 Abstract

Biaya Keselamatan Konstruksi (K2) pada pekerjaan pembangunan jalan di Indonesia masih belum terdapat standar besaran volume dan biaya yang pasti. Komposisi volume pada komponen biaya penerapan SMKK yang terdapat pada proyek pembangunan jalan di Indonesia masih beragam, hal tersebut diperkuat dengan penelitian dengan objek pembangunan jalan yang menyatakan biaya penerapan SMKK pada proyek tersebut didominasi pada komponen gaji personil K2 dan asuransi, bukan pada komponen yang dapat mendorong tindakan preventif kecelakaan kerja (Susanti & Said, 2019). Penelitian menggunakan data sekunder yang berasal dari 3 objek sampel pembangunan jalan baru yang berada di daerah datar tanpa jembatan dan terowongan. Hasil evaluasi relevansi dan validitas objek sampel penelitian, dari 71 jenis pekerjaan yang direncanakan dalam WBS, hanya 68 jenis yang dianggap relevan untuk analisis lebih lanjut, yang dikelompokkan ke dalam tujuh rumpun utama guna identifikasi risiko dan bahaya. Validasi terhadap subkomponen biaya penerapan SMKK mengidentifikasi hanya 61 dari 120 subkomponen yang relevan untuk proyek pembangunan jalan. Setelah dihitung biaya penerapan SMKK pada objek sampel penelitian, didapatkan koefisien ideal sebesar untuk proyek pembangunan jalan 1,9114% dari nilai proyek. Koefisien ideal sembilan komponen biaya penerapan SMKK diidentifikasi berpotensi meningkatkan kinerja keselamatan konstruksi, khususnya pada proyek pembangunan jalan

The Construction Safety Costs for road construction projects in Indonesia currently lack standardized measures for volume and fixed costs. The composition of cost components in the implementation of the Construction Safety and Health Management System (SMKK) for road construction projects in Indonesia varies significantly. This is supported by research on road construction projects indicating that SMKK implementation costs are dominated by personnel salary components for K2 and insurance, rather than components that promote preventive measures for workplace accidents (Susanti & Said, 2019). The study utilized secondary data from three samples of new road construction projects located in flat areas without bridges or tunnels. Based on the evaluation of the relevance and validity of the research samples, out of 71 types of work planned in the Work Breakdown Structure (WBS), only 68 types were considered relevant for further analysis, which were grouped into seven main clusters to identify risks and hazards. Validation of the subcomponents of SMKK implementation costs identified only 61 out of 120 subcomponents as relevant for road construction projects. After calculating the SMKK implementation costs for the research sample, an ideal coefficient of 1.9114% of the project value was determined for road construction projects. The ideal coefficient of nine cost components for SMKK implementation was identified as having the potential to improve construction safety performance, particularly for road construction projects.
