Islands located on the shores of the Strait of Malacca and Singapore, the second busiest shipping lanes and trade in the world. This paper aims at analysing the potential and challenges of the outermost small islands in Riau Islands Province, where their presence is running from west to the north east province of Riau Islands. The uninhabited islands are so vulnerable to illegal activities. "

"ABSTRAKTulisan ini mendiskusikan tentang perilaku partai politik dan kandidat wakil gubernur terpilih pada Pemilihan Wakil Gubernur Provinsi Kepulauan Riau tahun 2017 dengan menggunakan pendekatan pilihan rasional (rational choice). Keputusan DPRD Provinsi Kepri terkait keterpilihan Isdianto sebagai wakil gubernur cenderung kontroversial, karena terkait dengan persaingan dua koalisi yang berpartisipasi pada Pemilihan Gubernur 2015. Studi ini berargumen bahwa motif kekuasaan dalam hubungan antar partai di tingkat lokal, khususnya yang memiliki kursi di DPRD Provinsi Kepulauan Riau, cenderung mempengaruhi keputusan DPRD tersebut. Upaya penguatan partai politik di tingkat lokal melalui perubahan mekanisme pemilihan lebih diwarnai oleh pragmatisme partai politik. Partai yang kalah pada Pilgub 2015 justru mengambil keuntungan pada Pilwagub 2017. Temuan dari studi ini adalah adanya transaksi politik antara wakil gubernur terpilih dengan PDIP. Implikasinya, pendekatan rasional cenderung lebih dapat digunakan untuk menjelaskan bentuk-bentuk transaksi politik pada Pemilihan Wakil Gubernur Provinsi Kepulauan Riau 2017. Metode Penelitian yang digunakan adalah analisis kualitatif melalui data-data hasil wawancara mendalam, tinjauan pustaka, dan dokumentasi.

ABSTRACTThis paper discusses behaviour of political party and elected vice governor candidate in the election of the Vice Governatorial (Pilwagub) of the Riau Archipelago Province (Kepri) in 2017 from rational choice approach. Plenary decision of Riau Archipelago's parliament (DPRD Provinsi Kepri) have chosen Isdianto as elected vice governor, requires controversy over domination of one coalition over the other in the 2015 Governatorial Election. This study argues that the motive for power in inter-party relations at the local level, especially those who have member in parliament (DPRD Kepri) tends to influence parliament's decision. Effort of political parties at the local level through electoral changes are characterized by the pragmatism of political parties. The party that lost in the 2015 Governatorial Election actually took advantadge in the 2017 Deputy Governatorial Election. The findings of this study are political transaction between the candidate of Deputy Governor and political party non-coalition (PDIP) pointed us to the lack of regulation (Pasal 176 UU No.10/2016) in process of Pilwagub Kepri 2017. Although the data shows tendency towards commitment and loyalty to coalition both of them (Isdianto and PDIP) during the 2017 Deputy Governatorial Election indicates the applicability of rational choice approach. Penelitian ini membahas hibriditas pada Masjid Raya Sultan Penyengat sebagai sebuah warisan cagar budaya di Pulau Penyengat, Kota Tanjungpinang, Provinsi Kepulauan Riau. Penelitian ini bertujuan untuk mengetahui berbagai elemen hibrid pada variasi bentuk dan komponen bangunan masjid dari segi arsitektural dan ornamental. Menggunakan metode penelitian arkeologi Sharer dan Ashmore yaitu formulasi, implementasi, pengumpulan data, pengolahan data, analisis, interpretasi, dan publikasi untuk mengungkapkan unsur kebudayaan lokal maupun asing yang ada pada Masjid Raya Sultan Penyengat. Berdasarkan hasil analisis yang dilakukan, diketahui bahwa Masjid Raya Sultan Penyengat memiliki unsur hibrid dari kebudayaan Turki, India, Kolonial dan Melayu yang terdapat pada bagian-bagian bangunannya.

This reaserch discusses the hybridity of the Sultan Penyengat Grand Mosque as a cultural heritage in the Penyengat Island, Tanjung Pinang City of Kepulauan Riau Province. The pourpose of this text to determine the various hybrid elements in the variety of shapes and components of mosque buildings in terms of architectural and ornamental. Using Sharer and Ashmore's archaeological methods, namely formulation, implementation, data collection, data processing, analysis, interpretation, and publication to establish the local and foreign cultural elements that exist in the Sultan Penyengat Grand Mosque. Based on the results of the analysis, it indicate the Sultan Penyengat Grand Mosque has a hybrid element from Turkish, Indian, Colonial and Malay culture found in it’s building parts."
