"Peran project manajer untuk kesuksesan sebuah project tidak hanya dilihat dari kemampuan teknis saja, namun soft skill juga dibutuhkan. Dalam literatur project manajemen, menyatakan bahwa karakter project manager secara langsung berdampak pada keberhasilan proyek dalam mencapai tujuan proyek. Dari uraian tersebut, maka diperlukan karakter Project Manager yang sesuai untuk memimpin tim proyek yang nantinya dapat mencapai suatu tujuan proyek. Tesis ini ditulis dengan tujuan untuk membuat permodelan karakter project manager dalam mempengaruhi kinerja waktu pelaksanaan proyek. Sehingga hasil dalam penelitian ini dapat digunakan untuk rekrutmen tahap akhir project manager dalam menentukan suatu karakter project manager yang sesuai untuk dijadikan seorang pemimpin dalam proyek untuk mengatasi kinerja waktu pelaksanaan proyek.

Project manager's role for the success of a project is not only seen by the technical skills, but also soft skills needed. In the Project Management?s literature, project manager?s character directly affects the successful of a project in achieving project objectives. From the description, it is required the appropriate character of Project Manager to lead a project team which will achieve a project goal.

This thesis is written with the aim to make the project manager's character modeling in influencing the time performance of the project implementation. "Untuk menghasilkan kinerja yang baik, sebuah proyek harus dimanage dengan baik oleh manajer yang berkualitas baik, yaitu yang memiliki kompetensi yang disyaratkan. Kompetensi tersebut mencakup unsur ilmu pengetahuan (knowledge) dan unsur kemampuan (Skill) dan unsur sikap (attitude). Kompetensi manajer proyek merupakan salah satu faktor yang penting untuk keberhasilan dalam pencapaian sasaran proyek yaitu proyek yang dapat diselesaikan tepat pada waktunya, mutu yang disyaratkan dan biaya yang optimum. Manajer proyek merupakan individu yang paling menentukan keberhasilan / kegagalan suatu proyek konstruksi, karena manajer proyek berperan dalam mengintegrasikan dan mengkoordinasikan semua sumber dan kegiatan dalam sebuah proyek dan bertanggung jawab sepenuhnya atas keberhasilan pencapaian sasaran proyek. Karena semakin berkembangnya dan pentingnya peran manajer proyek dalam dunia konstruksi saat ini, maka LPJKN (Lembaga Pengembangan Jasa Konstruksi Nasional) merumuskan suatu bakuan kompetensi manajemen proyek konstruksi bagi seorang manajer proyek. Bakuan kompetensi manajemen proyek konstruksi mencakup seluruh pengetahuan yang harus dikuasai oleh tenaga ahli dibidang manajemen proyek selaras dengan perkembangan / kebutuhan dunia jasa layanan dibidang konstruksi, sehingga pengetahuan & standard kompetensi menganut ketentuan internasional. Standar ini akan memberikan seorang manajer proyek ringkasan keahlian yang lengkap yang dibutuhkan didalam perkerjaannya. Seorang manajer proyek dapat melihat lingkup pekerjaan yang telah dikuasainya dan juga lingkup pekerjaan lain yang diperlukan untuk pengembangan atau pengalaman lebih lanjut.Tujuan penulisan skripsi ini adalah untuk meneliti pengaruh tingkat pemahaman manajer proyek untuk kompetensi manajemen finansial terhadap kegiatan tahap pelaksanaan proyek dalam usaha meningkatkan kinerja biaya proyek. Variabel yang digunakan adalah kompetensi manajer proyek yang meliputi unsur knowledge, unsur skill dan unsur perilaku. Penelitian dilakukan terhadap manajer proyek dalam berbagai tingkatan bakuan kompetensi LPJKN terdiri dari manajer proyek pratama, manajer proyek madya dan manajer proyek utama dalam cakupan perusahaan yang berada di Jakarta. Pengumpulan data primer dilakukan dengan pengisian kuisioner oleh responden (manajer proyek).Hasil penelitian ini menunjukkan bahwa tingkat pemahaman manajer proyek dalam area knowledge manajemen finansial berkisar pada level cukup memahami sampai memahami. Dari penelitian, diketahui juga tingkat penguasaan manajer proyek dalam kompetensi skill berkisar pada level baik dan tingkat penguasaan manajer proyek dalam kompetensi sikap berkisar pada level cukup baik sampai baik. Dari penelitian juga diketahui bahwa tingkat pemahaman manajer proyek dalam kompetensi manajemen finansial berpengaruh secara signifikan terhadap kegiatan - kegiatan pelaksanaan proyek.

