"Penerapan bangunan gedung hijau di gedung pemerintah sangatlah penting untuk menjaga biaya operasional dan meningkatkan kualitas pemanfaatan gedung tersebut. Tidak adanya pedoman pelaksanaan pemeliharaan dan perawatan aspek elektrikal yang terstruktur dan lengkap dapat mengakibatkan pemborosan biaya operasi dan juga beresiko penyebab insiden yang dapat merugikan gedung tersebut. Pada pekerjaan pemeliharaan dan perawatan gedung pemerintah terdapat temuan keborosan penggunaan listrik dan terjadi beberapa kejadian kebakaran yang diduga disebabkan aspek kelistrikan.
Tujuan penelitian ini untuk membuat pedoman pelaksanaan aspek elektrikal dalam proses pemeliharaan dan perawatan serta spesifikasi material bangunan gedung hijau gedung pemerintah berbasis Work Breakdown Structure. Metode yang digunakan dalam penelitian ini adalah Delphi method dan survey / wawancara responden.
Hasil penelitian menunjukan standarisasi WBS komponen elektrikal pada bangunan gedung hijau dapat dilakukan dengan 4 jenis pekerjaan, 22 paket pekerjaan, 47 alternatif desain, dan 4 tipe aktifitas pemeliharaan dan perawatan, sehingga pedoman pelaksanaan pemeliharaan dan perawatan dapat dibuat beserta spesifikasi material yang dibutuhkan dalam kegiatan tersebut.Kata Kunci : Pedoman Pelaksanaan, Elektrikal, Perawatan, pemeliharaan, Bangunan Gedung Hijau, Gedung Pemerintahan, WBS.

Implementation of green buildings method in government buildings is very important to maintain operational costs and improve the quality of building use. The absence of maintenance guidance as a structured and complete guidance on the maintenance of electrical aspects may result in wasting of operating costs and risking the cause of incidents that could harm the building. In operational and maintenance of government buildings there are findings of waste of electricity usage and some fire incident that was allegedly caused by electrical aspect.
The purpose of this research is to create the maintenance guidance and material spesification of electrical aspects in the process of maintaining the government green building based on Work Breakdown Structure. Method used in this research is Delphi method and survey interview responder.
The result of the research shows the standardization of electrical components WBS in green building can be done with 4 subwork section, 22 work package, 48 design alternatife, and 4 type activities of maintenance, so that the maintenance and reparation implementation guidance can be made along with the material specification needed in this activity.

"ABSTRAK
Pemeliharaan dan perawatan bangunan merupakan pekerjaan penting karena sebuah bangunan memiliki periode waktu untuk dapat memenuhi fungsi dan keandalan bangunan, sesuai dengan persyaratan yang ditentukan.Pada setiap tahunnya bangunan akan mengalami penurunan kualitas. Beberapa kasus pemeliharaan dan perawatan mengalami kesulitan karena tidak adanya pedoman penerapan standar, salah satunya adalah kesulitan dalam sistem persediaan material. Oleh karena itu, mengembangkan pedoman pelaksanaan untuk pekerjaan pemeliharaan dan perawatan adalah pekerjaan penting dalam manajemen proyek. Tujuan dari penelitian ini adalah untuk mengembangkan pedoman pelaksanaan berdasarkan work breakdown structure WBS pada komponen arsitektur bangunan hijau untuk pemeliharaan dan perbaikan gedung-gedung pemerintah, serta penentuan spesifikasi material. Metodologi penelitian meliputi beberapa tahap: studi literatur, informasi dari penelitian dan proyek sebelumnya, dan teknik delphi melalui validasi pakar yang berpengalaman dalam bidang arsitektur bangunan hijau untuk pekerjaan pemeliharaan dan perawatan, serta penentuan spesifikasi di gedung pemerintah. Hasil dari penelitian ini berupa pedoman pelaksanaan pemeliharaan dan perawatan basis WBS untuk komponen arsitektur bangunan hijau yang dapat meningkatkan kualitas bangunan dan efektivitas dan efisiensi pemeliharaan bangunan.

ABSTRACT
Maintenance and operation of the building are important work since a building has period to be able to continue to meet the function and reliability of the building, in accordance with the requirements determined, which each year experienced quality decrease. Many cases of maintenance and operation have difficulties due to the absence of standardized implementation guidelines, one of which is the difficulty in material stock systems. Therefore, develop implementation guidelines for maintenance and operation work are important jobs in project management. The purpose of this study is to develop implementation guidelines based on work breakdown structure WBS on green building architectural components for maintenance and reparation of government buildings, as well as the determination of material specifications. The research methodology covers several stages literature studies, information from previous projects, and delphi techniques through expert validation in green building architectural components for maintenance and operation work, also specification determination in government building. The results of this study was created implementation guidelines on a WBS basis for maintenance and reparation work for green building architectural components that can improve the quality of building construction and the effectiveness and efficiency of building maintenance. "

"This paper describes the
case study of Semanggi intersection in Jakarta, a dynamic model of emission
reduction in the land transportation sector. The urban transportation system is
a complex system with multiple variables, feedback loops, and is influenced by
social, economic and environmental factors. The proposed model consists of two
submodels: Vehicle Fleet and Emission Calculation. The model runs in
Powersim Studio software using data from the Indonesia Japan Economic
Partnership Agreement, and the Traffic
Management Centre of the Indonesian National Police. The test was conducted by developing two scenarios:
Business As Usual and Intention. The estimated results to be
obtained using the first scenario in 2021 should be 1,113,398 units, while the
second scenario is estimated to produce 850,733 units. We hypothesize that the
Intentional Approach will have a more significant impact than the Technical
Approach, which requires more investment. The Intentional Approach is designed to improve the intention of
private car users to switch to public transportation. The Technical Approach to the emission measurement of every
vehicle in a certain area is the data of vehicle emission which are usually
taken to determine the current condition. This research will no doubt
have a positive impact on emission reduction in Jakarta."
