"Skripsi ini membahas implementasi pemungutan Retribusi Perpanjangan Izin Mempekerjakan Tenaga Kerja Asing di Kabupaten Bekasi setelah diterbitkan Peraturan Daerah Nomor 3 Tahun 2013 tentang Retribusi IMTA di Kabupaten Bekasi dengan menggunakan pendekatan kualitatif-deskriptif. Dengan mengaitkan pada teori implementasi Grindle, hasil penelitian terbagi menjadi isi kebijakan dan konteks implementasi. Hasil penelitian dari segi isi kebijakan menunjukkan dalam pemungutan Retribusi Perpanjangan IMTA masih terdapat kekurangan dalam hal SDM, dan adanya sejumlah hal yang dalam implementasi belum sejalan dengan peraturan perundang-undangan. Hasil penelitian dari segi konteks implementasi pemungutan Retribusi Perpanjangan IMTA menunjukkan adanya strategi berupa sosialisasi dan pengawasan terhadap pengguna TKA yang dilakukan oleh Disnaker Kabupaten Bekasi.

The focus of this thesis is the implementation of the user charges on the extention of work permit in Kabupaten Bekasi after the Regional Regulation No. 3 of 2013 published by using qualitative-descriptive approach. According to the implementation theory by Grindle, the results are divided into the content and context of the implementation of the policy. The results of the study in terms of policy content shows there is still a lack of human resources, and there is a number of issues in the implementation that has not been in line with legislation. The results of the study in terms of the context of the implementation indicates there are two strategies that implemented by Regional Office of Manpower Department of Kabupaten Bekasi regarding to implementing of the user charges on the extention of work permit, the strategies are socialization and supervision"

"ABSTRAK
Over the past few years, one of Indonesias state-owned enterprises, PLN, has conducted dialogues focusing
on developing a new value-creative business model to transform itself, a sleepy regulated utility, into a truly
competitive electricity service provider. However, efforts to preserve the prominence of the Countrys electricity
sector have been ongoing as the sector is still experiencing sustained rolling blackouts, net import dependency
and lack of transmission facility enforcement throughout the Indonesian archipelago. Such efforts have been
varied from the incentivise policy and programs such as the Public-Private Partnership and the two phases
of Fast Track Program. The reformation of electricity law dated back on the 1985, 2002 and 2009 to attract
investors in the development of Indonesias electricity sector have been enacted, but a controversial issue arose
from the annulment of the Law No. 20 Year 2002 on Electricity by the Constitutional Court Decision No. 001-
021-022/PUU-I/2003 stating that such law which clearly stating that the requirement to privatise electricity
operation was unconstitutional. This article will try to provide a comprehensive comparative analysis of such
decision with the common practice adopted by the EU which has successfully implemented its deregulation
and separation of the electricitys business chain through unbundling the sector as part of liberalisation. "

"Kebijakan Kurikulum Merdeka ditetapkan berdasarkan Keputusan Menteri Pendidikan, Kebudayaan, Riset, dan Teknologi dengan pedoman Nomor 262/M/2022 tentang Perubahan Atas Keputusan Menteri Pendidikan, Kebudayaan, Riset, dan Teknologi Nomor 56/M/2022 tentang Pedoman Penerapan Kurikulum dalam Rangka Pemulihan Pembelajaran dengan tujuan mengatasi learning loss. Learning loss merupakan ketertinggalan hingga hilangnya pengetahuan dan keterampilan yang sebelumnya telah dipelajari siswa yang mana learning loss pada siswa SMAN di Jakarta Utara dipicu oleh tingginya tingkat putus sekolah serta dominasi latar belakang ekonomi tidak mampu, yang secara signifikan mempengaruhi proses pembelajaran. Penelitian ini bertujuan menganalisis implementasi Kebijakan Kurikulum Merdeka belajar pada SMAN di Jakarta Utara dalam mengatasi Learning Loss berdasarkan perspektif Guru dengan menggunakan teori implementasi kebijakan publik oleh Van Meter dan Van Horn (1975). Metode yang digunakan adalah kualitatif post positivist dengan teknik pengumpulan data wawancara mendalam dan studi kepustakaan. Hasil penelitian menunjukkan bahwa implementasi Kebijakan Kurikulum Merdeka berdasarkan perspektif guru dinilai mampu mengatasi learning loss. Hasil capaian belajar siswa mengalami peningkatan selama menggunakan Kurikulum Merdeka. Selain itu, kebijakan Kurikulum Merdeka telah memiliki standarisasi dan tujuan yang jelas, adanya koordinasi, dan terdapat buku pedoman bagi guru untuk mengajar. Guru memahami dan mendukung implementasi dalam mengatasi learning loss melalui adanya upaya pemberian metode dan materi pembelajaran sesuai kebutuhan siswa. Meskipun begitu, terdapat beberapa aspek yang perlu menjadi perhatian yakni belum sepenuhnya guru ingin belajar serta kurangnya jumlah guru dalam menerapkan kebijakan Kurikulum Merdeka guna mengatasi learning loss pada SMAN Jakarta Utara. Rekomendasi yang diberikan yakni memperkuat koordinasi dan sinergitas Kemendikbud Ristek, Sudin Jakarta Utara, hingga guru SMAN untuk menyelenggarakan pembukaan Pegawai Pemerintah dengan perjanjian Kontrak (PPPK), melaksanakan kolaborasi antar sekolah untuk mengatasi keterbatasan guru, dan mengoptimalkan penggunaan PMM dalam penerapan kebijakan Kurikulum Merdeka.

