"In few Asian countries is organized labor so important an economic and political factor as in contemporary Indonesia, and in few countries of the world has it been so politicized. The trade unions now faced a new situation and new problems. Since theyhad had an active part in the early struggle for independence and in the defense of the Republic. The purpose of this study is to trace and identify the ideological influences which have made fighting organizations of the Indonesian trade unions which pursue longrange political aims in addition to immediate economic gains. Special attention will be paid to Marxist and Leninist influences. To identify them, we have to refer to theindoctrination of the trade unions in the mother-country of communism, the Soviet Union. The reference to the Chinese communist trade union movement will show the importance of the communist victory in mainland China for other Asian countries, including Indonesia. In order to deepen our understanding of the Indonesian trade union movement, it is necessary to comprehend its political character, as manifested by the relationship of the trade unions to political parties and their propensity for political action. This understanding is required to explain the attitudes of Indonesian organized labor today. An understanding of the attitudes of the trade union movement will serve to unravel the confusing complexity of current labor relations in the country, and to explain the labor policy of the Indonesian Government."

"PT. Perusahaan Listrik Negara (Persero) memiliki banyak kendala dalam menjalankan hubungan industrial. Berbagai dinamika hubungan industrial terjadi karena disebabkan oleh kurangnya komunikasi antara pihak perseroan dengan pihak serikat pekerja. Perseroan kerap mengeluarkan surat kebijakan tanpa berunding terlebih dahulu dengan serikat pekerja. Keluarnya surat kebijakan tanpa adanya pemberitahuan menyebabkan terjadinya berbagai permasalahan hubungan industrial yang dirangkum menjadi Matriks 9. Kurangnya komunikasi inilah yang menyebabkan terjadinya perbedaan sudut pandang. Perbedaan Sudut pandang inilah yang menyebabkan terjadinya gerakan serikat buruh. Usaha yang dilakukan PLN baru mengintensifikasikan Lembaga Kerjasama Bipartit. Usaha ini adalah sangat baik, namun akan menjadi lebih baik lagi apabila didukung dengan usaha pendekatan yang bersifat non-formal atau kasual. Penulis menyarankan agar dibuat wadah non formal seperi morning gathering, penggiatan klub olahraga, seni, atau organisasi keagamaan, dan penggiatan halal bi halal.

PT. Perusahaan Listrik Negara (Persero) has a lot of obstacles in running the industrial relations. The dynamics of industrial relations occur because of the lack of communication between the company and the trade union. The Company often issued policies without negotiating first with the union. "Serikat pekerja adalah organisasi yang dibentuk dari, oleh, dan untuk pekerja, baik di perusahaan maupun di luar perusahaan, yang bersifat bebas, terbuka, mandiri, demokratis, dan bertanggung jawab untuk memperjuangkan, membela, serta meningkatkan kesejahteraan pekerja dan keluarganya. Namun, keberadaan serikat pekerja tidak secara otomatis mampu memperbaiki nasib pekerja yang menjadi anggotanya. Tujuan dari penelitian ini adalah untuk menganalisis peran organisasi serikat pekerja dalam perumusan kebijakan hubungan industrial. Pendekatan penelitian yang digunakan adalah pendekatan penelitian kualitatif, dan pengumpulan data melalui wawancara mendalam serta studi kepustakaan. Hasil penelitian menunjukkan peran organisasi serikat pekerja dalam perumusan kebijakan hubungan industrial ialah memperjuangkan hak-hak dan kepentingan pekerja untuk memberikan kesejahteraan serta perlindungan kepada pekerja. Hal tersebut diwujudkan melalui perundingan dalam perumusan pengupahan, jaminan sosial, jam kerja, cuti, dan lain-lain, dengan cara memberikan rekomendasi dan memberikan saran. Namun, kenyataannya organisasi serikat pekerja tidak selalu diikutsertakan di dalam perumusan kebijakan.

A trade union is an organization formed from, by and for workers, both corporate and external, free, open, independent, democratic and responsible for the struggle, defense and welfare of workers and their families. However, the existence of unions is not automatically able to improve the fate of workers who become members.

The purpose of this study was to analyze the role of trade unions organization in the formulation of industrial relations policy. The research approach used is qualitative research approach, data collection through in depth interview and literature study.

The result of the research shows that the role of trade union organization in industrial relations policy formulation is to fight for workers rights and interests to provide welfare and protection to workers. It is manifested through negotiations in the formulation of wages, social security, working hours, leave, etc., by providing recommendations and suggestions. However, in reality unions are not always included in policy formulation."

"Kriminalisasi protes buruh dan serikat buruh bukanlah wacana baru di Indonesia. Kriminalisasi protes dilakukan oleh pengusaha dan negara. Kriminalisasi protes oleh pengusaha dilakukan untuk menekan buruh agar tidak menuntut hak mereka. Kriminalisasi protes oleh negara menunjukkan keberpihakan negara terhadap pemilik modal yaitu pengusaha. Oleh karena itu, penelitian ini mencoba mengungkap bentuk-bentuk kriminalisasi protes yang dilakukan oleh pengusaha dan negara melalui sudut pandang lain yaitu Kriminologi Kritis sebab kriminologi Kritis melihat kejahatan didefinisikan oleh penguasa. Ragam penelitian unobstrusive methods dan tipe penelitian explanatory dipilih peneliti untuk menganalisis permasalahan yang ada dengan menggunakan kerangka pikir yang telah peneliti susun. Hasilnya menunjukkan bahwa Pemerintah turut serta menyumbangkan kekerasan secara struktural kepada mereka melalui kebijakan yang dibuatnya bahkan melalui aparat militernya.

Criminalization of labor protest and trade union is not a new discourse in Indonesia. The criminalization of protest conducted by employers and the state. The criminalization of protest by the employer do to suppress the rights of workers to sue their. The criminalization of protest by the government stood for the state againts the owner of business capital. Therefore, this study tried to reveal the form of criminalization of protest that made employers and government through another point of view namely Critical Criminology because Critical Criminology look at crime defined by the authorities. Varieties of research studies and unobstrusive research selected researcher to analyse the existing problems by using a framework that researcher collated. The result showed that the Government participated in the structural violence contribute to them through policy making even through its military forces."
