Penelitian ini membahas mengenai korupsi pengajuan revisi alih fungsi hutan di Provinsi Riau Tahun 2014 berkaitan dengan penyalahgunaan wewenang yang dilakukan oleh pejabat publik. Tindakan korupsi tersebut merupakan hubungan antara kekuasaan dan bisnis dengan sejumlah korporasi di sektor bisnis perkebunan sawit. Penelitian ini menggunakan teori korupsi politik Arnold J. Heindeheimer (2007) dan didukung konsep ekonomi politik Donatella della Porta dan Alberto Vannucci (2012) dalam menganalisis sebuah peristiwa korupsi politik. Penelitian ini menggunakan metode kualitatif dengan studi kasus dan diuraikan secara deskriptif. Dalam penelitian ini memperlihatkan bagaimana korupsi yang dilakukan antara kekuasaan dan bisnis seringkali terjadi. Namun temuan penelitian ini menunjukkan dominasi tidak hanya didasarkan pada kekuatan ataupun pengaruh patron semata tetapi ada pengaruh broker yang sangat memahami pasar di sektor perkebunan dan memiliki relasi kuat. Dalam kasus ini disebabkan oleh dua hal, pertama mencoba memanipulasi kebijakan dengan memunculkan aturan-aturan yang cenderung memihak, yaitu melalui usulan revisi secara nonprosedural. Kedua sulit terealisasi jika tidak ada jaringan pendukung eksternal seperti broker dalam melakukan pertukaran manfaat yang bersifat korup terlepas dibutuhkannya dukungan secara internal. Dari dua faktor tersebut bahwa campur tangan kekuasaan dan peran broker saling menopang untuk dapat mengalihkan sumber daya negara menjadi pendapatan kolektif secara ilegal.

This study scrutinizes about a corruption act concerning the submission of revisions on forests functions in Riau Province in 2014 related to the authority as public officials. The act of corruption refers to the relationship between the authority and business sectors especially in several oil palm plantations.  By using the Arnold J. Heindeheimer’s theory of corruption (2007) and supported by the political economy concept of Donatella della Porta dan Alberto Vannucci (2012), this study tries to examine who, when, and how concerning political corruption which is undertaken by some persons with position of authority, in order to acquire illicit benefits with abusing power with the business sectors for their own private gains.   This study uses a qualitative method in order to explain the cases` descriptively and as the findings shows that the corruption was done not only due to the people who has influence as “patrons” in terms of authority of the government itself, but also by the brokers who understand market in the plantation sectors and close to the authority. In this case, the reasons caused by two things, first, manipulating the policy by bringing up the rules to be biased, specifically through non-procedural-revised options. Second, there is money involved with the external brokers.  In short, power interplay in terms of abusing power by the authority and the role of brokers are mutually needed to be able to create a corruption.
