Studi ini meneliti dampak pembatasan ekspor produk mineral hulu terhadap ekspor produk hilir menggunakan dua pendekatan. Pertama, studi ini menggunakan desain staggered difference-in-differences untuk menganalisis dampak pembatasan ekspor global pada limbah dan skrap tembaga dan nikel pada kuantitas dan nilai ekspor produk hilir. Kedua, studi ini menganalisis pembatasan ekspor bijih mineral Indonesia tahun 2014 pada kuantitas dan nilai ekspor produk hilir. Studi ini menemukan bahwa pembatasan ekspor limbah dan skrap tembaga dan nikel memiliki efek yang relatif minim terhadap ekspor produk hilirnya di tingkat global. Di sisi lain, studi ini menemukan bukti positif pembatasan bijih mineral Indonesia pada ekspor dan kuantitas produk hilir. Temuan studi ini memberikan bukti empiris kuasi-eksperimental bahwa pembatasan ekspor pada produk mineral hulu memiliki efek positif pada ekspor produk hilir. Namun, dampaknya bersifat kontekstual dan tidak dapat digeneralisasi dengan mudah.

This study examines the impact of export restrictions on upstream mineral product to downstream product export using two approaches. First, we utilize a staggered difference-in-differences design to analyze the impact of global export restrictions in copper and nickel waste and scrap on the downstream product export quantity and value. Second, we analyze Indonesia’s 2014 mineral ore export restriction on the downstream product export quantity and value. We found that the export restrictions in the copper and nickel waste and scrap have negligible effect to their downstream product export globally. On the other hand, we found positive evidence of Indonesia’s mineral ore restrictions on its downstream product export and quantity. Our findings provide empirical and quasi-experimental evidence that export restrictions in the upstream mineral product does have a positive effect on the downstream product export. However, its impact is contextual and can’t be easily generalized.
