"Penelitian ini membahas mengenai layanan kesehatan mental di Lembaga Pemasyarakatan Cipinang. Hak asasi manusia merupakan sebuah hak yang secara alami melekat pada diri, termasuk hak untuk narapidana. Hak asasi manusia terdiri dari berbagai macam, salah satunya adalah hak untuk mendapatkan layanan kesehatan mental tanpa diskriminasi. Menurut data dari Kementerian Hukum dan Hak Asasi Manusia pada tahun 2019, terdapat narapidana dengan gangguan kesehatan mental sebanyak 269 orang dari 267.344 orang. Hal ini membuktikan bahwa layanan kesehatan mental bagi narapidana sangat dibutuhkan. Penelitian ini menggunakan pendekatan kualitatif berupa wawancara dan studi pustaka. Dari hasil wawancara dan studi pustaka, data tersebut dianalisis menggunakan konsep The United Nations Standard Minimum Rules for the Treatment of Prisoners (the Nelson Mandela Rules) dan Handbook on Prisoners with special needs dari UNODC. Dalam dua konsep tersebut, terdapat beberapa peraturan yang seharusnya disediakan oleh lembaga pemasyarakatan/penjara supaya dapat melakukan layanan perawatan kesehatan mental kepada narapidana secara ideal. Peraturan tersebut di antaranya harus terdapat psikolog, psikiater, dokter, perawat dengan pengetahuan psikiatri, ruangan khusus, obat psikiatri, dan obat gawat darurat. Namun, hasil dari penelitian ini menunjukkan bahwa layanan kesehatan mental di Lembaga Pemasyarakatan Cipinang masih belum memenuhi hak narapidana untuk mengakses kesehatan, khususnya kesehatan mental. Hal ini terjadi karena terdapat anggaran yang kurang dan tidak tersedianya sumber daya manusia yang kompeten dalam bidangnya.
This study discusses mental health services at the Cipinang Penitentiary. Human rights are rights that are naturally inherent in oneself, including the rights of convicts. Human rights consist of various kinds, one of which is the right to get mental health services without interference. According to data from the Ministry of Law and Human Rights in 2019, there were attenuation of mental health disorders by 269 people out of 267,344 people. This proves that mental health services for assistance are urgently needed. This research uses a qualitative approach in the form of interviews and literature. From the results of interviews and literature studies, the data was analyzed using the concept of The United Nations Standard Minimum Rules for the Treatment of Prisoners (the Nelson Mandela Rules) and the Handbook on Prisoners with special needs from UNODC. In these two concepts, there are several regulations that should be provided by correctional institutions/prisons in order to carry out mental health care services to complete them ideally. These regulations must include psychologists, psychiatrists, doctors, nurses with psychiatric knowledge, special rooms, psychiatric drugs, emergency medicine, and services without discrimination. However, the results of this study indicate that mental health services at the Cipinang Correctional Institution still have not fulfilled their right to access health, especially mental health. This happens because there is a lack of agreement and the unavailability of competent human resources in their fields."
