"[Disparitas pendapatan tengah menjadi permasalahan serius dibelahan dunia. Tingkat pertumbuhan ekonomi yang tinggi dan terjadinya perubahan struktur ekonomi diikuti dengan meningkatnya disparitas pendapatan di Sumatera Barat. Penelitian ini menggunakan analisis Location Quotient (LQ) dan regresi data panel pada 19 kabupaten/kota dari tahun 2006-2011. Hasil penelitian menunjukan bahwa terdapat 2 variabel yang signifikan mengurangi ketimpangan pendapatan yaitu sektor perdagangandansektorpertanian. Sementara itu hasil analisis LQ menunjukan mayoritas daerah kabupaten di Provinsi Sumatera Barat dapat mengandalkan sektor pertanian. Sementara daerah perkotaan lebih mengandalkan sektor keuangan, pengangkutan dan jasa.

This Research is investigated by analyzing Location Quotient and a balance panel with 19 districts from 2006 to 2011. "ABSTRAK
Penelitian ini bertujuan untuk menganalisis hubungan-hubungan antara ketimpangan
distribusi pendapatan masyarakat dengan PDRB Perkapita, angkatan kerja,
pendidikan, dan kesehatan. Ketimpangan distribusi pendapatan masyarakat dalam
penelitian ini menggunakan Gini ratio, angkatan kerja diukur dari Tingkat Partisipasi
Angkatan Kerja (TPAK), pendidikan diukur dari Angkatan Partisipasi Sekolah (APS)
SMA, dan kesehatan diukur dari rasio jumlah Dokter dengan Puskesmas. Penelitian ini
menggunakan model regresi data panel dengan objek penelitian pada keuangan daerah
Kabupaten/Kota di Jawa Tengah selama periode 2009-2015. Hasil penelitian telah
menunjukkan bahwa secara simultan, PDRB Perkapita, TPAK, pendidikan dan
kesehatan berpengaruh signifikan terhadap ketimpangan distribusi pendapatan
masyarakat di Jawa Tengah. Secara parsial, PDRB Perkapita berpengaruh positif
terhadap ketimpangan distribusi pendapatan masyarakat di Jawa Tengah, TPAK dan
pendidikan berpengaruh negatif terhadap ketimpangan distribusi pendapatan
masyarakat di Jawa Tengah. Sedangkan kesehatan yang diukur dari rasio jumlah
Dokter dengan Puskesmas tidak berpengaruh terhadap ketimpangan distribusi
pendapatan masyarakat di Jawa Tengah.

ABSTRACT
This study aimed to analysis the correlations between communitys income disparity
and Gross Regional Domestic Product (GRDP) Percapita, labor force, education and
health sectors. The communitys income disparity is measured by gini ratio, the labor
force is measured by labor force participation level, education sector is measured by
school participation level, and health sector is measured by the ratio of doctor number
to community health center. The study used panel data regression model which
involving the data of municipalities and regencies financial reports in the Central
Java for period 2009-2015. The result indicated that simultaneously, GRDP Percapita,
labor force participation level, education and health sectors have significant effects on
communitys income disparity in the Central Java. Partially, GRDP Percapita has
positive effects on the communitys income disparity in the Central Java, labor force
participation level and education sector have negative effects on the communitys
income disparity in the Central Java. Meanwhile, the health sector is measured by the
ratio of doctor number to community health center has no significant effects on the

