"The objective of this research is to describe (1) the concept of nation's character education; 2) resources and scope of nation's character education; 3) efforts for nation's character building at school; and 4) method of nation's character building at school and family. The method of this study used library research. Based on the result of the study, it may be concluded that: 1) nation's character education is a system to build character values at school community involving components of knowledge, awereness or willingness, and action to perform those values, either to the Almaighty God, self, other human beigs, environment, or country so that the students will be a holistic human beings. 2) resources for nation's character education include values contained in Pancasila and norms of Indonesian Constitution from 1945; While scope of nation's character education involves: objectives that describe the equality of intended character, the most effective material to acheve the objectives, effective instructional goals; 3) Nation's character education at the school can be performed through the habituation of good attitude and behaviour from early childhood and to be continued persistenty and sustainably pursuant to the level of development of learners and their environment condition. Nation character education should be performed continously and involve student's parents and community; and 4) the method to build nation's character use behavior control. Lower grade students need more time to behavior control than higher grade students. "

"Pendidikan mempunyai peranan yang sangat penting dalam peningkatan kualitas hidup manusia. Tesis ini membahas mengenai kebijakan yang dilakukan oleh Pemerintah Kabupaten Purwakarta dalam meningkatkan pendidikan di Kabupaten Purwakarta. Penelitian ini adalah penelitian kualitatif dengan desain deskriptif.
Hasil penelitian mendeskripsikan kebijakan pendidikan yang dilakukan oleh Pemerintah Kabupaten Purwakarta telah berjalan cukup baik, di mana pemerintah daerah sudah sangat perhatian terhadap pendidikan. Meski demikian, dalam pelaksanaannya di lapangan masih menemui kendala, salah satunya masih kurangnya pemahaman masyarakat terhadap pentingnya pendidikan, terutama di daerah pedesaan.
Education be possessed of important role to increase human quality of life. This thesis discussed about policy did by Purwakarta Regency Government to increase education in Purwakarta Regency. This research is qualitative descriptive interpretive. The data were collected by means of deep interview.Research results describe education policy did by Purwakarta Regency Government has been running well-to-do, whereabout local government has been concern with education. Such was the case, implementation at field still get obstacle, like low of people comprehension about how important of education, especially."

ABSTRAK Tesis ini merancang silabus pedagogi matrikulasi bahasa Arab untuk mahasiswa PMIAI ICAS-Paramadina Jakarta. Perancangan silabus diawali dengan analisis kebutuhan baik secara internal maupun eksternal. Silabus pedagogis yang dihasilkan merupakan silabus yang terintegrasi, yakni memadukan antara konten (topik) dan academic reading skill (keterampilan membaca akademik) yang mengacu pada pendekatan Arabic for Academic Purposes (bahasa Arab untuk tujuan akademik). Penelitian ini menggunakan ancangan kualitatif dengan melakakan kuantitfikasi data. Berdasarkan temuan yang diperoleh, diketahui bahwa kemampuan bahasa Arab mahasiswa PMIAI ICAS-Paramadina Jakarta belum memadai untuk membaca dan memahami teks filsafat Islam dan tasawuf dalam bahasa Arab. Oleh karena itu, mahasiswa memerlukan matrikulasi bahasa Arab yang silabusnya dirancang untuk tujuan membaca dan memahami teks filsafat Islam dan tasawuf dalam bahasa Arab.
ABSTRACT The aim of this project is to design a pedagogy Arabic syllabus for students at PMIAI ICAS-Paramadina Jakarta. The syllabus is an integrated syllabus which combines topic and academic reading skill based on Arabic for Academic Purposes. The process of syllabus design began with need analysis both internally and externally under the qualitative with quantitativeing data. Based on the findings obtained, it is known that students in PMIAI ICAS-Paramadina Jakarta need an Arabic matriculatin for reading and understanding texts purpose since their Arabic proficiency level has not been adequate yet to conduct reading and understanding Islamic philosopy and mysticism texts in Arabic."

"Tidak adanya pemerataan mutu pendidikan di Indonesia menyebabkan tidak meratanya kualitas pendidikan yang diterima masyarakat di setiap daerah. Dengan kondisi yang demikian maka pemerintah membuat kebijakan Standar Nasional Pendidikan yang merupakan kriteria minimal dalam hal penyelenggaraan pendidikan dan berfungsi sebagai penjamin dari pemerataan mutu pendidikan. DKI Jakarta sebagai ibu kota Negara seharusnya dapat menjadi contoh bagi daerah-daerah lain dalam pelaksanaan Standar Nasional Pendidikan.
Karena itu penelitian ini bertujuan untuk menganalisis bagaimana implementasi kebijakan Standar Nasional Pendidikan di DKI Jakarta dengan mengambil kasus pada Sekolah Menengah Pertama Negeri di Kotamadya Jakarta Barat. Metode pengumpulan data yang digunakan dalam penelitian ini adalah metode kualitatif melalui wawancara mendalam dan juga studi dokumen.
Hasil penelitian ini membuktikan bahwa pelaksanaan kebijakan Standar Nasional Pendidikan di Sekolah Menengah Pertama Negeri di Jakarta Barat belum berjalan dengan baik. Hal ini dapat dilihat dari masih banyaknya kesulitan-kesulitan teknis yang dihadapi sekolah, rendahnya pengawasan, dan juga kurang optimalnya pengalokasian dana.
The lack of equity of educational quality in Indonesia cause differences in quality of education that Indonesian society receive. With that condition, the government makes a policy about National Education Standard which is the minimum criteria of education and as assurance of equity in education quality. DKI Jakarta as a capital city of Indonesia should be an example for other province for the implementation of National Education Standard. Therefore, the goals of this research is to analyze how the implementation of the National Education Standard policy by taking case in Public Junior High School in West Jakarta. The methods of data collection in this research is using qualitative methods by deep interview and document study. The conclusion of this research prove that the implementation of National Education Standard policy in Public Junior High School in West Jakarta hasn’t been going quite well viewed by many technical difficulties that school faces, lack of supervision, and the lack of optimality in budget allocation."
