"Salah satu upaya untuk meningkatkan derajat kesehatan masyarakat adalah dilaksanakannya Program Pemberantasan Penyakit Kusta dan kesepakatan global Eliminasi Kusta Tahun 2000. Kusta merupakan penyakit menular menahun dengan menimbulkan "sligina" dan dampak sosial negatif akibat cacat yang ditimbulkannya. Kabupaten Sumedang tidak terlepas dengan problematika kusta. Bila dibandingkan dengan kabupaten yang berbatasan dengan Kabupaten Sumedang yaitu Subang, Indramayu dan Majalengka cakupan penemuan kasus kusta masih rendah. Prevalensi kusta yang rendah di Kabupaten Sumedang mungkin belum menunjukkan angka yang sesungguhnya. Karena pada penemuan kasus baru, tipe multibasiler yang potensial sebagai sumber penularan juga disertai kecacatan tingkat 2, relatif lebih banyak daripada tipe pausibasiler. Penelitian deskriptif analitik, menggunakan desain penelitian dengan metode pendekatan potong lintang serta pengukuran kuantitatif dan kualitatif, dilaksanakan di Kabupaten Sumedang. Populasi penelitian adalah seluruh petugas pemberantasan penyakit kusta puskesmas di Kabupaten Sumedang. Penelitian menghasilkan sebagian besar petugas mempunyai kinerja yang buruk. Dari 13 variabel bebas yang diteliti terdapat 3 variabel yang mempunyai hubungan bermakna dengan kinerja petugas, yaitu motivasi petugas, insentif yang didapat petugas dan pembinaan serta dukungan yang didapat petugas. Hubungan antara kinerja dan ketiga variabel bebas diatas secara simultan tidak bermakna. Disarankan agar dalam meningkatkan kinerja petugas, memperhatikan faktor motivasi petugas, insentif bagi petugas dan pembinaan maupun dukungan terhadap petugas yang berkesinambungan.

The Program of Leprosy Control and the Global Plan of Action for the Elimination of Leprosy by the Year 2000 are efforts towards the improvement of public health. Leprosy is a chronic infectious disease causing stigma and generating negative social impact due to the deformities resulted.

Sumedang shares problems attached to the leprosy, even though in comparison to the neighboring regencies : Subang, Indramayu and Majalengka, the number of leprosy cases is low. However, the low prevalence of leprosy in Sumedang cannot significantly be determined as an indication of the real number since new case findings suggest that more multibacillary types, which have the potential to become the source of contagion along with disability grade 2, have been found rather than the paucibacillary.

This analytic descriptive research was conducted at the Sumedang Regency. The research was designed with a crsoss-sectional approach, and was quantitatively and qualitatively measured. The population of the research was all of the public health center fieldworkers of Leprosy Control Program in Sumedang.

The hypothesis is that there is a correlation between the performance of the Public Health Center fieldworkers of Leprosy Control and the internal factors (individual) and the external factors (environment).

Evidence reveals low performance among a large number of the fieldworkers. Out of 13 independent variables, 3 variables indicate significant correlation with the performance of the fieldworkers. The variables are motivation of the fieldworkers (p:0.04422), incentive received by the fieldworkers (p:0,01210), and guidance as well as support for the fieldworkers ( p:0,029-18). Nevertheless, from a simultant perspective, the correlation between the performance and the three variables is not significant.

To improve performance of the fieldworkers, it is suggested that there should be more significant consideration towards factors of motivation, incentive, continuous guidance and support for the fieldworkers."

