 Abstract

Kebijakan Satu Peta (KSP) merupakan arahan strategis pemerintah untuk mewujudkan satu peta di Indonesia. Sistem Informasi Peta Indikatif Tumpang Tindih Informasi Geospasial Tematik (SIPITTI) mendukung percepatan pelaksanaan KSP dalam menyelesaikan tumpang tindih pemanfaatan lahan. Namun proses sinkronisasi melalui SIPITTI dari tahun 2019–2023 belum optimal. Berdasarkan ulasan pengguna, usability SIPITTI belum mampu menampilkan progres penyelesaian perubahan satu peta secara cepat dari Kementerian/Lembaga. Tujuan dari penelitian ini adalah melakukan evaluasi usability SIPITTI untuk mendukung penyelesaian tumpang tindih pemanfaatan lahan pada KSP, kemudian membuat perancangan perbaikan SIPITTI. Penelitian ini menggunakan pendekatan user-centered design dengan pengumpulan data secara mixed methods, di mana data kuantitatif diperoleh melalui kuesioner menggunakan post-study system usability questionnnaire (PSSUQ) dan system usability scale (SUS). Adapun pengumpulan data kualitatif dilakukan melalui usability testing dan open-ended questions. Sebanyak sembilan responden kuesioner dan usability testing terlibat dalam pengumpulan data kebutuhan awal yang menjadi input perancangan desain. Hasil dari analisis data didapatkan desain yang dirancang dengan menerapkan prinsip Shneiderman's Eight Golden Rules of Interface Design. Evaluasi purwarupa perbaikan dilakukan melalui tiga teknik yaitu usability testing, PSSUQ, dan SUS. Hasil evaluasi menggunakan PSSUQ diperoleh nilai rata-rata di atas standar yaitu overall (2,22), system usefulness (2,13), information quality (2,31), dan interface quality (2,11). Adapun hasil evaluasi menggunakan SUS mengalami perubahan dari 68 menjadi 74, nilai tersebut berubah dari kategori C- atau Okay menjadi B- atau Good.

The One Map Policy (OMP) is a strategic government directive to achieve a unified map of Indonesia. The Indicative Map Information System of Thematic Geospatial Overlap (SIPITTI) supports the acceleration of OMP implementation in resolving land-use overlaps. However, the synchronization process through SIPITTI from 2019 to 2023 has not been optimal. According to user feedback, SIPITTI's usability has not effectively displayed the progress of resolving map changes promptly from relevant Ministries/Agencies. This study aims to evaluate the usability of SIPITTI to support the resolution of land-use overlaps under OMP and to design improvements for SIPITTI. The research employs a user-centered design approach, with data collected through mixed methods. Quantitative data was obtained using questionnaires based on the Post-Study System Usability Questionnaire (PSSUQ) and the System Usability Scale (SUS). While qualitative data collection is done through usability testing. A total of nine questionnaire and usability testing respondents were involved in collecting initial needs data which became input for the design. The results of the data analysis obtained a design designed by applying the principles of Shneiderman's Eight Golden Rules of Interface Design. Evaluation of prototype improvements was carried out through three techniques, namely usability testing, PSSUQ, and SUS. The evaluation results using PSSUQ obtained an average value above the standard, namely overall (2.22), system usefulness (2.13), information quality (2.31), and interface quality (2.11). The SUS evaluation results changed from 68 to 74, and the score changed from the C- or Okay category to B- or Good.
