"ABSTRAK
Jenis Ikan Beruaya Jauh khususnya Tuna bagi Indonesia merupakan Ikan yang mempunyai nilai Ekonomis yang sangat tinggi dan sesuai sifat biologisnya, Tuna akan beruaya lintas samudera sehingga dalam pengelolaan dan konservasinya Konvensi Hukum Laut Internasional 1982 mengatur secara khusus hal tersebut. Tesis ini membahas mengenai pengelolaan dan konservasi Jenis Ikan Beruaya Jauh ditinjau baik dari ketentuan hukum internasional termasuk Organisasi Pengelolaan Perikanan Regional yang berlaku di Indonesia, karena sebagai konsekuensi Indonesia yang meratifikasi berbagai Konvensi dan Persetujuan Internasional yang terkait dengan Pengelolaan dan Konservasi Jenis Ikan Beruaya Jauh serta keanggotaan Indonesia dalam beberapa Organisasi Pengelolaan Perikanan Regional yang area konvensinya berada di laut lepas di sekitar Indonesia. Penelitian ini mengkaji ketentuan kompabilitas dan implikasi hukum internasional dalam hukum nasional Indonesia yang mengatur tentang Pengelolaan dan Konservasi Jenis Ikan Beruaya Jauh. Penelitian ini adalah penelitian yuridis normatif dengan pendekatan peraturan perundang-undangan dan pendekatan komparatif. Hasil penelitian ini menyimpulkan bahwa aspek dalam pengaturan terhadap Pengelolaan dan Konservasi Jenis Ikan Beruaya Jauh sangat beragam dan implikasi untuk menyusun pengaturan ke dalam peraturan nasional sangat banyak dan perlu dilakukan penyesuaian bagi peraturan nasional yang tidak kompatibel maupun bertentangan dengan konvensi/persetujuan. Pada akhir penelitian ini disarankan bahwa dalam penyusunan resolusi khususnya dalam sidang-sidang Organisasi Pengelolaan Perikanan Regional, sebagai negara anggota selalu diundang dan diminta untuk terlibat penuh dalam sidang tersebut sehingga kesempatan tersebut harus dapat dimanfaatkan seoptimal mungkin agar kepentingan nasional dapat tertampung dalam setiap keputusan yang dihasilkan oleh organisasi tersebut.

ABSTRACT
Highly Migratory Species esspecially Tuna for Indonesia has high economic value, and as a biology characteristic Tuna will migrate over high seas or zona economic exclusive, so for its conservation and management, United Nations on the Law of the Sea 1982 regulate that manner.
This thesis discussed about conservation and management highly migratory species in preview not only International Law but also Regional Fisheries Management Organizations measures that apply in Indonesia, as the consequence for Indonesia ratify Conventions and Agreements relevant, furthermore Indonesian membership at many Regional Fisheries Management Organizations which its are conventions or agreements in the high seas serounding Indonesian waters.
This research analysis International law compatibility and implication in national law that regulate conservation and management highly migratory species. This research is a normative juridical research in conjuntion with statute approach and comparative approach.
Result of research conclude that many aspect in conventions and agreements also its resolution reganding conservation and management highly migratory species that need to be done and to be adjusted with national laws. However, in the end of this research We suggested when the Regional Fisheries Management Organizations meeting or conference, as a full member State, Indonesia has more active and has strong bargain for national interest as well as the decision results have more beneficial for Indonesia."