"ABSTRAK
Sejak tahun 1990an, berbagai negara di Asia menerapkan kebijakan desentralisasi fiskal. Salah satu tujuan dari penerapan kebijakan ini adalah untuk menanggulangi kesenjangan pendapatan yang kian memburuk di masyarakat. Akan tetapi, evaluasi terhadap kebijakan ini sendiri masih menghasilkan kesimpulan yang beragam. Beberapa ahli berpendapat bahwa fiskal desentralisasi dapat memperparah kesenjangan pendapatan di daerah karena pemerintah pusat tidak lagi memegang kendali untuk mendistribusikan pendapatan nasional secara merata ke daerah. Di lain pihak, kebijakan desentralisasi fiskal justru dipandang sebagai salah satu cara mengurangi tingkat ketimpangan pendapatan karena kebijakan ini memberi insentif berupa kewenangan yang lebih luas kepada pemerintah daerah untuk memajukan daerahnya masing-masing. Guna mengetahui evaluasi kebijakan desentralisasi fiskal terhadap ketimpangan pendapatan daerah, penelitian ini melakukan analisis kuantitatif pada level nasional dengan menggunakan data 25 provinsi meliputi periode sebelum dan sesudah penerapan desentralisasi fiskal (1994-2000 dan 2001-2010). Hasil analisis pada sisi pengeluaran pemerintah daerah menunjukkan hubungan negatif antara desentralisasi fiskal dengan ketimpangan pendapatan daerah. Hal ini berarti bahwa ketimpangan pendapatan regional menurun pada periode setelah kebijakan desentralisasi diterapkan. Disamping itu, guna mendapatkan penjelasan lebih lanjut mengenai hasil estimasi pada tingkat nasional, dilakukan analisis kualitatif dan kuantitatif (regresi) pada tingkat provinsi, yaitu Provinsi DI Yogyakarta.

ABSTRACT
Since 1990s, many Asian countries implemented a decentralization reform of their government system. One of the purposes of this reform was to mitigate the increasing income disparity. The evaluation of this policy is, however, contradictory. Many scholars argued that a fiscal decentralization increased regional income disparity because the central government lost its power to redistribute the national income. On the other hand, it was insisted that decentralization decreased regional income inequality because it could enhance the efforts of local government to improve the economic performance of their region. To come to a plausible evaluation, this study conducts an empirical analysis of the effect of fiscal decentralization on regional income equality in Indonesia, where a radical decentralization reform was implemented in 2001. Using panel data of 25 provinces in this country, this study conducts a regression analysis of the data for the period before and after the reform (1994 to 2000 and 2001 to 2010). Our analysis shows a negative correlation between fiscal decentralization and regional income disparity, which means that the former reduced the latter. On top of this national level analysis, we did research on Yogyakarta Province to know more precisely the process and meaning of the decentralization reform in Indonesia."

"Media massa sebagai salah satu perangkat negara yang berperan penting dalam pembangunan nasional dan memiliki kekuatan untuk memengaruhi persepsi publik selayaknya memberitakan isu kemiskinan dengan porsi dan kemasan yang sesuai sehingga mampu menampilkannya secara komprehensif. Di Indonesia, media massa belum melihat isu kemiskinan sebagai isu yang penting untuk dibahas secara komprehensif dan mendalam. Tulisan ini bertujuan untuk melihat bagaimana media massa Indonesia membingkai isu kemiskinan. Lebih jauh, hasil temuan dianalisa dengan menggunakan konsep agenda publik, agenda media, dan konteks sosial budaya Indonesia.

In Indonesia, mass media plays a significant role in national development and has the strengh to influence public perception as well. Thus, mass media should have been conveyed the poverty issue to the public comprehensively. By far, mass media in Indonesia not yet considered poverty as one of important issues to be discussed and reported deeply with comprehensively manner. The purpose of the study is to see how mass media in Indonesia frame the poverty issue using several concepts which are public agenda, media agenda, and the context of Indonesia’s social culture.

Low-income communities (MBR) is a housing assistance program target by some regulations that have been enacted. whereas the limjit values assigned revenue MBR itself has not been supported with wsupporting data. MBR is the people who have limited purchasing power, need government assistance to get a decent home. GK (poverty line per capita/ month) issued by Central Bureau of Statistic (BPS) and KHL (decent living needs one single per month) issued by the Ministry of Manpower, the figure is describes the minimal conditions for decent living, and MBR (low-income people) the third figure is describes the minimal conditions for a decent life. GK for a family (4 members of the family) each province generally have a value below and KHL."
