"Kemajuan industri ICT di Indonesia lebih berperan menjadi pendorong ekonomi konsumsi daripada ekonomi produksi, Perangkat ICT buatan Indonesia hanya mengisi pasar sebesar 0.8%. Melalui kebijakan Tingkat Kandungan Dalam Negeri (TKDN), pemerintah berharap akan menggiatkan usaha lokal dan membentuk ekosistem industri manufaktur baru, yang diharapkan menjadi cikal bakal bangkitnya kembali industri nasional. Namun Sistem perhitungan TKDN yang ada belum memperhitungkan komponen brainware dan inovasi dengan prosentase yang proporsional sehingga kurang maksimal dalam mengembangkan industri dan menumbuhkan ekosistem seperti yang dicitakan pada tujuan kebijakan. Melalui wawancara mendalam (indepth interview) dan Gap Analysis untuk mengevaluasi regulasi Tingkat Kandungan Dalam Negeri (TKDN) diketahui bahwa kebijakan yang ada perlu diperbaiki kinerjanya dengan menambahkan unsur brainware dan melakukan monitoring pelaksanaan kebijakan. Rekomendasi rumusan TKDN perangkat telekomunikasi dengan formula baru ditambahkan komponen Hak Kekayaan Intelektual (HKI) dan pembobotan software sehingga mampu memberikan prosentase brainware yang proporsional.
