"Security comes from Latin, secures which means free from danger, fear, and threats which consist of traditional and non-traditional security approaches. Defense is defined as the main instrument of a country to create national security. National defense is defined as a dynamic condition of a country that covers all aspects of national life to deal with threats. National security encompasses the security of the state, society and individuals. There are still several definitions from several experts regarding the concepts of security and defense to date. This article analyses the forms of contemporary threats related to security and defense and explains their similarities and differences in the study of national resilience aimed at realizing a national security system and development of the national security system in other countries. This article uses a descriptive qualitative research design through literature study and interviews. This article explains that the forms of threats that occur in Indonesia include problems at the border area, SARA intolerance, inequality in bureaucratic reform, not optimal law enforcement, and transnational crime. Similarities and differences in the concepts of security and defense can be seen from the regulations, the concepts used, the institutions and the constitution. This article shows that national resilience is influenced by national defense and security. The safe condition of a country is inseparable from the security and defense factors alone but is synergized with each other factors such as economic, political, legal, social, cultural, ideological, geographic, demographic and natural resources."

"Australia menjadi salah satu negara dengan kebijakan yang keras terhadap para imigran gelap dan pencari suaka setelah terjadi peningkatan pada kelompok imigran yang berdatangan setiap tahunnya. Kedatangan Pencari Suaka dianggap menjadi ancaman bagi negara Australia. Sehingga adanya kehadiran imigran menjadi isu politik yang diciptakan oleh Calon Perdana Menteri yang mencalonkan dirinya dalam Pemilihan. Terpilihnya John Howard, dengan Ideologi Nasionalisme, membuat sebuah kebijakan yang bertujuan untuk menjaga keamanan dan kesejahteraan warga Australia dari tindak kriminal. Kebijakan Pacific Solution yang dikeluarkan oleh John Howard adalah upaya Pemerintah Australia dengan mendistribusikan pencari suaka ke negara-negara Pasifik seperti Nauru dan Manus. Hal tersebut menarik, sebab di satu sisi Australia yang meratifikasi Konvensi Jenewa 1951 dan Teks Protokol 1967, namun membentuk kebijakan publik yang membenturkan hak pencari suaka di negaranya. Penelitian ini menggunakan metode penulisan kualitatif dengan kerangka teoritis yang digunakan dalam membantu menjawab permasalahan penelitian, teori tersebut antara lain Policy Cycle dengan tahapannya: Agenda Setting, Policy Formulation and Decision Making, Implementation, Evaluation and Termination dan Kepentingan Nasional. Fokus utama yang dilihat dalam penulisan penelitian ini adalah kepentingan keamanan nasional Australia dan proses pembentukan kebijakan Pacific Solution. Kerangka teori yang dibahas pada penelitian ini yakni tahapan Formulasi Kebijakan guna mempelajari, memahami, dan menganalisa formulasi Kebijakan Pacific Solution. Penelitian ini akan menjelaskan faktor - faktor terhadap formulasi kebijakan Pacific Solution. Bahwasanya kebijakan tersebut mendapat dukungan penuh baik dari pemerintahan maupun masyarakat.

Australia is a country with strict policies against illegal immigrants and asylum seekers after the increasing amount of immigrant groups every year. The Asylum Seeker arrival is considered as a thread to the Australian State. That is why the immigrants arrival has become a political issue created by the Prime Minister Candidates who have nominated themselves in the elections. The elected John Howard, with his Nationalism Ideology, created a policy that aimed to be a safeguard towards Australia 39;s security and welfare from the criminal acts. The Pacific Solution Policy issued by John Howard has become an effort by the Australian Government to divert the immigration flow of asylum seekers by accommodating asylum seekers in Pacific Countries, such as Nauru and Manus. This is interesting, because in the other hand Australia ratified the 1951 Geneva Convention and the 1967 Protocol Text, but they made the public policy that against the asylum seekers rsquo; right. The method used in this research is qualitative research approach and data collecting technique and using theoretical framework that is used to answer the research problems is the Policy Cycle Theory, with the following stages: Agenda Setting, Policy Formulation and Decision Making, Implementation, Evaluation and Termination and National Interest with using qualitative methods. The main focus of this research is the importance of Australia 39;s national security and the policy-making process of Pacific Solution Policy. The Conceptual Framework discussed in this research is the Policy Formulation Stage to learn, to understand, and to analyze the formulation of the Pacific Solution Policy. This research will explain the policy formulation factors in the Pacific Solution Policy. That the policy is fully supported by government and society."