The Merdeka Curriculum Policy is established based on the Decree of the Minister of Education, Culture, Research, and Technology with guideline Number 262/M/2022, amending the Decree of the Minister of Education, Culture, Research, and Technology Number 56/M/2022 on Guidelines for Curriculum Implementation in the Context of Learning Recovery, with the aim of addressing learning loss. Learning loss refers to the lag or loss of knowledge and skills previously acquired by students, which in the case of students at SMAN in North Jakarta is triggered by high dropout rates and the dominance of economically disadvantaged backgrounds, significantly affecting the learning process. This study aims to analyze the implementation of the Merdeka Curriculum Policy at SMAN in North Jakarta in overcoming Learning Loss from the perspective of teachers using the public policy implementation theory by Van Meter and Van Horn (1975). The method used is qualitative post-positivist with deep interview data collection techniques and literature studies. The results show that the implementation of the Merdeka Curriculum Policy from the perspective of teachers is considered effective in addressing learning loss. Student learning outcomes have improved during the use of the Merdeka Curriculum. Furthermore, the Merdeka Curriculum policy has clear standards and goals, coordination, and there are teaching guidelines for teachers. Teachers understand and support the implementation in addressing learning loss through efforts to provide teaching methods and materials according to student needs. However, there are some aspects that need attention, namely that not all teachers are fully willing to learn and there is a shortage of teachers in implementing the Merdeka Curriculum policy to address learning loss at SMAN in North Jakarta. The recommendations given are to strengthen coordination and synergy between the Ministry of Education, Culture, Research, and Technology, the North Jakarta Education Office, and SMAN teachers to conduct the recruitment of Government Employees with Contract Agreements (PPPK), carry out collaboration between schools to address teacher shortages, and optimize the use of PMM in implementing the Merdeka Curriculum policy."

"Penelitian bertujuan mengetahui peran pemerintah dalam meningkatkan daya saing pasar tradisional, studi kasus peran Dinas Pengelolaan Pasar (Dinlopas) Kota Yogyakarta di Pasar Beringharjo Yogyakarta Tahun 2013 s.d. Juni 2014. Metode yang digunakan adalah kualitatif dengan analisis menggunakan teori peran pemerintah dalam pembangunan.
Hasil penelitian ini adalah (1) Dinlopas Kota Yogyakarta berperan menonjol sebagai inovator dan modernisator. (2) Program/kegiatan yang dilakukan Dinlopas Kota Yogyakarta dapat dibagi 3 (tiga), promosi keluar; pembangunan internal; program/kegiatan bersifat ke dalam dan ke luar. (3) Keterbatasan anggaran dan sumber daya manusia (SDM) menjadi persoalan Dinlopas Kota Yogyakarta. (4) Pedagang memiliki tingkat partisipasi tinggi dalam mengembangkan pasar tradisional sehingga memiliki daya saing terhadap pasar modern. Peningkatan daya saing pasar tradisional perlu untuk dilakukan guna mendukung ketahanan ekonomi daerah melalui peningkatan pendapatan asli daerah yang mendukung pembangunan ekonomi daerah.

This study aims to determine the role of government in enhancing the competitiveness of traditional markets with a case study of the role of the Department of Market Management of Yogyakarta (Dinlopas Yogyakarta) in Beringharjo Yogyakarta from 2013 to June 2014. The method used in this study is qualitative. Meanwhile theory used is theory of the role of government in development.
The study found that (1) Dinlopas Yogyakarta has a prominent role as an innovator and modernisator. (2) Programs and activities undertaken by Dinlopas Yogyakarta to improve the competitiveness of Beringharjo market can be divided into three types, i.e. external promotion; internal development; internal and external programs. (3) The limited budget and human resources is an issue for Dinlopas Yogyakarta. (4) Wholesalers in Beringharjo have so high participation in developing traditional market that it can compete with modern market.