In order to achieve great efficiency, a project must be managed by a good project manager which has qualified competencies. The competency has various aspects including knowledge, skills, and attitude. Project manager competency is one of the important factors which affect the project to achieve a good result of its objective. A good results in a project means project can be done in its time frame, achieve the prerequisite quality, and cost effective. Project manager certainly is the most important person who determining the construction project will successful or failure, because he/she has a role to integrate and coordinate whole project resources and activities in the project. Also, the project manager has a full responsibility for the successfulness of project objectives.

As the more and more important project manager role in construction world today, then LPJKN (Lembaga Pengembangan Jasa Konstruksi Nasional) or a Foundation of National Construction Service Improvement formulate a standard for a construction project management especially for a project manager. A standard of construction project management including whole knowledge that must be knew by an expert in project management field appropriate with the improvement and/or necessity in construction management service world. For that sake, the standard refers to international standard. This standard will give project manager a brief explanation of the skills that needed in his/her works. Also, the project manager can see the competency he/she has and another task which needed for further improvement.

This thesis wrote to evaluate the influence of project manager competency especially in financial management competency toward project implementation stage in order to improving project expenses efficiency. The variable is project manager competencies including knowledge aspect, skills, and attitude. The research has been done toward project manager in various LPJKN competency levels; they are consisting of pratama project manager, madya project manager, and utama project manager in a several company in Jakarta. Primary data collection had been done through questioner method.

The result of this research shows that the project manager's understanding level in the area of knowledge management financial is on the level of 'fairly understand' to 'understand'. From the research, it is found out that the project manager?s skill competency is on the level of 'good' and the project manager's attitude competency is on the level of 'fairly good' to 'good'. In addition, from this research, it is also figured out that the project manager?s understanding level in the financial management competency is significantly influence the activities of the project."

"Kesuksesan suatu proyek konstruksi diperoleh dari adanya penerapan dan pemeliharaan sistem manajemen mutu dengan melakukan peningkatan berkesinambungan kinerja proyek secara efektif dan efisien. Dibutuhkan adanya suatu kriteria kompetensi bagi seorang manajer proyek konstruksi yang dapat menjamin terlaksananya pengelolaan manajemen kualitas dalam suatu proyek, sehingga berpengaruh baik pada waktu pelaksanaan proyek.Penelitian ini bertujuan untuk mengetahui seberapa jauh tingkat pemahaman manajer konstruksi yang diperlukan dalam menjamin pengelolaan manajemen kualitas proyek konstruksi dalam hubungannya dengan aplikasi pemahaman tersebut terhadap kinerja waktu untuk mencapai kualitas proyek yang baik. Adapun kriteria tersebut mengacu pada LPJKN (Lembaga Pengembangan Jasa Konstruksi Nasional) dan level manajer proyek yang diteliti ada pada level Ahli Manajer Proyek Konstruksi Pratama, Ahli Manajer Proyek Konstruksi Madya, dan Ahli Manajer Proyek Konstruksi Utama.Penelitian dikhususkan pada studi kasus untuk PT.X. Pengolahan data dilakukan dengan menggunakan metode kuantitatif, yaitu hasil survey berupa kuesioner dan wawancara dari pakar dan responden diolah sesuai dengan metode yang digunakan, yaitu dengan analisa validitas reabilitas, analisa nonparametrik, metode statistik dengan analisa deskriptif, analisa korelasi, dan analisa regresi. Hasil dari penelitian ini adalah untuk tingkat pemahaman manajer proyek konstruksi dalam mengelola manajemen kualitas berkisar antara paham hingga sangat memahami manajemen kualitas tersebut, untuk tingkat kemampuan berkisar antara paham baik hingga sangat baik, dan aplikasi dari pemahaman berkisar antara sering hingga selalu menerapkan manajemen kualitas tersebut. Sementara tingkat pengaruh aplikasi dan pemahaman manajer proyek terhadap kinerja waktu berkisar antara cukup berpengaruh hingga sangat berpengaruh terhadap kinerja waktu proyek. Sehingga semakin tinggi tingkat pemahaman dan kemampuan seorang manajer proyek dalam manajemen mutu akan mempengaruhi aplikasi dari pemahaman tersebut dalam menjalankan suatu proyek sehingga akan menyebabkan peningkatan kinerja waktu proyek.

