"ABSTRAKPengadaan buku kurikulum nasional 2013 dilaksanakan mengikuti adanya kebijakan pergantian kurikulum pendidikan dari yang sebelumnya menggunakan Kurikulum Tingkat Satuan Pendidikan (KTSP) diubah menjadi Kurikulum Nasional 2013. Oleh karena itu, penelitian ini bertujuan untuk menggambarkan proses pelaksanaan, tantangan, dan manfaat konsolidasi pengadaan buku kurikulum nasional 2013. Penelitian ini menggunakan metode kualitatif dengan jenis penelitian deskriptif. Berdasarkan penelitian yang telah dilakukan, dapat diketahui bahwa konsolidasi pengadaan buku kurikulum nasional 2013 dilaksanakan melalui tiga tahapan, yaitu; tahap perencanaan, tahap pemilihan penyedia, dan tahap pelaksanaan kontrak. Kemudian, terdapat berbagai tantangan yang dihadapi, antara lain: adanya kekhawatiran gagal lelang, HPS yang ditetapkan dinilai terlalu kecil oleh para penyedia, penyedia yang terpusat di Pulau Jawa, dan lain-lain. Meskipun demikian, terdapat manfaat yang diperoleh dari adanya pelaksanaan konsolidasi pengadaan buku kurikulum nasional 2013 ini, yaitu: mengurangi biaya pembelian, mengurangi biaya manajemen pengadaan dan penawaran, dan mengurangi ketidakpatuhan para pemangku kepentingan.

ABSTRACT

Procurement of 2013 National Curriculum Book was carried out due to the change of policy of Education Unit Level Curriculum (KTSP) into the 2013 National Curriculum. Therefore, this research aims to describe the implementation process, challenges, and benefits from consolidating procurement of 2013 national curriculum book. The research is classified as descriptive research with utilizing qualitative methods. Based on research that has been done, it can be seen that the consolidation procurement of 2013 national curriculum book is carried out through three stages: planning stage, suppliers selection stage, and contract implementation stage. Then, there are various challenges the consolidating procurement faced, these include: fears of auction failure, the determined HPS is considered too be to small by the suppliers, suppliers that are centered on Java, and others. Nevertheless, there are benefits to be gained from the implementation consolidation procurement of 2013 national curriculum book, namely: reducing purchasing costs, reducing procurement and management costs, and reducing non-compliance of stakeholders."
