"Skripsi ini membahas mengenai pengaturan terkait pertanggungjawaban yang dapat dimintakan kepada seorang fisioterapis sebagai seorang tenaga kesehatan yang memberikan pelayanan kesehatan melalui praktik fisioterapi mandiri. Bentuk penelitian skripsi ini adalah yuridis normatif dengan metode kualitatif. Hasil penelitian menyimpulkan bahwa mengenai pengaturan terkait profesi fisioterapis dan pelayanan fisioterapi dalam hukum kesehatan diatur dalam Undang-Undang Nomor 36 tahun 2014 tentang Tenaga Kesehatan, Peraturan Menteri Kesehatan Republik Indonesia Nomor 65 Tahun 2015 tentang Standar Pelayanan Fisioterapi, Peraturan Menteri Kesehatan Republik Indonesia Nomor 80 Tahun 2013 tentang Penyelenggaraan Pekerjaan dan Praktik Fisioterapis dan Kode Etik Fisioterapi Indonesia. Pengaturan mengenai fisioterapis dan pelayanan fisioterapi telah dijabarkan dengan cukup baik, namun masih terdapat beberapa hal yang perlu dilengkapi dalam Peraturan Perundang-Undangan khususnya mengenai pengaturan praktik fisioterapi mandiri. Bentuk pertanggungjawaban bagi seorang fisioterapis yang membuka praktik mandiri apabila terjadi suatu malpraktik dalam memberikan pelayanan fisioterapi adalah pertanggungjawaban secara langsung dikarenakan praktik fisioterapi mandiri mengatasnamakan diri fisioterapis yang mendirikan praktik mandiri secara pribadi dan praktik fisioterapi mandiri tidak berasosiasi dengan rumah sakit, klinik, ataupun puskesmas tertentu. Hasil penelitian ini menyarankan agar Kementerian Kesehatan dan Dinas Kesehatan lebih memperhatikan profesi fisioterapis untuk menjamin pelaksanaan fungsi profesi fisioterapis dari pengawasan dan pembinaan oleh pemerintah, selanjutnya bagi Organisasi IFI agar lebih giat dalam melakukan sosialisasi mengenai Peraturan Perundang-Undangan yang berkaitan dengan profesi fisioterapis serta Kode Etik Fisioterapi Indonesia agar seorang fisioterapi dapat meningkatkan kualitas pelayanan serta memahami akan hak dan kewajibannya dan saran bagi fisioterapis untuk memahami ketentuan Peraturan Perundang-Undangan yang berkaitan dengan profesi fisioterapis untuk melindungi serta meminimalisir kemungkinan seorang fisioterapis melakukan suatu kesalahan hingga menyebabkan kerugian pada pasien/klien.

This thesis discusses the accountability-related arrangements that can be requested from a physiotherapist as a health worker who provides health services through independent physiotherapy practice. The form of this thesis research is normative juridical with qualitative methods. This study shows that in regards to the regulation of physiotherapist and physiotherapy services in Health Law is stipulated in Law No. 36 of 2014 on Health Workers, Ministerial Regulation of the Health Ministry No. 65 of 2015 on Physiotherapy Service Standards, Ministerial Regulation of the Health Ministry No. 80 of 2013 on The Implementation of the Physiotherapist Profession and Physiotherapy Practices and Physiotherapy Code of Ethics in Indonesia. The regulations of physiotherapy and physiotherapy services have been thoroughly explained, but there are some points that yet to be explained in the Law, particularly about the stipulation of Independent Physiotherapy Services. The form of accountability for a physiotherapist who opens an independent practice in the event of a malpractice in providing physiotherapy services is direct responsibility due to the practice of independent physiotherapy in the name of a physiotherapist who establishes an independent private practice and independent physiotherapy practice is not associated with certain hospitals, clinics, or health centers. This study suggests the Ministry of Health and the Public Health Office to put a bigger concern and attention to physiotherapists in order to ensure the implementation of the physiotherapists' professional functions from government's supervision and guidance. Furthermore, it is also suggested for IFI Organization to perform an even greater measure of socialization about the laws regarding the physiotherapist profession and also Indonesian Physiotherapy Code of Ethics so that a physiotherapists can improve their quality and understand the rights and duty imposed upon them. Last, it is encouraged for physiotherapists to comprehend the laws regarding the physiotherapist profession to protect their rights and to prevent physiotherapist causing an offend that causes damages to patients/clients"