Success of construction projects can be done with application and maintain of a quality management systems. It is can do by project performance enhancement continuity in effective and efficient way. Some competencies criteria are needed for construction project manager. That criteria are assured and managed quality management in certain project. Then finally were influencing project construction period.

This research intend as much as to know degree of comprehension project manager that is required to be assured and managed quality management in construction project. Applied of comprehension above coherences with time performance out of construction period in line by objective of proper project quality. The criteria are referred to LPJKN (Lembaga Pengembangan Jasa Konstruksi Nasional), National Construction Development Services Institution from Indonesia. The level?' of Project Manager respondents divided by Project Manager Expert Senior, Intermediate, and Junior Level.

Focuses of research were study case wherewith X Construction Company. Analysis of data are done by quantitative method specifically by questioner and interview with professional expert and selected respondents by validity and reability analysis, nonparametric analysis, plus statistic method by means of descriptive analysis, correlative analysis, and regression analysis. The function aforementioned then followed by another phases so that can produce competencies factors that at the best comprehensive a construction manager within how to manage quality management with time performance project.

As results of this research, the degree of comprehension project manager is between understand and very understand, the capability is between good and very good, and the application of the comprehension is between often and always implementing the quality management. Meanwhile, the applied of comprehension with the time performance out of construction period range from quite influencing and very influencing. So that the application of comprehension and capability of project manager to manage quality management could increase the time performance of construction project."

Dalam tesis ini akan menggunakan studi kasus pencabutan izin usahaManajer Investasi PT. Eurocapital Peregrine Securities (PT EPS). Terdapat duapertanyaan utama dalam tesis ini, yaitu mengenai kesesuaian putusan OJK mencabutizin PT EPS sebagai Manajer Investasi dengan peraturan di bidang pasar modal danmengenai ketepatan putusan Lembaga Peradilan yang menyatakan pelanggaranAnggota Direksi PT EPS menjadi tanggung jawab pribadi Anggota Direksi dan bukantanggung jawab Manajer Investasi. ABSTRACTThis thesis discusses about legal liability assessed to an Investment manager dueto tort committed by its Member of Board of Directors, causing the InvestmentManager administrative sanctions by the Financial Services Authority. This thesiswill use case studies permit revocation Investment Manager PT. EurocapitalPeregrine Securities (PT EPS). There are two main questions in this thesis,regarding the suitability of the FSA's decision to revoke permit PT EPS asInvestment Manager with the capital market regulations and the suitability of theInstitute of Justice ruling stating tort of the member of the Board of Directors(member of BOD) of PT EPS is the liability of the member of BOD in personaland not the liability of Investment Manager. This thesis using normative legalresearch methods to indicate that an Investment Manager can be charged with theliability for tort committed by the member of BOD using the Theory of LegalEntity In fact Juridical (Juridische Realiteitsleer). Based on the research, it wasfound that the FSA verdict revoked the licenses of PT EPS as Investment Managerin accordance with the regulations of the capital market since the impositionUUPM liability for tort committed by the member of BOD of the InvestmentManager an Investment Manager burden. Meanwhile, the Institute of Justiceruling stating tort of member of BOD of PT EPS is the liability of the member ofBOD to declare null and revocation of business licenses on behalf of theInvestment Manager PT EPS is less precise.
