"Pemberlakuan regulasi yang berkaitan dengan otonomi daerah membawa implikasi pada pengelolaan infrastruktur jalan relatif lebih besar di pihak pemerintah daerah serial transparansi dalam hal program pembangunannya. Keterbatasan dana dan ketimpangan alokasi investasi infrastruktur jalan tetap menjadi isu penting dalam menentukan program yang akan dilaksanakan. Hal tersebut memaksa para pengambil keputusan untuk menghasilkan keputusan yang bisa memuaskan banyak pihak (multi stakeholders) dengan meminimalisir resiko-resiko yang mungkin terjadi seperti disparitas wilayah.
Penelitian ini merupakan upaya untuk membuat prototype suatu sistem pendukung keputusan yang mampu membantu para pengambil keputusan dalam menghasilkan kualitas keputusan yang lebih baik dalam pengembangan infrastruktur jalan. Sistem pendukung keputusan dalam pengembangan infrastruktur jalan yang dinamakan IDE, berasal dari Infrastructure Driven Economy, memfokuskan pada seleksi proyek dan rekomendasi tindakan koreksi. Dari perspektif perancangan sistem, IDE mengindikasikan integrasi dari DSS, ES dan GIS dengan tujuan menciptakan sinergi untuk mendapatkan kualitas keputusan yang lebih baik.

Implementation of regulations which are related with regional autonomy is bringing implications : a bigger part on regional authority side in roadway infrastructure management and a demand of transparancy in its development. Budget constraints and imbalance allocation of roadway infrastructure investment are major issues in selecting executed programs. These are force policy makers to produce a decision which can satisfy most of stakeholders with minimizing all possible risks that can occurred, such as regional disparity.
This research is an effort to build a prototype of decision support system that can help policy maker to produce better quality of decision in roadway infrastructure development. The system is called IDE, came from Infrastructure Driven Economy, has focuses on project selection and suggestion of corrective action. From system design perspective, IDE indicates the integration of DSS, ES and GIS with aim to create synergy in getting better quality of decision.

"ABSTRAK
Sebagai metode kontrasepsi, Metode Kontrasepsi Jangka Panjang (MKJP) reversibel (seperti IUD dan Implan) mempunyai keunggulan dibandingkan short term method dan MKJP permanen. Namun, data Survei Demogrfi dan Kesehatan Indonesia (SDKI) menunjukkan penurunan penggunaan MKJP reversibel dalam jangka waktu 30 tahun (1987-2017). Penelitian ini bertujuan untuk mengetahui pengaruh persetujuan suami dan pengambilan keputusan bersama antara suami istri terhadap penggunaan MKJP reversibel istri. Data SDKI 2017 digunakan dengan unit analisis wanita berstatus kawin yang sedang menggunakan kontrasepsi modern. Dengan menggunakan regresi logistik multinomial, penelitian ini menemukan bahwa persetujuan suami berpengaruh positif terhadap penggunaan MKJP reversibel baik jika dibandingkan dengan short term method maupun MKJP permanen, meskipun pengaruh persetujuan suami terhadap peningkatan penggunaan MKJP reversibel (relatif terhadap short term method) tidak memberikan pengaruh yang signifikan. Pengambilan keputusan bersama berpengaruh positif terhadap penggunaan MKJP reversibel dibandingkan short term method. Sedangkan jika dibandingkan dengan MKJP permanen, pengambilan keputusan bersama memberikan pengaruh negatif terhadap penggunaan MKJP reversibel.

ABSTRACT
As a contraceptive, Long Acting and Reversible Contraception (LARC), such as IUDs and Implants, has many advantages compared to short term method and Long Acting and Permanent Method (LAPM). Despite these advantages, the Indonesian Demographic and Health Survey (IDHS) data shows a decrease in the use of the LARC over a period of 30 years (1987-2017). This study aims to investigate the effect of husband's approval and joint decision making between husband and wife on the wife's use of LARC. Data from IDHS 2017 is used with currently married women who are using modern contraceptive methods serves as unit analysis. Using multinomial logistic regression, this study found that husband's approval had a positive effect on the use of LARC both compared to the short term method and LAPM, although husband's approval did not have a significant effect on the use of LARC (relative to the short term method). Joint decision making has a positive effect on the use of LARC compared to the short term method. Whereas when compared with LAPM, joint decision making has a negative effect on the use of LARC."