"[ABSTRAK
Penelitian ini bertujuan untuk menganalisis bagaimana pemanfaatan
Information Technologi (IT) yang dilakukan oleh Bareskrim Polri dengan
menerapkan manajemen sistem informasi dalam rangka melakukan pengungkapan
terhadap terjadinya tindak pidana penyelundupan manusia. Hal ini
dilatarbelakangi karena informasi merupakan salah satu sumber daya organisasi
virtual yang utama, sehingga harus dilindungi atau diamankan. Informasi adalah
aset atau sumberdaya yang berharga yang dimiliki oleh seseorang, kelompok,
perusahaan atau instansi, karena informasi adalah data yang telah diproses atau
data yang memiliki arti. Setiap orang yang menjadi bagian dari suatu instansi atau
perusahaan harus menyadari bahwa informasi adalah suatu aset penting yang
harus dilindungi sama dengan aset utama lainnya.
Penelitian ini menggunakan metode kualitatif guna memusatkan perhatian
dan memperoleh gambaran secara jelas dan mendalam tentang pemanfaatan
teknologi informasi pada Bareskrim Polri dalam mendukung pelaksanaan tugas
penyelidikan dan penyidikan tindak pidana penyelundupan manusia, serta
penerapan sistem manajemen pengamanan informasi yang diterapkan oleh
Bareskrim Polri. Penulisan dalam penelitian ini bersifat deskriptif analitis, yaitu
penelitian yang bertujuan menggambarkan mengenai fakta-fakta yang terjadi dan
disertai analisa yang akurat.
Hasil yang diperoleh menunjukkan bahwa Bareskrim Polri dalam hal ini
Satuan Tugas People Smuggling menggunakan sistem manajemen informasi
bernama Case Management Intelligent System (CMIS) yang merupakan hibah
dari pemerintah Australia, dan terintegrasi dengan sistem milik Australian
Federal Police (AFP). Namun persoalannya, CMIS tidak dikembangkan oleh
Satgas People Smuggling Bareskrim Mabes Polri, sehingga dapat dikatakan sifat
(attribute) dari keamanan informasi dari CMIS juga tidak ada. Terdapat celah
pada CMIS, dimana prinsip Integrity, tidak terlaksana dengan baik. Informasi
maupun data yang terdapat dalam CMIS dapat diakses oleh pihak Australian
Federal Police (AFP) tanpa sebelumnya meminta otorisasi kepada pihak Satgas
PS Bareskrim. Dampak dari hal tersebut, informasi yang ada dapat dirubah,
menjadi tidak valid, dirusak bahkan hilang sehingga merugikan bagi organisasi
maupun institusi.

ABSTRACT
This study aim to analyze how the use of Information Technology in
conducted by the Criminal Investigation Police to implement a management
system in order to perform the disclosure of information on the occurrence of the
crime of human trafficking. This is motivated because the information is one of
the organization's resources are the main virtual, so it must be protected or
secured. Information is a valuable asset or resource that is owned by a person,
group, company or agency, because the information is data that has been
processed or data that has meaning. Every person who becomes part of an agency
or company should be aware that the information is an important asset that must
be protected the same as other major assets.
This study used qualitative methods in order to focus and gain a clear
picture of the use of technology and in-depth information on the Criminal
Investigation Police in support of the implementation of the tasks of investigation
and investigation of criminal offenses of human trafficking, as well as the
implementation of information security management system implemented by the
Criminal Investigation Police. Writing in this research is descriptive analytic, the
research aims to describe the facts that occurred and accompanied by accurate
analysis.
The results obtained show that in this case the Police Criminal
Investigation Task Force on People Smuggling use information management
system called Case Management Intelligent System (CMIS) which a grant from
the Australian government, and is integrated with the system owned Australian
Federal Police (AFP). But the problem, CMIS is not developed by People
Smuggling Task Force of Criminal Investigation Bureau Indonesian National
Police, so that it can be said properties (attributes) of information security of
CMIS is also no. There is a gap in the CMIS, where the principle of Integrity, is
not performing well. The information and data contained in the CMIS can be
accessed by the Australian Federal Police (AFP) without requesting authorization
to the People Smuggling Task Force of Criminal Investigation Bureau Indonesian
National Police. The impact of this, the information can be changed, be invalid,
