"The interest in regional development planning in Indonesia as well as in many other third world countries is growing rapidly since the early 1970s. However the subject matter of regional development planning is still in process of taking shape. As a consequence, considerable differences exist regarding the interpretation of this field of enquiry and action. The present article aims at addressing three basic questions 1) What is the rationale for the introduction of planning for development on a regional basis? 2) What types of regional development planning do exist and what are their respective characteristics? 3) What are the various implications of the spatial dimension of regional development planning for professional practice? "Community Action Planning(CAP), sebuah metode perencanaan yang mendorong komunitas bertindak untuk merancang, mengimplementasikan dan mengatur program pembangunan lingkungannya sendiri. Metode ini bersifat partisipatif, mengacu pada masalah, cepat, dan dirancang untuk membentuk kebijakan dari tingkat dasar. Tindakan komunitas sebagai pelaku utama merupakan hal yang mutlak dalam CAP. Sebuah tindakan hanya akan muncu) Jika terdapat motivasi. Motivasi inilah yang harus selalu dipertahankan untuk menjaga kesinambungan perbaikan lingkungan permukiman. Perlu ada pihak yang mendampingi dan merangsang tertanamnya motivasi pada komunitas. Disinilah letak teknik fasilitasi CAP sebagai motivator.

Community Action Planning (CAP) is a planning method empowers communities to design, implement and manage their own settlement programs. Its methods are participatory, community-based, problem-driven, fast, and designed to inform policy from the grassroots (bottom-up). Action from the Community is a must in CAP. Community Action will only occur when there are motivation. Therefore, this value should always exists in their neighborhood improvement for sustainable development condition in long term effects. There should be a mediator to motivate, facilitate and assist communities for these attempts. For that states, need to be considered to maintain these values while facilitating community in CAP process. This is where we architects as facilitator should take place."
