BUMN menghadapi tantangan besar dalam mempertahankan kinerja yang optimal di tengah persaingan global. Efisiensi dan optimalisasi proses bisnis menjadi fokus utama untuk memastikan daya saing tetap terjaga. Penerapan layanan bersama (shared services) disektor operasi menjadi langkah strategis bagi PT. Biro Klasifikasi Indonesia (Persero) sebagai bagian dari Holding BUMN Jasa Survei. Penelitian ini bertujuan untuk menganalisis faktor-faktor yang mempengaruhi kesuksesan implementasi layanan bersama (shared services) pada Direktorat Operasi Komersil PT. Biro Klasifikasi Indonesia (Persero) dengan menggunakan kerangka kerja Technology-Organization-Environment (TOE). Penelitian ini menggunakan pendekatan kuantitatif dengan metode survei yang melibatkan 61 responden dari berbagai departemen terkait. Data dianalisis menggunakan metode Confirmatory Factor Analysis (CFA) dan Analisis Jalur untuk menguji pengaruh faktor teknologi (Keunggulan Relatif, Kompatibilitas, dan Kompleksitas), organisasi (Kemampuan Adaptif, Dukungan Manajemen Puncak, dan Hambatan Manajerial), serta lingkungan (Tekanan Kompetitif dan Dukungan Pemerintah) terhadap kesuksesan implementasi shared services. Hasil penelitian menunjukkan bahwa Kompatibilitas, Hambatan Manajerial, dan Dukungan Pemerintah memiliki pengaruh signifikan terhadap kesuksesan implementasi shared services. Kompatibilitas shared services dengan nilai dan budaya perusahaan, hambatan manajerial yang rendah serta adanya dukungan yang baik dari pemerintah akan meningkatkan kesuksesan implementasi shared services di PT. BKI. Temuan ini memberikan kontribusi penting bagi literatur terkait penerapan konsep shared services di BUMN serta memberikan rekomendasi praktis untuk mengoptimalkan implementasi shared services di lingkungan operasi BUMN.

State Owned Enterprises (SOEs) face great challenges in maintaining optimal performance amid global competition. Efficiency and optimization of business processes are the main focus to ensure competitiveness is maintained. The implementation of shared services in the operations sector is a strategic step for PT Biro Klasifikasi Indonesia (Persero) as part of the SOE Survey Services Holding. This study aims to analyze the factors that influence the successful implementation of shared services at the Directorate of Commercial Operations of PT Biro Klasifikasi Indonesia (Persero) using the Technology-Organization-Environment (TOE) framework. This research uses a quantitative approach with a survey method involving 61 respondents from various related departments. The data were analyzed using Confirmatory Factor Analysis (CFA) and Path Analysis methods to examine the influence of technological (Relative Advantage, Compatibility, and Complexity), organizational (Adaptive Capability, Top Management Support, and Managerial Obstacle), and environmental (Competitive Pressure and Government Support) factors on the successful implementation of shared services. The results showed that Compatibility, Managerial Obstacle, and Government Support have a significant influence on the successful implementation of shared services. Compatibility of shared services with corporate values and culture, low managerial obstacle and good support from the government will increase the success of shared services implementation at PT BKI. These findings make an important contribution to the literature related to the application of the shared services concept in SOEs and provide practical recommendations for optimizing the implementation of shared services in the SOE operating environment.
