"The purpose of this research is to comprehensively examine the views of special school teachers in the development of special educational curricula on the design and principles. The research involved fourty three teachers froms eight different special schools.Data was collected through forum group discussion dan analyzed by descriptive qualitative method. The results show, first, from the teacher’s point of view, that in designing a special educational curriculum for learners with special needs it should contain practical knowledge, moral character qualities and performance, essential skills, competence, art,and literacy praxis. Secondly, flexibility, functionality, independence, literacy, and vocational are the principles of developing a special education curriculum for learners with special needs."

"Suatu rancangan sistem informasi pelaporan monitoring dan evaluasi yang terkomputerisasi dan berbasis web diciptakan untuk menggantikan sistem lama yang masih manual/ proses surat menyurat. Studi ini dibatasi hanya sampai pada tahap uji coba prototype. Sistem ini masih belum komprehensif sehingga perlu penambahan variabel dan terus berinteraksi dengan pelaku sistem dalam hal keperluan informasi dan masukan lain.

It is a prototype of a web based computerized system of reporting information and evaluation to replace the old manual system (post mailing). A methodology applied is phases on System Development Cycle (SDLC) method, which is started from analysis phase, database setting, interface setting, until system implementation. The prototype test stage will be the limit of this study.

The outcomes of monitoring system development and health research evaluation in Badan Litbangkes will ease the user to track back the researcher data, proposal, protocol, progress report, research abstact, and publication. The system is still not compherensive yet, therefore it may need some additional variables and a continuous interaction with the user of this system regarding the needs of information and other feedback."

"Perkembangan sistem informasi di era teknologi ini sangat cepat. Namun, terdapat banyak sistem informasi yang gagal untuk digunakan oleh pengguna dikarenakan pengguna akan menghabiskan waktu untuk belajar menggunakan sistem informasi tersebut, sehingga diperlukan sebuah metodologi untuk menjaga keterlibatan pengguna dalam pengembangan sistem informasi, yaitu metodologi User-Centered Design UCD. Hasil dari penelitian ini membuktikan bahwa aplikasi web travelyang dibangun menggunakan metodologi Web Development Life Cycle WDLC dan User-Centered Design UCD memiliki nilai usabilitas yang lebih tinggi dibandingkan dengan aplikasi web travelyang dibangun menggunakan metodologi Web Development Life Cycle WDLC yang diukur menggunakan kuisioner System Usability Scale SUS.

Information system development has grown rapidly. The need of information system is getting higher especially in web based information system, thus there are more opportunities for organizations to develop information system. There are many unstructured methodologies in web based information system development. Therefore, there is Web Development Life Cycle WDLC methodology to solve this problem.

Web Development Life Cycle WDLC methodology has purpose to build a structured web based information system development. But, there are many failed information systems to be used by users because users would spend more time to learn to use the information system, therefore a methodology is needed to keep users rsquo involvement in developing information system which is User Centered Design UCD methodology.

The result of this research proves that web travel application which is built using Web Development Life Cycle WDLC and User Centered Design UCD methodology has higher usability score than web travel application which is built using Web Development Life Cycle WDLC that are measured using System Usability Scale SUS questionnaire."

"Perusahaan penyedia layanan TI yang fokus pada pengembangan produk (perangkat lunak), tentu akan memperhatikan sekali proses atau metode pengembangan perangkat lunak yang diterapkan. Dengan memodifikasi platform/produk yang sudah tersedia, tidak semata-mata menjadikannya mudah. Perusahaan harus jeli dalam menyusun strategi untuk mengubahnya demi memenuhi permintaan klien yang berbanding lurus dengan kebutuhan pasar. Untuk itu kelincahan (agile) tim akan perubahan kebutuhan sangat dibutuhkan. Scrum merupakan salah satu metode agile yang dapat mengakomodasi kelincahan tersebut. Penelitian ini dilakukan untuk mengukur tingkat kematangan penerapan scrum di PT Kemana Teknologi Solusi, sebuah perusahaan TI yang mengembangkan B2B dan B2C e-commerce untuk kliennya. Selain itu juga disusun langkah peningkatan metodologi penerapan scrum sebagai usulan perbaikan yang diajukan kepada perusahaan. Dengan tujuan untuk memberikan pedoman berisi langkah-langkah yang lebih tepat dalam memperbaiki penerapan scrum di Kemana. Kematangan penerapan scrum diukur dengan menggunakan Scrum Maturity Model (SMM). Dengan data yang didapat dari instrumen berupa kuesioner, diisi oleh seluruh anggota tim pengembang TI yang ada di perusahaan. Sedangkan usulan perbaikan disusun dengan mengacu pada Scrum Body of Knowledge (SBoK) dan Scrum Guide. Hasilnya, diketahui tingkat kematangan penerapan Scrum berada pada level 1, tidak memenuhi harapan yang ditargetkan oleh manajemen perusahaan. Faktor-faktor yang menjadi penyebabnya adalah tidak terpenuhinya penerapan 7 subgoals level 2 & 5 subgoals level 3. Maka dari itu peneliti memberikan 12 usulan yang perlu dilakukan perusahaan untuk memperbaiki proses pengembangan produk menggunakan metode Scrum.

