalam penanganan FTF. Sehingga Collaborative Government Theory digunakan dalam menyelesaikan permasalahan FTF. Metode Penelitian kualitatif dengan metode Delphi digunakan untuk menghasilkan Model Comprehensive Counter Terrorism yang diharapkan dapat mengurangi aksi-aksi terorisme yang dilakukan oleh FTF. Model Comprehensive Counter Terrorism dipimpin oleh Satuan Tugas FTF BNPT dengan anggotanya berasal dari lembaga dan kementerian terkait yaitu TNI, Polri, Kemenlu, Kemendagri, Dirjen Imigrasi, PPATK, Kemensos dan Kemenag.
Terrorist acts involving Foreign Terrorist Fighters (FTF) are still happening in Indonesia. This is inseparable from the defeat of ISIS in Syria which caused its members to return to their countries of origin, including Indonesia. The National Counterterrorism Agency (BNPT) has formed a task force to specifically deal with FTF, but in its implementation there are many obstacles that are not optimal. Sectoral ego is still an obstacle in handling FTF. So that Collaborative Government Theory is used in solving FTF problems. Qualitative research methods using the Delphi method are used to produce a Comprehensive Counter Terrorism Model which is expected to reduce acts of terrorism carried out by the FTF. The Comprehensive Counter Terrorism Model is led by the BNPT FTF Task Force with members from related institutions and ministries, namely the TNI, Polri, Ministry of Foreign Affairs, Ministry of Home Affairs, Director General of Immigration, PPATK, Ministry of Social Affairs and Ministry of Religion.
