"Pengembangan suatu wilayah menjadi Kawasan Ekonomi Khusus berpotensi memberikan dampak bagi masyarakat yang ada di dalamnya. Dampak tersebut terjadi akibat adanya perubahan-perubahan dari adanya pengembangan kawasan. Akibatnya, masyarakat dapat merasakan ancaman dan gangguan. Masyarakat sebagai obyek pembangunan dituntut untuk mampu memiliki ketahanan agar tercapai sinergi pengembangan kawasan dengan pengembangan masyarakat. Kurangnya ketahanan pada masyarakat dapat menghilangkan kemampuan untuk dapat pulih dari gangguan dan beradaptasi dengan perubahan yang terjadi di daerahnya. Resiliensi sosial merupakan kemampuan masyarakat untuk dapat bertahan, beradaptasi, dan pulih dari gangguan dan perubahan yang terjadi. Penelitian ini bertujuan untuk mengidentifikasi dan menganalisa faktor-faktor yang mempengaruhi pencapaian resiliensi sosial masyarakat pada pengembangan Kawasan Ekonomi Khusus, mengetahui faktor prioritas, dan penerapan faktor prioritas dalam manajemen perubahan. Wawancara dan kuesioner digunakan sebagai instrumen dalam penelitian ini yang disebarkan kepada pakar dan responden yang telah ditentukan. Dari penelitian yang dilakukan, didapatkan 43 faktor yang memiliki pengaruh terhadap pencapaian resiliensi sosial masyarakat dan 3 faktor yang menjadi faktor prioritas. Faktor prioritas tersebut kemudian dipetakan dalam kurva manajemen perubahan sehingga dapat diketahui strategi high level untuk mencapai resiliensi sosial masyarakat.

Development of a SEZ has the potential to have an impact on the community in it. These impacts occur due to changes from the development of the area, in the form of changes in the main regional industries and changes in the main livelihoods of the community. As a result, people can feel threats and disturbances. The community as the object of development is required to be able to have resilience in order to achieve a synergy between regional development and community development. Lack of resilience in the community can eliminate the ability to recover from disturbances and difficulty to adapt to changes that occur in their area. Social resilience is the ability of the community to be able to recover from disturbances and changes that occur. This study aims to identify and analyze social factors that influence the achievement of social resilience in the community in Special Economic Zones, finding the priority factors, and implementing priority factors in change management. Interviews and questionnaires were used as instruments in this study which were distributed to predetermined experts and respondents. From the research conducted, there are 43 factors that have an influence on the achievement of social resilience and 3 factors that become priority factors. The priority factors are then mapped in the change management curve so that high-level strategies can be identified to achieve social resilience."
