"Artikel ini berupaya untuk menjelaskan tentang peran organisasi non pemerintah atau ornop dalam pemberdayaan masyarakat berbasis Teknologi Informasi. Studi-studi tentang organisasi non pemerintah menunjukkan, organisasi non pemerintah memiliki peran dalam pemberdayaan masyarakat yang berkaitan dengan pembangunan seperti pembangunan sosialekonomi, pembangunan infrastruktur, dan pengembangan partisipasi aktif masyarakat (bottom-up partisipatory development). Pandangan tersebut hanya berfokus pada kegiatan pemberdayaan yang masih konvensional atau kurang menaruh perhatian dalam pengembangan teknologi. Padahal di era digital sekarang dengan kemajuan Teknologi Informasi dan Komunikasi yang makin masif, teknologi mempunyai fungsi strategis sebagai alat untuk memberikan kebaharuan dan perubahan dalam kehidupan. Berbeda dengan studi-studi sebelumnya, pokok argumentasi dari tulisan ini adalah peran organisasi non pemerintah
saat ini tidak lagi dianggap sebagai pihak ketiga pendukung, akan tetapi peran organisasi non pemerintah adalah penting sebagai agen transformasi digital di dalam masyarakat melalui
program pemberdayaan untuk mengatasi kesenjangan digital. Penelitian ini berfokus pada jenis organisasi non pemerintah yang bergerak di bidang Teknologi dan memiliki visi
mengurangi kesenjangan digital, yaitu pada site Kampung Teknologi Foundation di Depok. Penelitian ini menggunakan metode kualitatif dengan pengumpulan data dilakukan melalui wawancara mendalam.

This article discusses the role of non-governmental organizations (NGOs) in a technological based community-empowerment. Studies of NGOs show that NGOs play an important role in community empowerment that is necessary for socio economic development, infrastructure development, and the development of active community participation (bottom-up participatory development). Nevertheless, they only address the empowerment conventional way, lack attention to technological development, In the era of digitalization, characterized by the increasingly massive progress of technology information and communication, technology has been a strategic tool for providing renewal and changes in human life. In contrast to the existing studies, I argue that the role of NGOs is no longer regarded as a supporting party, but instead as importantagent of digital transformation in society through the empowerment programs in overcoming the digital divide. This study emphasizes the types of NGOs engaged in the field of technology and had a vision to reduce the digital divide, that is on site Kampung Teknologi Foundation in Depok. This study uses qualitative methods as well as data collection conducted through in-depth interviews."

"[ABSTRAK
Dinas Kominfomas telah menetapkan target capaian tingkat kepuasan masyarakat terhadap kualitas layanan informasi publik selama periode 2013-2017. Namun, pencapaian selama tahun 2013-2014 tidak diketahui. Penelitian ini bertujuan merancang model evaluasi kualitas layanan informasi publik yang cocok diterapkan oleh Dinas Kominfomas. Penelitian ini menggunakan metode kualitatif dan kuantitatif. Tahapan penelitian meliputi tahap pengumpulan data, pengujian model, serta tahap analisis menggunakan pendekatan Confirmatory Factor Analysis dengan bantuan perangkat lunak SmartPLS. Penelitian ini menghasilkan model EPIS-Qual yang terdiri dari 10 dimensi dan 43 indikator yang dapat digunakan oleh Dinas Kominfomas untuk mengukur tingkat kepuasan masyarakat terhadap kualitas layanan informasi publik.

The purpose of this research is to design an evaluation model of public information services quality that suitable to be applied by the Kominfomas Office. "Permasalahan yang dihadapi oleh Pusat Promosi Kesehatan adalah sistem pelaporan kegiatan organisasi kemasyarakatan yang ada saat ini masih manual, laporan hasil pelaksanaan rincian kegiatan disampaikan setiap akhir termin, prosedur penyampaian laporan melalui tim pemeriksa dan pemerima barang, serta monitoring dan evaluasi dilakukan dengan cara kunjungan lapangan pada termin ketiga (akhir).
Penelitian ini bertujuan untuk merancang sistem informasi kegiatan organisasi kemasyarakatan berbasis web di Pusat Promosi Kesehatan Kementerian Kesehatan Republik Indonesia. Desain penelitian ini adalah riset operasional, yaitu melalui serangkaian proses ilmiah untuk mengidentifikasi masalah dan mencari solusi terhadap masalah yang ditemukan pada sistem. Sedangkan pemecahan masalah menggunakan metode pengembangan sistem prototyping. Sistem yang dikembangkan ini dapat menghasilkan berbagai macam laporan dalam bentuk grafik, narasi, serta tabel yang dapat digunakan untuk monitoring dan evaluasi serta membantu proses perencanaan kegiatan organisasi kemasyarakatan.
Hasil penelitian menyarankan perlu dibuat kebijakan tentang pengoperasian sistem informasi ini kepada pihak-pihak yang terlibat dalam pelaksanaan kegiatan; perlu mereviu prosedur pelaporan kegiatan organisasi kemasyarakatan; sistem masih berupa prototype yang dikembangkan menggunakan data kegiatan pembinaan PHBS; kebutuhan diluar sistem aplikasi seperti spesifikasi sistem, perangkat lunak sistem, sumber daya manusia serta brainware sumber daya manusia perlu juga diperhatikan; serta pemerintah perlu menyediakan teknologi internet agar masyarakat dapat dengan mudah dan murah mengakses sistem informasi ini sebagai salah satu bentuk pertanggungjawaban organisasi kemasyarakatan kepada masyarakat.

The problem occurred at the Health Promotion Center is still manually Community Agencies reporting system, the implementation of details activities report delivered each end of the term, the procedure for submission of reports submitted by the inspection and consignee team, monitoring and evaluation done on the third installment (final) through work visit.
This research aims to design web based information systems for community agencies at Health Promotion Center of the Ministry of Health Republic of Indonesia. This research use an operational research design, through a series of scientific process to identify problems and seek solutions found in the system. The problem solving based on prototyping system development. This system can produce various kinds of reports such as graphics, narration, and tables that can be use for monitoring and evaluation as well as assist in the planning of activities of community agencies.
Results of this research suggest the need of policy regarding operation of these information systems to the parties involved in the implementation activities; need to review the activities of community agencies reporting procedures; the system is still as prototype that was developed using the PHBS's activities data; requirements beyond of application systems such as system specifications, system software, human resources and human resources brainware should also be noted; also the government should to provide Internet technology access so peoples can easily and cheaply to access this information system as a form of communty agencies responsibility to the public.
