Tata kelola cloud mendefinisikan terkait dengan proses, struktur dan pedoman pengendalian secara lengkap di seluruh fase penggunaanya dari sudut pandang pemangku kepentingan utama seperti, pelanggan, penyedia jasa dan tim pengembang. PT Bank XYZ saat ini telah menggunakan layana cloud Amazon Web Services untuk membangun sistem pengelolaan data (Datawarehouse). Namun terdapat beberapa permasalahan dalam penggunaanya yaitu penggunaan anggaran yang belum efektif dengan adanya kenaikan biaya sebesar 180% pada bulan Oktober 2023 serta adanya temuan kerentanan keamanan informasi yang terdiri dari 1 temuan risiko kritis, 5 risiko tinggi, 12 berisiko menengah dan 4 temuan berisiko rendah. Permasalahan tersebut terjadi karena belum adanya pembagian peran dan tanggung jawab yang jelas terkait dengan pengelolaan layanan cloud di organisasi. Penelitian ini bertujuan untuk merancang kerangka kerja pengelolaan layanan cloud pada PT Bank XYZ. Kerangka kerja yang digunakan untuk merancang tata kelola layanan cloud yaitu Amazon Web Service (AWS) Cloud Adoption Framework (CAF) dan Control Assurance in the Cloud: Using COBIT 5. Selain kerangka kerja tersebut ketentuan regulator juga menjadi landasan teori dalam merancang peran dan tanggung jawab pengelolaan cloud. Penelitian ini dilakukan dengan metode kualitatif melalui wawancara, diskusi kelompok terpumpun dan analisis dokumen yang menghasilkan 49 kapabilitas utama pengelolaan cloud. Hasil tersebut dilakukan analisis kesenjangan kapabilitas terhadap kondisi organisasi yang dijadikan dasar dalam menyusun kerangka kerja pengelolaan cloud. Luaran dari penelitian ini adalah rancangan kerangka kerja pengelolaan cloud berupa pemetaan peran dan tanggung jawab terhadap organisasi saat ini yaitu 11 kapabilitas menjadi tanggung jawab unit kerja baru yang ditunjuk sebagai pengelola cloud dan 38 kapabilitas dipetakan terhadap unit kerja saat ini.

Cloud governance refers to comprehensive processes, structures, and guidelines to control the use of cloud technology from the perspective of key stakeholders such as customers, service providers, and development teams. XYZ Bank currently uses the Amazon Web Services cloud service to build a data management system. (Datawarehouse). However, there are some problems in its use, namely inefficient budget use with a cost increase of 180% by October 2023, as well as found information security vulnerabilities consisting of 1 critical, 5 high, 12 moderate, and 4 low. The lack of clear segregation of duties for the management of cloud services within an organization is the cause of the problems. The purpose of this research is to provide a solution framework for the management of cloud services at PT Bank XYZ. The framework used to design cloud service management is Amazon Web Service (AWS) Cloud Adoption Framework (CAF) and Control Assurance in the Cloud: Using COBIT 5. In addition to the above framework, the regulatory provisions of the Indonesian Financial Services Authority (OJK) also serve as the theoretical basis for designing the roles and responsibilities of cloud management. The qualitative method is used in research by conducting analysis of the results of interviews, Focus Group Discussionand documents that produce 49 key capabilities of cloud management. The results are conducted analysis of gaps in aptitude in relation to the organizational conditions that form the basis for the development of the cloud management framework. The result of this research is a draft framework for cloud management consisting of mapping the roles and responsibilities of organizations today. There are 11 capabilities that will be assigned to the newly designated cloud manager unit and 38 other capability will be traced to the existing work unit.
