"Kabupaten Pulau Morotai berada pada tiga Wilayah Pengelolaan Perikanan Nasional Republik Indonesia yaitu WPPNRI 715, WPPNRI 716 dan WPPNRI 717. Potensi Ikan Madidihang di perairan Pulau Morotai cukup besar namun belum dikelola secara maksimal. Tujuan penelitan ini adalah untuk menganalisis status pemanfaatan, status pengelolaan dan menyusun strategi pengelolaan Ikan Madidihang secara berkelanjutan. Hasil analisis metode surplus produksi Model Fox dalam 10 (sepuluh) tahun (2009-2018), nilai maximum sustainable yield (MSY) sebesar 8.657,679 kg per tahun dengan effort maksimal 42.429 trip per tahun. Tingkat pemanfaatan dalam kategori rendah sebesar 12,23% per tahun. Hasil analisis dengan RAPFISH (The Rapidly Apprasial for Fisheries) menunjukan bahwa tingkat keberlanjutan multidimensi pengelolaan Madidihang berada pada kategori cukup berkelanjutan dengan nilai indeks sebesar 60,82. Dimensi etika yang paling berpengaruh pada status pengelolaan. Hasil analisis AHP (Analytical Hirearchy Process), strategi pengelolaan berkelanjutan berdasarkan tingkat prioritas adalah peningkatan kualitas sarana penangkapan.

The location of Morotai Island Regency is in the three National Fisheries Management Areas of the Republic of Indonesia, namely WPPNRI 715, WPPNRI 716, and WPPNRI 717. The potential of Yellowfin Tuna in the waters of Morotai Island is quite large but has not been managed yet optimally. The research purpose is to analyze of utilization status, management status, and trying to develop strategies for managing Yellofin Tuna sustainability. The results of the analysis by using the Fox Model production surplus method in ten years (2009-2018) show that the maximum sustainable yield (MSY) value of 8,657,679 kg per year with a maximum effort of 42,429 trips per year and the utilization  rate in the low category is 12.23% per year. Furthermore, the results of the analysis with RAPFISH (The Rapidly Appraisal for Fisheries) describe the multidimensional level of Yellowfin Tuna management is in a fairly sustainable category with an index value of 60.82. The ethical dimension that has the most influence on management status. AHP (Analytical Hirearchy Process) analysis result are concern in sustainability management based on grade of priority, and the result is quality of catching facilities improvement."

"ABSTRAK
Industri pariwisata di Pulau Bali telah berhasil menarik wisatawan mancanegara dalam jumlah besar, sehingga menjadi kegiatan ekonomi utama. Kegiatan pariwisata berkaitan erat dengan kondisi internal di Pulau Bali, salah satu diantaranya adalah kondisi cuaca/iklim. Penelitian ini bertujuan untuk menganalisis pola kenyamanan iklim sehubungan dengan jumlah kunjungan wisatawan asing. Berbasis pada data unsur iklim tahun 1986 ndash; 2016 di 4 lokasi, tingkat kenyamanan iklim ditentukan dengan menerapkan Tourism Climate Index TCI , yang divalidasi melalui survey lapang dan wawancara dengan wisatawan asing yang penentuannya dilakukan dengan teknik quota sampling. Analisis spasial dengan metode overlay peta dilakukan untuk mengetahui pola kenyamanan iklim menurut ketinggian, yang dikaitkan dengan jumlah kunjungan wisatawan asing menurut obyek wisata dan kawasan asal. Hasil penelitian menunjukkan bahwa kenyamanan iklim di Pulau Bali 9 obyek wisata tergolong nyaman pada bulan Juni ndash; September, terutama obyek wisata yang berada di wilayah pegunungan. Besarnya jumlah kunjungan wisatawan pada obyek wisata di Pulau Bali bersamaan waktunya dengan tingginya tingkat kenyamanan iklim. Wisatawan merasa lebih nyaman ketika berada di obyek wisata yang tingkat kenyamanannya lebih tinggi.

ABSTRACT
The tourism industry in Bali has attracted large numbers of foreign tourists, making it the main economic activity. Tourism activities are closely related to internal conditions in Bali, one of which is weather climate conditions. This study aims to analyze the climate comfort pattern with the number of foreign tourists visits. Based on climate data from 1986 to 2016 in 4 locations, the climate comfort level was determined by applying the Tourism Climate Index TCI , which was validated through field surveys and interviews with foreign tourists who were determined by quota sampling techniques. Spatial analysis with map overlay method is used to find the climate comfort pattern according to height, which is associated by the number of tourist visits based on tourist attractions and the region of the tourists rsquo origin. The results showed that the comfort level in Bali of 9 attractions are relatively comfortable in June September, especially attractions in higher places. The large number of tourist visits is coincided with the optimal level of climate comfort. Tourists feel more comfortable while in the attractions with a higher level of climate comfort. "

"In the face of regional free trade era Indonesian government has decided to implement a Free Trade Zone (FTZ) in nine strategically valued local areas. One of them is Batam, being prepared much earlier and known in reality so far implementing an FTZ-like system. Hopefully, such an FTZ becomes a backbone for stimulating the national economy, especially in attracting more investors to Indonesia. Batam Island Bonded Zone is a policy the Indonesian government made to response to the business demand and economic growth through investment that supports exports.
Pursuant to the abovementioned description in order to support and increase investments in Indonesia a policy of exempting PPN, PPn BM and BM from Free Trade Zone (FTZ) of Batam Island Bonded Zone is considered so necessary. This issue is the main problem of the research author carried out. The goal of the research is to explain and elaborate on how far the policy of Free Trade Zone (FTZ) influences investment in Batam Island Bonded Zone.
It is known from the analysis on the fast-growing development achieved by Batam as a bonded zone in Indonesia that Batam is an interesting place to investment. There are some reasons why investors interested in investing their capitals in Batam: a number of attractive incentives to investors, many others, for example, Batam status as a free import duty area that charges no PPN and PPn BM for purchasing local goods and/or importing capital goods and equipments directly related to manufacturing activities; a relatively professional services from relevant governmental agencies and apparatuses, easy, fast and effective coordination; optimal provision of facilities and infrastructures; capability and availability of competitlvenmanpower; and guarantee for law enforcement along with a consistent implementation of respective regulations. Provision of fiscal facility to any investments in Indonesia is still needed and expected by both existing and potential investors.
Conclusion of the result is that: there is a significant correlation between the policy of Free Trade Zone (FTZ) Enclave of Batam island Bonded Zone of investment It is obviously from correlation coefhcient of 0.75 and determination coefficient of 52.6 %. Those coefficients indicate that investment increase is very affected by FTZ Enclave policy with 52.6%, with the rest of 47.4% affected by other factors.
Suggestions made from this research are, there should be an improvement and optimization to any lacks of Free Trade Zone (FTZ) Enclave from fiscal facility, procedure, license, facility and infrastructure. availability and capability of manpower and coordination with the competent local governmental agencies. Identifying appropriately other causes other than FTZ Enclave to make them known. controlled and remedied. Performing an evaluation on the policy of FTZ Enclave continually to increase the investment in the future."
