"ABSTRAK
Indonesia adalah negara berkembang dimana listrik tidak merata di seluruh wilayah meskipun listrik merupakan kebutuhan utama setiap orang yang tinggal di abad ke-21. Fenomena pertumbuhan ekonomi yang pesat memunculkan konsumsi energi Indonesia, termasuk kebutuhan listrik. Pico hydro power plant adalah energi terbarukan yang memiliki kriteria kapasitas di bawah 5KW. Pico hydro memiliki banyak kelebihan seperti ukuran yang bisa diterapkan ke tempat-tempat yang bisa diaplikasikan ke daerah terpencil di Kecamatan Arga Makmur, Bengkulu Utara. Dengan memanfaatkan sumber energi Palak Siring di Bengkulu Utara sebagai sumber energi. Sumber energi ini memainkan peran penting sebagai solusi untuk menggerakkan komunitas urban yang selalu berubah dan berkembang dengan tantangannya seperti menyusutnya cadangan energi. Perancangan ini difokuskan pada pengembangan turbin overshot waterwheel, karena dapat memberikan efisiensi tertinggi pada laju alir rendah. Perancangan ini berisi informasi tentang perancangan kincir air melampaui kondisi air terjun Palak Siring dengan menskala-kan terlebih dahulu pada kondisi di Danau Salam Universitas Indionesia, Depok, Indonesia. Pada skala yang lebih kecil, dengan H = 1,15 m dan Q = 0,041 m3/s. Metode perancangan yang digunakan adalah secara analitik dan numerik dengan menghitung volume dan titik tengah massa setiap ember untuk menentukan torsi juga keluaran daya. Metode numerik dengan model turbulensi k-epsilon. Hasil perancangan kincir air overshot menunjukkan bahwa hasil analitik lebih tinggi dibandingkan dengan numerik. Hal ini diperkirakan karena tidak diperhitungkan rerugi pada perhitungan analitik, perhitungan numerik memperoleh daya 143 Watt dan efisiensi 13,1 .

ABSTRACT
Indonesia is a developing country where electricity is not evenly distributed in the entire region even though electricity is the primary need of everyone living in the 21st century. Rapid economic growth phenomenon gives rise to Indonesia 39 s energy consumption, including electricity needs. In Bengkulu, there are as many as 670 from 1356 villages that do not have access to electricity due to the high cost needed in the set up. Pico hydro power plant is a renewable energy that has the capacity criteria below 5KW. Pico hydro has many advantages such as the size is applicable to places which can be applied to remote areas in Arga Makmur subdistrict, North Bengkulu. By utilizing energy sources of Palak Siring waterfall in North Bengkulu. It plays an essential role in being the solution of electrifying the ever changing and evolving urban community with its challenges such as energy depletion. This study is focused on the development of turbine overshot waterwheel, because it can provide highest efficiency at low flow rate. This paper contains information about designing a overshot waterwheel as per the conditions of the Palak Siring waterfall by scalling them first on the condition at Salam Lake Universitas Indionesia, Depok, Indonesia. on a smaller scale, with H 1.15 m and Q 0.041 m3 s. The design method involved analytical and numerical by calculating the volume and the center point of mass of each bucket to determine the torque and power output. Numerical method is by using k epsilon turbulence model. The result of the overshot waterwheel shows that analytical result is greater than numerical. This is to be expected because it does not account for losses in analytic calculations. In Numerical calculation was developed with 143 Watt power and 13.1 efficiency."

"This study presents a unique way to utilize the existing literature to explain the success of treaties in managing hydrologic stress. Literature-derived core concepts are summarized as seven treaty mechanisms categories (specificity, uncertainty management, enforcement, communications, flexibility, integrativeness, and scale) and are hypothesized as important for shaping the institutional resiliency of a treaty. Treaty design is shown to have a relevant and important role in shaping basin management so that nations may better achieve their goals in a changing climate.
