Analisis Pengembangan Kapasitas Organisasi Badan Pangan Nasional = Analysis of Organizational Capacity Development National Food Agency

 Abstract

Penelitian ini membahas mengenai pengembangan kapasitas organisasi Badan Pangan Nasional dalam meningkatkan kinerja organisasi dan melaksanakan tugas secara optimal untuk mewujudkan kedaulatan pangan, kemandirian pangan, dan ketahanan pangan nasional. Pertanyaan penelitian ini adalah bagaimana pengembangan kapasitas organisasi di Badan Pangan Nasional. Penelitian ini menggunakan metode kualitatif dengan pendekatan post positivist melalui wawancara mendalam melalui pertanyaan terbuka kepada responden dan studi literatur yang terkait dengan pengembangan kapasitas organisasi. Hasil penelitian menunjukan bahwa pengembangan kapasitas Badan Pangan Nasional sudah cukup optimal. Hal ini ditunjukan dengan ketepatan dalam penyusunan visi, misi, dan sasaran strategis yang selaras dengan agenda pembangunan nasional, kemampuan untuk mengelola dan menyelesaikan hambatan dalam pengelolaan program, penerapan komunikasi yang efektif untuk membangun kolaborasi baik di internal maupun eksternal organisasi, dan pemanfaatan teknologi yang berdampak langsung terhadap pelayanan. Adapun dimensi organisasi yang belum optimal meliputi masih lemahnya sistem manajemen risiko dan minimnya Auditor, belum adanya standar kompetensi pejabat pimpinan tinggi dan manajemen talenta, dan belum adanya analisis kebutuhan kompetensi yang menghambat proses pengembangan kompetensi dan pola karier sumber daya manusia.

This research discusses the development of organizational capacity of the National Food Agency in improving organization performance and carrying out tasks optimally to realize food sovereignty, food independence, and national food security. The research question is how to develop organizational capacity in the National Food Agency. This study uses a qualitative method with a post-positivist approach through in-depth interviews with open questions to respondent and literature studies related to organizational capacity development. The results of the study indicate that the development of the National Food Agency's capacity is quite optimal. This is indicated by the accuracy in compiling the vision, mission, and strategic targets that are in line with the national development agenda, the ability to manage and resolve obstacles in program management, the implementation of effective communication to build collaboration both internally and externally in the organization, and the use of technology that has a direct impact on services. The dimensions of the organization that are not yet optimal include the still weak risk management system and the lack of Auditors, the absence of competency standards for high-ranking officials and talent management, and the absence of competency needs analysis that hinders the process of developing competencies and career patterns of human resources.