An an IT services provider company that focuses on product (software) development, will surely pay attention to the applied software development process or method. By modifying existing platforms/products, it doesn't mean that everything goes easy. Companies must be observant in devising strategies to change them in order to meet client demands that are directly proportional to market needs. For this reason, the agility of the team regarding changing needs is very much needed. Scrum is an agile method that can accommodate this agility. This research was conducted to measure the maturity level of Scrum implementation at Kemana, an IT company that develops B2B and B2C e-commerce for its clients. In addition, steps are made to improve the methodology for implementing Scrum as recommendations submitted to the company. With the aim of providing guidelines containing more precise steps in improving the application of Scrum at Kemana. The maturity of the scrum application is measured using the Scrum Maturity Model (SMM). With the data obtained from the instrument in the form of a questionnaire, all members of the IT development team in the company are filled in. Meanwhile, recommendations are prepared by referring to the Scrum Body of Knowledge (SBoK) and Scrum Guide. As a result, it is known that the maturity level of the application of Scrum is at level 1, not meeting the expectations according to company management. The factors that cause the implementation of 7 subgoals level 2 & 5 subgoals level 3 are not fulfilled. Therefore, the researcher provides 12 changes that the company needs to make to improve the product development process using the Scrum method."

Pembangunan Kawasan Ekonomi Khusus KEK hadir sebagai kebijakan yang dapat memicu investasi dan penciptaan lapangan kerja yang produktif berbasis komoditas unggulan daerah untuk terwujudnya pemerataan pertumbuhan ekonomi di Indonesia. KEK mendorong Indonesia sebagai pusat logistik, pusat produksi, dan pasar tenaga kerja yang kompetitif. KEK Bitung adalah salah satu yang turut mendukung industri kemaritiman Indonesia lewat posisinya yang strategis untuk logistik, sumber daya perikanannya, dan perkebunan kelapa. Dari segi lingkungan, ancaman pengasaman laut dan over-fishing terhadap sumber daya kelautan juga diteliti. Dengan pemodelan sistem dinamis, hasil penelitian menunjukan bahwa KEK memiliki kontribusi terhadap perekonomian dan mengurangi tingkat pengangguran. Untuk mendukung pengembangan KEK Bitung yang berkelanjutan, ada tiga faktor yang perlu ditingkatkan: produktivitas panen kelapa, produktivitas kapal perikanan, dan indeks edukasi. Maka dari itu intervensi kebijakan pembangunan fasilitas pendidikan dan peningkatan produktivitas sumber daya alam diuji coba. Hasil menunjukan bahwa kebijakan tersebut menghasilkan dampak yang lebih besar dibandingkan dengan Business as Usual KEK Bitung.

ABSTRACTThe Indonesian economy tends to increase, but the growth equity is still uneven. Some areas that having economic potential are still limited in the condition of the infrastructure. Development of Special Economic Zones SEZ is becoming a policy that could trigger investment and productive employment creation based on local competitive commodities for the realization of equitable economic growth. SEZ encourages Indonesia roles as competitive logistics center, production center, and labor market. Bitung SEZ is one SEZ that supports the maritime industry through its strategic position for logistics, fishery resources and coconut plantation. Furthermore, the threat of ocean acidification and overfishing towards marine resources also will be addressed. Using system dynamics modelling, the result of this research shows that SEZ is contributing to economic sector and decreasing level of unemployment. To support Bitung SEZ sustainable development, three factors should be improved coconut plantation productivity factor, fisheries ship management, and education index. Thus, policy intervention in developing education facilities and increasing resources productivity are tested. It shows that the policies giving greater impact compared to SEZ Business as Usual condition."
