"Pertumbuhan ekonomi suatu negara memang merupakan tujuan yang hendak dicapai oleh pemerintah, namun pertumbuhan yang diharapkan adalah yang efektif dalam mengurangi kemiskinan serta pertumbuhan yang menyebar dalam setiap golongan pendapatan termasuk pada golongan penduduk miskin growth with equity. Diantara beberapa program penanggulangan kemiskinan yang telah dilakukan pemerintah, terdapat mekanisme bantuan sosial yang merupakan upaya pemerintah dalam mencegah terjadinya risiko sosial dimana salah satunya adalah kondisi kemiskinan. Penelitian ini bertujuan untuk menganalisis efektivitas anggaran belanja bantuan sosial pada APBD dalam mengurangi tingkat kemiskinan pada 33 provinsi di wilayah Indonesia dalam kurun waktu tahun 2013 s.d. 2016. Belanja bantuan sosial merupakan upaya yang dilakukan oleh Pemerintah Daerah dalam melakukan pembangunan sosial dan mencegah terjadinya risiko sosial di wilayahnya. Penelitian ini menggunakan metode kuantitatif analisis regresi data panel. Hasil penelitian menunjukkan bahwa belanja bantuan sosial berpengaruh secara negatif dan signifikan terhadap tingkat kemiskinan. Dimana peningkatan 1 belanja bantuan sosial akan menyebabkan penurunan tingkat kemiskinan sebesar 0,0009. Sedangkan belanja bantuan sosial tidak memiliki pengaruh terhadap Indeks Kedalaman Kemiskinan P1 dan Indeks Keparahan Kemiskinan P2. Sehingga perlu untuk melanjutkan program bantuan sosial oleh Pemerintah Daerah namun diperlukan kebijakan yang lebih pro poor sehingga belanja bantuan sosial yang dikeluarkan tidak hanya mengangkat masyarakat miskin keatas garis kemiskinan tetapi juga menghilangkan ketimpangan diantara masyarakat miskin.

The economic growth of a country is indeed a goal to be achieved by the government, but the expected growth is effective in reducing poverty and spreading growth in every income class growth with equity. Among the poverty reduction programs that have been implemented by the government, there is a social assistance mechanism which is the government 39s effort to prevent the occurrence of social risk which one of them is the condition of poverty. This study aims to analyze the effectiveness of social assistance expenditure on local budget in reducing poverty level in 33 provinces in Indonesia region within the period of 2013 s.d. 2016. Social assistance expenditure is an effort made by the Regional Government in conducting social development and preventing the occurrence of social risks. This research uses quantitative method of panel data regression analysis.The results show that social assistance expenditure have a negative and significant effect to poverty level. Where a 1 increase in social assistance spending will result in a poverty reduction of 0.0009. While social assistance spending has no effect on Poverty Gap Index P1 and Poverty Severity Index P2. So it is necessary to continue the social assistance program by the local government but a more pro poor policy is needed so that the expenditure of social assistance issued not only raises the poor up the poverty line but also removes inequality among the poor. "

ABSTRACTThis article analyzes the process of finding the meaning of life which is analyzed from the aspect of syntax, sound, semantic connotation and theme of the poem Archeologie by Joseph Paul Schneider. This research is classified as a qualitative research by using a descriptive argumentative method and structural approach. The result of this article shows that Archeologie poetry is poetry that has a connotative meanings. The poem is a depiction of the search purpose and meaning of life.Archeologie, consists of four stanzas and each stanza are number of different lines, and irregular rhyme."

"This paper discusses the issues behind the existing poverty measurements that matter to fight against global poverty. It has been argued that the achievement of internastional community to combat global poverty is less successful with the presence of some limitations in the poverty measurement. The assessment of poverty, that in only based on income and does not adequarterly represent current standards of what poverty means, may not accurately generate the progress of global poverty reductions. In addition, the correction of the 2005 ICP that was not successful to deal with the representation of consumption pattern in poor areas influences the quality comparisons of prices across countries and the process of poverty assessment. Also, a number of issues in household survey particularly in data collection and survey design have produced uncertainly in the estimation of poverty reduction in the world. Given these weakness, hereofer, considering indicators of poverty beyond income approach is important to fully describe the progress of global poverty reduction. In addition, coordinating the poverty measurement methods at the national level might also provide meaningful alternatives to estimate the reduction of global poverty. This includes obtaining information about individual living conditions through qualitative and participatory that plays on important role to measure and capture progress of combating poverty in the world."
