Di satu sisi Menteri Luar Negeri Uni Eropa, nantinya di harapkan dapat memecahkan masalah kekompakan Union dalam mengambil kebijakan luar negeri. Namun disisi lain, ia juga bisa menjadi perangkap karena dapat menciptakan "arena perang" diantara negara-negara anggota. Artikel ini akan menguraikan beberapa permasalahan dan perdebatan yang timbul akibat inisiatif ini."
