"Sudah menjadi kewajiban pemerintah dalam mendukung terciptanya penyelenggaraan pelayanan publik yang prima. Dinas Penanaman Modal, Pelayanan Terpadu Satu Pintu dan Tenaga Kerja (DPMPTSPTK) Kabupaten Kepulauan Selayar sebagai unsur pelaksana teknis pelayanan administrasi publik di bidang Perizinan, Penanaman Modal, dan Perluasan Penempatan Tenaga Kerja yang dituntut untuk dapat memberikan pelayanan publik ini kepada masyarakat. Dalam melakukan operasional sehari-harinya, DPMPTSPTK menangani sebanyak delapan puluh wewenang perizinan dan empat wewenang non-perizinan yang berada di bawah naungan Pemerintah Kabupaten Kepulauan Selayar. Salah satu permasalahan dan tantangan yang dihadapi oleh kepala dinas adalah kondisi wilayah yang berupa gugusan pulau-pulau kecil membuat masyarakat yang terletak di pulau lain kesulitan memperoleh layanan DPMPTSPTK sebagaimana mestinya. Hal ini pun diangkat menjadi sebuah proyek perubahan yang diselenggarakan oleh kepala dinas. Dalam proyek ini pula dibutuhkan peran sistem informasi sebagai alat guna memperlancar tugas dan fungsi kedinasan serta mengatasi permasalahan yang dihadapi. Berdasarkan adanya kebutuhan organisasi akan hal ini maka dilakukan analisis dan perancangan sistem informasi. Analisis dan perancangan sistem informasi ini mengikuti  proses System Development Life Cycle (SDLC) yang melalui tahap planning, analysis, design dan implementation. Metodologi SDLC yang diadopsi adalah prototyping mengikuti kebutuhan organisasi yang menginginkan adanya implementasi dalam waktu yang singkat. Dalam pemodelan atau perancangannya menggunakan Unified Modelling Language (UML). Hasil penelitian ini setelah melalui semua tahapan SDLC menghasilkan dua deliverable item, yakni sistem informasi itu sendiri dan dokumen manual/tutorial. Saat ini sistem informasi tersebut dapat diakses melalui website DPMPTSPTK (https://pmptsptk.kepulauanselayarkab.go.id) pada menu “Saya Pria Cakep”.

It is the government's duty to support the creation of excellent public service delivery. The Investment, One Stop Integrated Service and Manpower Office (DPMPTSPTK) of Selayar Islands Regency as an element of technical implementation of public administration services in the fields of Licensing, Investment, and Expansion of Manpower Placement are required to be able to provide this public service to the community. In carrying out its daily operations, DPMPTSPTK handles as many as eighty licensing authorities and four non-licensing authorities which are under the authorities of the Selayar Islands Regency Government. One of the problems and challenges have faced by the head of the department is that the condition of the Selayar’s area as the form of a group of small islands makes it difficult for people whose located on other islands to obtain DPMPTSPTK services as they should. This was also appointed as a changing project which is organized by the head of the service. In this project, the role of the information system is also needed as a tool to facilitate official duties and functions as well as to overcome the problems. Based on this organization's need, analysis and design of information systems is carried out. The analysis and design of this information system follows the System Development Life Cycle (SDLC) process which goes through the planning, analysis, design and implementation stages. The SDLC methodology adopted is prototyping as following the needs of organization that wants implementation in a short time period. In the designing, it’s using the Unified Modelling Language (UML). The results of this study after going through all stages of the SDLC are two deliverable items, which is the information system itself and manual/tutorial documents. Currently, this information system can be accessed through the DPMPTSPTK’s website (https://pmptsptk.kejualanselayarkab.go.id) under the "Saya Pria Cakep" menu."