"Keputusan untuk menikah pada dasarnya merupakan keputusan yang sulit, kompleks dan penuh pertimbangan sehingga tidak mudah bagi individu untuk melakukannya. Sulitnya seorang individu untuk memutuskan menikah tentu merupakan hal yang tidak mudah dilakukan. Hal tersebut bertambah kompleks bila menghadapi kenyataan dimana pasangan tersebut berbeda keyakinan. Ada beberapa pilihan solusi yang dapat diambil yaitu, salah satu dari pasangan tersebut mengubah keyakinannya mengikuti keyakinan pasangannya yang lain (konversi agama). Pilihan untuk berpindah keyakinan, tentu memerlukan pertimbangan yang besar dalam pengambilan keputusan bagi individu tersebut. Hal itu dikarenakan selain melakukan pengambilan keputusan untuk menikah, individu tersebut juga melakukan pengambilan keputusan untuk melakukan konversi agama sesuai keyakinan pasangan untuk menikah.
Penelitian ini bertujuan untuk mendapatkan gambaran proses pengambilan keputusan pada individu yang telah memasuki tahap dewasa muda yang melakukan konversi agama karena pernikahan dan melihat faktor yang paling dominan mempengaruhi keputusan tersebut.. Penelitian ini menggunakan teori pengambilan keputusan Janiss dan Mann (1977) yang terdiri dari penilaian terhadap masalah, mencari alternatif pilihan membuat komitmen dan mempersiapkan diri menghadapi umpan balik. Metode yang digunakan dalam penelitian ini adalah metode penelitian kualitatif.
Metode kualitatif dianggap tepat dalam penelitian ini dikarenakan peneliti ingin mendapatkan gambaran yang mendalam tentang proses pengambilan keputusan melakukan konversi agama menurut individu yang menjadi partisipan dalam penelitian ini. Partisipan dalam penelitian ini adalah individu dalam tahap perkembangan dewasa muda, karena dalam tahap ini individu memiliki kebutuhan akan adanya intimasi (pernikahan). Partisipan berada pada rentang usia 20-40 tahun. Terdapat tiga orang yang dijadikan partisipan dalam penelitian ini. Dan ketiganya telah melakukan konversi agama. Dalam tahapan pengambilan keputusan yang mereka lakukan, mereka tidak melewati tahap kedua dari teori Janiss dan Mann, yaitu mempertimbangkan alternatif. Faktor yang paling mempengaruhi secara dominan adalah faktor lingkungan.

It is normal when people is faced by choices in their lives. Every choices their facing need solution, so they can choose one of the best option. The process of finding the solution are decision making. Decision making itself are normal things that people do. The decision making can be applied for simple things or a more complex thing. One of the complex things that need a decision making is a decision for getting married. Married is a relationship between a man and a woman that are socially admit, and it?s consist a sexual relationship, child care, and a diversity role between man and wife. Marriage is a bond between a man and a woman, not only physically but spiritually. In marriage, an individual relationship are legalized by a social institutional.
A decision for getting married basically are a difficult and complex decision, and it?s not easy for doing it. Because in marriage people are tend to commit with someone in a long term relationship. Being married become more difficult when they?re facing the facts that their couple are having a different religion view with them. There are few option that can be a solution for the problem. One of it are changing the religion. It?s more complicated decision, because the person not only have to make a decision for getting married, but also has to change the religion for marital reason.
This research are purposed to have the potrayal of the process of the decision making that young adulthood commence for marital reason. This potrayal include the dominant factor that influence the process. The research based from the theory of Janiss and Mann (1977) that consist the stages of the decision making process that include identifying the problem, searching for an alternative, making a commitment, and prepare for feedback. The method that used for this research is qualitative type.
This method are used for having a deep potrayal from the subject that become a participant of the research. The participant of the research are young adulthood between 20-40 year. There are three subject that used for this research. And all of them are already do the changing religion view for marital reason.In this research, the participants didn?t do the second step of decision making process, searching for an alternative. The dominant factor for the decision is circumstances."