"Penyakit kusta di Kabupaten Ciamis merupakan penyakit yang masih menjadi permasalahan bidang kesehatan, terutama pada tingkat cacat yang diderita melebihi ketentuan WHO yaitu < 10 % dari seluruh penderita terdaftar. Kabupaten Ciamis merupakan daerah non endemis kusta dengan prevalensi < 1 %o, sehingga target program bukan merupakan masalah utama, tetapi dengan tingginya angka cacat hingga 10,45 % merupakan tantangan program untuk mengantisipasi penularan kasus secara cepat dan tepat. Keterlambatan penemuan penderita dan keterlambatan pelaporan program merupakan faktor pendukung terjadinya kusta dengan cacat di Kabupaten Ciamis, hal ini dikarenakan terlambatnya pengolahan dan analisis data di kabupaten, sehingga berdampak kepada terlambatnya pengambilan keputusan untuk antisipasi permasalahan dengan kecacatan kusta di Puskesmas.Upaya mengatasi permasalahan kusta di Kabupaten Ciamis, dilaksanakan dengan mengembangkan sistem informasi program kusta melalui pembuatan suatu prototype program untuk mempermudah dalam pengolahan dan analisis data sehingga memberikan informasi berupa keluaran tentang hasil kegiatan program yang dilaporkan Puskesmas dalam bentuk tabel dan grafik, sehingga keputusan dapat diambil dengan cepat dan akurat.Tujuan dibuatnya sistern informasi Program Pemberantasan Penyakit Kusta di Kabupaten Ciamis adalah untuk membantu mempermudah proses pengumpulan, pengolahan dan analisis data di tingkat kabupaten, agar pengelola program kusta kabupaten dapat mengelola program secara cepat melalui sistem yang mudah dioperasikan sesuai dengan kebutuhan pengguna data dan pengambil kebijakan di tingkat kabupaten.Proses pengembangan sistem informasi Program Pemberantasan Penyakit Kusta dibuat berdasarkan hasil analisis sistem terhadap kebutuhan program dan sumber daya yang ada di Kabupaten Ciamis, untuk kemudian dibuat desain sistem sesuai kebutuhan informasi yang dapat menghasilkan keluaran sesuai indikator yang telah ditetapkan, sehingga diperlukan dalam perencanaan dan evaluasi program kusta melalui penyederhanaan pelaporan, kemudahan operasional sistem dan keakurasian data keluaran yang dapat dibaca dengan mudah oleh pengelola program di kabupaten.Hasil akhir dari pembuatan sistem informasi adalah layak atau tidaknya sistem diterapkan di tempat penelitian melalui ujicoba sistem di Laboratorium Komputasi Informatika Kesehatan, Junisan Informatika Kesehatan Universitas Indonesia, dimana ujicoba sistem meliputi; efesiensi, reliabilitas, efektifitas, akurasi dan aksesibilitas sistem. Hasil ujicoba sistem juga menilai kelemahan dan kelebihan sistem, untuk kemudian kelemahan yang ada agar dapat dikembangkan lebih lanjut di Kabupaten Ciamis, sehingga sistem yang dibuat dapat dimanfaatkan secara optimal oleh pengelola program di kabupaten dalam mengantisipasi setiap permasalahan program yang muncul.Daftar Pustaka : 44 (1982 - 2002).

Development Information System Eradication Program Leprosy Disease in Health Office Ciamis DistrictLeprosy disease in Ciamis district is disease which still become problems of healthy area, especially at defect level which suffered exceed rule of WHO that is < 10 % from entire ail patient enlist- Ciamis regency is area of non leprosy endemis with prevalence < 1 %o, so that program goals is not such a main problem, but with defect number of height till 10,45 % representing program challenge to anticipate infectious case quickly and precisely. Delay of Invention and patient delay of reporting program is supplementary factor the happening leprosy with handicapped in Ciamis regency, this matter because of losing time of data analysis and processing in this regency, so it affects to losing of decision making for the anticipation of problem with leprosy handicapped in Puskesmas.

The effort overcome the problem of leprosy in Ciamis regency is executed by developing leprosy program information system through making prototype program to make eiser in data analysis and processing so that it give information in the form of output about result of activity reported by Puskesmas in the form of graph and table, so that the decision can be whisked away and is accurate.

The target of making Eradication Disease Leprosy Information Program System in Ciamis regency is to water down of collecting process, data analysis and processing in the regency in order that the organizer of leprosy program can manage the program quickly through the system which is easy to be operated as according to need of data consumer and policy taker in the regency.

Developing Program of Eradication Disease Leprosy information system made pursuant to result of systems analysis to need of resource and program in Ciamis regency, then it is made by system design according to the information need which is able to yield output according to indicator which have been specified, so that it is needed in the plan and leprosy program evaluation through reporting moderation, amenity of operational system and output data accuration which is able to be read easily by program organizer in the regency.

The end of result from making information system is competent or Computing Laboratory of Healthy Information Faculty of Indonesia University, where the experiment in valves efficiency, reliability, effectively, accessible and accuration. Result of experiment system also assess and weakness excess of system, then existing weakness so that can be developed furthermore in Ciamis regency, so that system made can be exploited in an optimal fashion by program organizer in the regency in anticipating every problems of program happens.
