"Kebijakan energi terbarukan saat ini berperan dalam terhambatnya pengembangan dan pencapaian target bauran energi terbarukan yang telah ditetapkan. Permasalahan tersebut yaitu terkait regulasi sektoral yang inkonsisten, penetapan prioritas pemerintah dalam kebijakan energi, skema kerja sama, serta penetapan harga jual beli tenaga listrik. Penulis menggunakan desain penelitian yuridis-normatif. Penelitian dilakukan menggunakan data sekunder yang terdiri atas bahan hukum primer, sekunder dan tertier. Data tersebut disusun kualitatif, melalui uraian teks dan dianalisis dengan teknik analisis deskriptif dan kritis. Kesimpulan, pertama, regulasi pemanfaatan energi terbarukan untuk penyediaan tenaga listrik yang mengatur klausul-klausul kunci PJBL sangat dinamis mengalami perubahan dalam waktu yang singkat. Kedua, dalam penyusunan KEN, RUEN, dan RUPTL pemerintah masih memberikan prioritas utama untuk pemanfaatan energi fossil dibandingkan energi terbarukan.
Beberapa hal yang menghambat investasi diantaranya: a) biaya investasi EBT yang tinggi; b) prioritas pengembangan PLTU Mulut Tambang; c) perubahan penentuan biaya pokok produksi; d) terbitnya Permen ESDM 10/2017 mengakibatkan minimnya kesempatan investor untuk Business-to-business dalam PJBL; e) inkonsistensi penerapan pola kerja sama; f) hambatan dalam penyediaan lahan dan hutan. Ketiga, upaya pemerintah dalam mendukung penyediaan energi terbarukan yaitu melalui skema penugasan, kerja sama antara pemerintah dan badan usaha, serta melalui pemberian jaminan kelayakan usaha kepada pengembang. Selain itu untuk memaksimalkan pengembangan energi terbarukan Pemerintah harus mampu mewujudkan: 1) Kepastian Hukum dari Segi Pengaturan Pemanfaatan energi Baru dan Terbarukan; 2) Optimalisasi Kesempatan Ekonomi (economic opportunity) Indonesia dalam Pengembangan Energi Baru dan Terbarukan; 3) Mengubah Paradigma Pemangku Kebijakan yang menganggap batubara sebagai sumber energi murah; dan 4) Mewujudkan Kebijakan Energi Baru dan Terbarukan yang Berkeadilan (fairness).

New and renewable energy utilization is one of the pillars for reaching national energy independence and security by maximizing the usage of renewable energy by considering the economic level. The current renewable energy policy inhibits the development and achievement of the established renewable energy mix target. This is due to inconsistent sectoral regulations, government priority in energy policy, cooperation scheme, and electricity buying and selling price setting. The author used judicial-normative research design. The present study used secondary data, which consisted of primary, secondary and tertiary legal materials. The data was prepared qualitatively through text description and analyzed using descriptive and critical analysis technique. The conclusions are, first, renewable energy utilization regulations for electricity supply that regulate the key clauses of PJBL are very dynamic and change within a brief period of time. Second, when preparing KEN, RUEN, and RUPTL, the government still prioritizes fossil energy utilization over renewable energy.
Some obstacles for investment are: a) high cost of EBT investment; b) priority of PLTU Mulut Tambang development; c) change of cost of production setting; d) the issuance of the Regulation of the Minister of Energy and Mineral Resources 10/2017 that reduces investor's chance for Business-to-business in PJBL; e) inconsistency of cooperation pattern implementation; f) obstacle in land and forest provision. Third, government efforts to support renewable energy provision through assignment scheme, government cooperation with businesses, and provision of business viability guarantee for developer. Moreover, to maximize renewable energy development, the government must: 1) Create Legal Certainty in Terms of New and Renewable Energy Utilization Regulation; 2) Optimize Indonesia's Economic Opportunity in New and Renewable Energy Development; 3) Change the Paradigm of Policy Maker who think of coal as cheap source of energy; and 4) Create Fair New and Renewable Energy Policy (fairness).

"The discussion on the importance of energy security policy for Indonesia merits special attention for a number of reasons. First, there has been an opinion that the recent decision by government to increase the price of fuel energy can be attributed to its short sighted view on energy security policy. Secondly, the idea of energy security has evolved from its original concept to the effect that the main concern is currently not merely over the question of h^w to secure sufficient supply of energy at affordable price but also over its future sustainability.Thirdly, there have been contending paradigms in designing policy to achieve energy security namely between those who consider energy as a market commodity and those who regard it as a strategic commodity. The paper primarily attempts to answer following questions: what is energy security policy and why should energy security policy be comprehensive? For the purpose of analysis, the paper is divided into three parts. The first part attempts to define what we mean by energy with special reference to heat energy including its various dimensions and categories. The second part aims at tracing the rationale behind the emergence of energy security including its envolvement as a concept. The third part intends to show policy options available for policy makers in designing energy security policy by locating and seeing them through the lenses of contending paradigms. Since the recent hike of fuel energy has strong tendency to take side with and seems to have been inspired by market paradigm, an attempt is also made in the last part of the paper to analyze deficiencies of Indonesian current energy security policy."

