"Di dunia sekarang ini, konsep hak asasi manusia (HAM) mempengaruhi semua aspek hubungan internasional dan melintasbatasi semua aspek hukum internasional kontemporer, Organisasi Kerjasama Islam (OKI) yang dibentuk pada 1969 dan Komisi Independen Permanen HAM Organisasi Kerjasama Islam (IPHRC) yang dibentuk pada 2010 memiliki kedudukan dan peranan dalam masalah hak asasi manusia atas konflik antara Arab Saudi dan Republik Islam Iran terkait eksekusi mati 47 ulama syiah oleh Arab Saudi pada 2 Januari 2016. Kasus eksekusi mati tersebut merupakan sebuah pelanggaran hak asasi manusia karena pada dasarnya hukuman mati di zaman saat ini tidak seharusnya dilakukan, terlebih dalam kasus hukuman mati ulama syiah erat dengan unsur oposisi politis dan tidak sesuai dengan prosedur internasional seperti pelaksanaan hukuman mati dengan pengawasan dari dewan HAM PBB atau dewan HAM negara anggota PBB. Atas hal tersebut, baik dalam sudut pandang teori intervensi, sudut pandang sejarah serta sudut pandang dasar hukum, OKI memiliki peranan dan kedudukan atas kasus tersebut. Namun, upaya yang dilakukan OKI hanya pada penyampaian pernyataan bahwa seharusnya Republik Islam Iran tidak ikut campur terhadap eksekusi mati yang dilakukan oleh Arab Saudi. Upaya yang minim tersebut tidak terlepas dari beberapa faktor seperti OKI merupakan organisasi yang masih menjaga diri dari sikap saling mengintervensi antar negara anggotanya, IPHRC sebagai komisi independen dalam hak asasi manusia masih merupakan komisi yang belum bisa berperan jauh dan masih minim kewenangan, masih terdapatnya perdebatan dalam menginterpretasikan hak asasi manusia antar negara anggota OKI, serta masih kental nya pembedaan antara negara-negara kuasa OKI dalam hal ini Arab Saudi dengan negara anggota OKI lainya.

In today's world, the concept of human rights affects all aspects of international relations and contemporary international law, the Organisation of Islamic Cooperation (OIC) which was formed in 1969 and the Committee of Independent Permanent Human Rights Organisation of Islamic Cooperation (IPHRC), which was formed in 2010, holds a position and role in human rights issues regarding the conflict between Saudi Arabia and the Islamic Republic of Iran related to the execution of 47 Shia scholars by Saudi Arabia on January 2, 2016. The case of the execution becomes a matter of human rights violation basically a death sentence in the current era should not be done, especially since death penalty cases of Shia clerics are linked to elements of the political opposition and not in accordance with international procedures, such as the executions under the supervision of the UN Human Rights Council or the Human Rights Council of UN member states. Based on that, whether in light of the theory of intervention, historical perspectives and viewpoint of the legal basis, the OIC has a role and a position on the case. However, the only effort made by the OIC was submitting a statement that Iran should not interfere against the executions carried out by Saudi Arabia. This minimal effort is not independent from several factors such as the OIC being an organization that is still distancing itself from mutual intervention between its member states, the IPHRC being an independent commission on human rights is still a commission that has not been able to contribute much and still lacks the authority, the continuing debate on interpreting human rights among member states of the OIC, as well as there still being strong distinctions between powerful OIC countries (in this regard, Saudi Arabia) and other OIC member countries."
