"Masalah penelitian ini menyangkut Implementasi Standar Mutu Pelayanan Masyarakat oleh Polisi RW Polsek Kelapa Gading dalam rangka mewujudkan Kamtibmas. Permasalahan yang tercakup dalam penelitian ini adalah, pertama, implementasi standar mutu pelayanan masyarakat oleh polisi RW Polsek Kelapa Gading dalam rangka mewujudkan kamtibmas saat ini. Standar mutu pelayanan yang dimaksud adalah kepuasan masyarakat terhadap pelayanan kepolisian yang dilakukan oleh Polisi RW Polsek Kelapa Gading. Kedua, adalah Faktor-faktor yang mempengaruhi implementasi standar mutu pelayanan masyarakat oleh polisi RW Polsek Kelapa Gading dalam rangka mewujudkan Kamtibmas. Faktor yang dimaksud adalah kekuatan dan kelemahan yang berasal dari internal organisasi, peluang dan kendala yang diakibatkan oleh perkembangan lingkungan strategik (eksternal). Ketiga, adalah Upaya yang dilakukan Polsek Kelapa Gading dalam rangka meningkatkan implementasi standar mutu pelayanan masyarakat oleh polisi RW Polsek Kelapa Gading demi terwujudnya Kamtibmas. Upaya ini merupakan strategi Polsek Kelapa Gading dalam mengimplementasikan standar mutu pelayanan masyarakat oleh Polisi RW. Penelitian ini menggunakan metode penelitian kualitatif dimana data dan informasi merupakan representasi dari keadaan sebenarnya atau fenomonologis. Metode penelitian kualitatif ini bertujuan untuk mendapatkan data dan informasi yang obyektif melalui teknik wawancara mendalam (indepth interviewing), studi literatur, dan pengamatan terlibat (participant observer). Kesimpulan dari hasil penelitian ini adalah pelaksanaan kegiatan Polisi RW dalam konteks implementasi standar mutu pelayanan masyarakat belum tercapai secara optimal karena tidak ada parameter baku yang digunakan untuk mengukur tingkat keberhasilan. Hal ini disebabkan oleh adanya faktor-faktor yang mempengaruhi baik yang berasal dari internal maupun eksternal. Adapun strategi Polsek Kelapa Gading dalam menyikapi hal tersebut yaitu dengan cara mengoptimalkan Tim Manajemen Polisi RW dan mengoptimalkan kemampuan Polisi RW yang ada.

This research is about the implementation of Public Services Quality Standards by The Neighborhood Policemen of Kelapa Gading Police Sector in order to maintain public safety and order. The success of RW 012 in achieving ISO 9001?2008 certification on its public services have become the focus in the case study. Several issues are being observed, first, the implementation of public service quality standards by the Neighborhood Polic of Kelapa Gading Police Sector in order to achieve the stability of public security and order.

Second, factors that influenced the implementation of public services quality standards by the neighborhood police of Kelapa Gading Police. What are the strengths and weaknesses within the organization as well as the opportunities and constraints as the effect of external development of the environment.

Third, are the efforts that had been executed by the Kelapa Gading Police Sector in order to improve the public services quality standards as part of Kelapa Gading Police Sector strategic implementation of its public services.

This study use a qualitative approach in which data and information is a representation of actual conditions or in accordance with the phenomenon. Data being collected through in-depth interview technique, literatures study, and observations involved (participant observer).

This research came to the conclusion that the public services by the neighborhood police in the context of the implementation of public services quality standards have not reached the desired quality. The lack of standard parameters to measure its quality has been the main cause. Numerous factors from the internal as well as external of the organization can be identified as the cause of this limitation. As part of the strategy to lower the gap, The Kelapa Gading Police Sector try to optimize the Neighborhood Police Management Team and the cability of Neighborhood Policemen."

"Penelitian ini bertujuan untuk menganalisis relasi polisi-masyarakat dalam pengamanan Haul Mbah Priok di era pandemi Covid-19 oleh Polres Pelabuhan Tanjung Priok. Jenis penelitian yang digunakan adalah penelitian kualitatif. Tipe penelitian yang digunakan peneliti adalah secara deskriptif eksplanatif. Sebagai data primer dalam penelitian berasal dari sumber informasi yang terdiri atas KaPolres, Kasat Binmas, Kasat Reskrim, Kasat Intelkam, Tomas dan Toga, dan masyarakat di wilayah hukum Polres Pelabuhan Tanjung Priok. Hasil penelitian menunjukkan bahwa relasi polisi-masyarakat dalam pengamanan Haul Mbah Priok di era pandemi Covid-19 oleh Polres Pelabuhan Tanjung Priok merupakan relasi konfliktual. Faktor-faktor dalam relasi polisi-masyarakat pada pengamanan Haul Mbah Priok terbagi atas faktor pendukung dan faktor penghambat. Faktor pendukung berasal dari dukungan pemerintah Jakarta Utara, Dandim 0502/JU, dukungan tokoh masyarakat, tokoh agama, kemajuan TIK, ketersediaan fungsi-fungsi yang cukup lengkap yang mendukung, dukungan sarana dan prasarana serta keberadaan SOP. Faktor penghambat terbagi atas perilaku ego sektoral antar stakeholder, media mainstream/online belum intensif di dalam mengedukasi publik, ketidakpercayaan masyarakat, rendahnya literasi digital masyarakat, kurangnya jumlah personil, lemahnya komunikasi, serta evaluasi pimpinan masih belum efektif. Strategi yang dilakukan Polres Pelabuhan Tanjung Priok agar pengamanan Haul Mbah Priok di era pandemi Covid-19 tetap mengedepankan penghargaan terhadap HAM terbagi atas Strategi preemtif, strategi preventif, dan strategi penegakan hukum (represif)

This study aims to analyze police-community relations in securing Haul Mbah Priok during the Covid-19 pandemic by the Tanjung Priok Port Police. The type of research used is qualitative research. The type of research used by researchers is explanatory descriptive. As the primary data in the study came from information sources consisting of the Head of Police, Head of Binmas Unit, Head of Criminal Investigation Unit, Head of Intelligence and Security Unit, Tomas and Toga, and the community in the jurisdiction of the Tanjung Priok Port Police. The results of the study showed that the police-community relationship in securing Haul Mbah Priok during the Covid-19 pandemic era by the Tanjung Priok Port Police was a conflictual relationship. The factors in police-community relations in securing Haul Mbah Priok are divided into supporting factors and inhibiting factors. Supporting factors come from the support of the North Jakarta government, Dandim 0502/JU, support from community leaders, religious leaders, ICT progress, the availability of quite complete supporting functions, support for facilities and infrastructure and the existence of SOPs. The inhibiting factors are divided into sectoral ego behavior among stakeholders, the mainstream/online media is not yet intensive in educating the public, public distrust, low public digital literacy, lack of personnel, weak communication, and evaluation of leaders is still not effective. The strategy carried out by the Tanjung Priok Port Police so that the security of Haul Mbah Priok in the era of the Covid-19 pandemic continues to prioritize respect for human rights, divided into pre-emptive strategies, preventive strategies, and law enforcement (repressive) strategies."
