"Tesis ini membahas tentang penolakan Indonesia terhadap inisiatif kontra terorisme Amerika Serikat di wilayah laut yang disebut Proliferation Security Initiative (PSI). Penelitian ini adalah penelitian kualitatif yang bersifat eksplanatif. Kajian literatur dalam penelitian ini melihat penolakan Indonesia terhadap PSI berdasarkan cost and benefit analysis pada aspek internal (kepentingan politik, kepentingan ekonomi, dan kepentingan militer) dan eksternal (posisi tawar menawar dan logika konsekuensi). Kesimpulan atas penolakan tersebut adalah adanya ketidaksesuaian komponen dalam negeri dan kebijakan luar negeri Indonesia dengan prinsip PSI yang membuktikan lebih banyaknya pengeluaran yang akan ditanggung daripada keuntungan yang diperoleh.

This thesis discusses the refusal of Indonesia to the United States counterterrorism initiatives in the sea area called Proliferation Security Initiative (PSI). This study is a qualitative interpretive. Literature review in this study perceives the refusal of Indonesia towards PSI is based on cost and benefit analysis on the internal aspects (political interests, economic interests, military interests) and external aspects (bargaining position and logic of consequences). Conclusions for the refusal is the discrepancy between domestic component and Indonesia's foreign policy with PSI principles that proves more costs will be incurred rather than benefits gained."

"Indonesia is one of the countries which has many maritime security issues that needs to be managed appropriately through defense diplomacy approach, including the ASEAN framework. ADMM Plus on Maritime Security as the highest defense forum and dialog in ASEAN on maritime security issues is expected to be able to build confidence building measures and mutual trust between ASEAN member states and non-member states in solving maritime security issues. However, some goals have not been achieved due to many complex problems on maritime security in domestic sphere. This paper will use securitization theory, defense diplomacy concept, and maritime security concept for analyzing the maritime security issues in Indonesia which need securitization for supporting its defense diplomacy at ADMM Plus on Maritime Security. However, the securitization progress faced several challenges coming from various aspects, especially the habit of political leaders that only use maritime security as political instrument without concerning to the real security issues."

"Sebagai sebuah institusi regional yang memiliki peranan cukup signifikan dalam menciptakan stabilitas kawasan, ASEAN melakukan upaya pengembangan kerja sama dari waktu ke waktu untuk menjaga relevansinya dalam dinamika politik internasional. Upaya signifikan yang dilakukan oleh ASEAN dalam perkembangannya adalah agenda pembentukan Komunitas ASEAN di mana pada fase ini, perdebatan mengenai pengaturan keamanan di ASEAN dari berbagai perspektif muncul. Perdebatan tersebut pada dasarnya membahas bentuk pengaturan keamanan yang beragam, akan tetapi komunitas keamanan merupakan konsep yang mendominasi sebagai sebuah konsep yang dianggap paling relevan dalam menjelaskan ASEAN pada masa ini. Meskipun begitu, literatur yang ada memperlihatkan bahwa perkembangan konsep pengaturan keamanan yang membahas mengenai komunitas keamanan belum mampu menjelaskan kondisi ASEAN saat ini dan di masa depan karena ASEAN tidak menunjukkan potensi untuk melakukan evolusi sebagai sebuah komunitas keamanan yang mapan menurut konsep yang sudah ada seperti layaknya Uni Eropa. Selain itu, salah satu hal yang menjadi urgensi ASEAN untuk melakukan reformasi institusi sebagai komunitas keamanan yang lebih baik, misalnya dengan reformulasi ASEAN Way.

As a regional institution that has significant role in creating regional stability, ASEAN has been developing cooperation from time to time in order to maintain its relevance in international politics. One significant step ASEAN has taken was the agenda of creating ASEAN Community which led to discourses from several perspectives about security arrangement as theoretical framework to understand ASEAN. Those discourses basically discussed different types of security arrangement, with the security community as the most relevant type of security arrangement dominating the study of ASEAN. However, the existing literatures discussing about security community as a security arrangement concept have not been able to fully explain the present and future condition of ASEAN. Since ASEAN has not show any indication yet to evolve into a mature security community as the concept said, just like European Union. Furthermore, there is an urgency for institutional reform within ASEAN to serve the purpose of being a better security community, such as by reformulating the ASEAN Way."