"ABSTRAK
As developing country, many people in Indonesia still face problem regarding access to electricity. Most households located in the remote area are still dark at night and more capital outflow happened in previous years because of poor infrastructure. Moreover, Indonesia is bound to reduce greenhouse emmision up to 2 degrees of Celcius as stated in Paris Agreement. Indonesia should take firm action to use more clean energy. This country has many potential renewable energies to boost the electricity but yet to be developed. With 5.8 billion km 2 of waters and 97,000 km of coastal lines, one of the best sources is ocean energy which theoretically can result in 4.4 billion Mega watt of electricity. Up until now, ocean energy is already developed but only for research purposes. Government can provide interesting offers to attract private sector to invest in ocean energy. For example, giving special tariff to produce new sustainable investment or green economy? as previously targeted by President Joko Widodo. Also, reformation is needed for the ocean energy open bidding policy to gain more advanced technology for supporting the vision: being global maritime axis."

"Penelitian ini bermaksud untuk melihat pengaruh faktor efisiensi dan faktor pembentuk utama determinan lainnya, serta pengaruh pola pemanfaatan energi pada proses produksi manufaktur dalam membentuk tingkat konsumsi energi dan intensitas energi sektor ini pada periode 2005-2013. Pendekatan Top-down dengan metode penguraian dekomposisi telah diterapkan pada kedua data agregat di atas, dan menjelaskan bahwa determinan di balik perubahan kedua data agregat tersebut pada periode 2005-2009 adalah perubahan faktor efisiensi energi, sedangkan pada periode 2009-2013 adalah perubahan faktor struktural. Metode dekomposisi berhasil mengidentifikasi industri yang dapat memperbaiki efisiensi energi, tetapi tidak dapat menjelaskan sumber dari perubahan efisiensi energi pada tingkatan operasional yang lebih rendah. Untuk itu, pendekatan Bottom-up dilakukan agar melengkapi analisa Top-down serta memberikan penjelasan terkait sumber perubahan efisiensi di atas.
Pendekatan bottom-up dilakukan dengan mengumpulkan data dari industri sampel untuk menghasilkan peta aliran energi pada peralatan pengguna energi untuk proses produksi. Peta aliran energi yang dihasilkan menjelaskan bahwa sistem pemanas mengkonsumsi 75 dari pasokan energi dan merupakan penghasil 67 dari kerugian energi sektor manufaktur. Pendekatan ini juga menjelaskan kelompok industri gula, semen serta pulp paper adalah pengguna terbesar sistem pemanas, dimana jumlah kerugian energi terbesar terjadi pada sektor industri semen yang mencapai 51 dari energi masuk. Sementara itu, industri kimia adalah pengguna listrik dan BBM terbesar namun jumlah pemanfaatan sisa panas dibawah 1 . Hasil analisa Specific Energy Consumption SEC yang dilakukan pada beberapa sektor industri menunjukkan angka SEC dari industri tersebut lebih tinggi antara 18 -42 dari angka acuan. Kombinasi pendekatan diatas telah menunjukkan fokus area untuk perbaikan efisiensi energi.

This study intends to access the effect of the key determinants and the impact of the energy utilization behavior along the production process toward the energy consumption and energy intensity of the manufacturing sector during the period 2005 2013. The top down approach by using the decomposition method has applied on both energy consumption and energy intensity data which successfully explained the determinants of the changes in both data above during the period 2005 2009 are the energy efficiency factor, while during 2009 2013 are the change of structural factor. Decomposition method has successfully identified the industry with energy efficiency issue, but this technique cannot spots the roots of the problem at the operational levels that could only be detected by the bottom up approach.
This approach has been started by collecting the data from the industry samples to produce the map of energy flow within the energy equipment. The map of energy flow shows the heating system is the largest energy users who consume up to 75 of energy supply and accountable for 67 of the energy losses from this sector. This system mainly used by sugar industry, pulp and paper, and cement industry. Meanwhile, the chemical industry is the biggest users of electricity and fuel, but they only use less than 1 of the waste heat. This study also delivers the SEC comparison analysis compared to the SEC reference. The combination of the top down and bottom up approach has helped us to identify the focus areas for energy efficiency improvement effort.
