ABSTRACTThe objective of this study is to analyze the effectiveness of the integration of qualitative and quantitative systems thinking approach towards the preparation process of formulating public policy design for retribution. The scope of the study covers Local Regulation Revision and Regent's Decree on the development of Local Regulation Implementation effectiveness and Technical Policy of Dinas Pendapatan Daerah Head in carrying out his role as a coordinator of region income manager in the field of retribution.
The epistemology used in the study is Post-Modern. The research approach is action research. The data gathering method is focused group discussion, snowballing interview, observation, and documentation study. Using Hyper Research Software runs the technique of qualitative data processing and analysis. The duration of research is for three months, from 22nd January to 18th April 2004. The interventation techniques used is the Soft Systems Methodology by using Decision Explorer Software as the means of cognitive mapping and Systems Dynamic by using Powersim Software to realize the quantitative systems thinking. The resource persons of the study are officials at Dinas Pendapatan, Daerah and other public offices in.Wonogiri Regency. In addition, the research is supported by the benchmarking of Karawang Regency, Bekasi, Bandung, and Bogor Regency that are successful in the field of retribution.
The study has successfully found that the use of qualitative and quantitative systems thinking approach is effectively facilitate the process of public policy making as the learning process. The study has successfully made: the conceptual model formulation about retribution management system; the scenario of Retribution Income Development Policy for the year of 2003-2010; the technical policy for developing of each retribution income; the change of "mindset" in the retribution income planning that oriented potency data; the development of proposition theory on the process of retribution policy formulation that support public concerned and the interaction among the theories in the process of retribution policy formulation process. Practically, the qualitative and quantitative systems thinking approach is suggested to be used in formulating the policy argumentation that comprise of juridical, social, economic, and operational technique argumentations that support the implementation of President Decree No. 44 Year 1999 About the Technique of Decree Regulation Formulation.
