"Lars Thomann examines the ILO's wide ranging efforts to achieve compliance with international labour standards adopted by the organization and ratified by its member states. The author draws on different compliance schools of various strands of international relations theory and discusses them against the background of the ILO's compliance efforts in general and regarding the abolition of forced labour in particular. He shows that even though the ILO has experience in bringing about compliance, given its seniority and is in many cases successful in doing so, it is not well equipped to deal with persistent cases of non-compliance."

During the past fifty years, more and more countries have abolished the death penalty. Today, more than half of the countries of the world have abolished capital punishment from their laws for crimes such as murder. The use of the death penalty is highly controversial, and regularly creates political tension between countries with differing perspectives on the issue. Furthermore, abolition of the death penalty is carried on two different manners in this analysis, as abolition for all crimes or as abolition for ordinary crimes, which mainly involves that countries may retain the death penalty for wartime crimes. This paper discusses how and to what extent the prohibition of the death penalty plays a role in South Korea. In stark contrast to the worldwide abolitionist trend, the death penalty remains most entrenched in Asia, where more than 90 percent of all known executions take place. Why does the norm against the death penalty, which is apparently so important for most parts of the world, seem to have least impact on Asia especially in East Asia? How do international leaders and government contribute to the rejection of the universally promoted human rights norm? This paper outlines the changes that the author has observed in the debate of death penalty within Korean Academics and judicial circles over the past decades. It seeks to show that the debate has moved from a defensive posture to one which is willing to embrace to a degree the human rights objections to capital punishment that have been created by a ‘new dynamic’ rooted in international human rights instruments and conventions. Analyzing and assess if capital punishment is considered relevant in the world, moreover in South Korean society, and in the process is looking forward to helping to shape new death penalty policy in this region."
