"Perjanjian Angkatan Laut Washington memberikan banyak pembatasan bagi Angkatan Laut Kekaisaran Jepang. Pembatasan-pembatasan inilah membuat Angkatan Laut Kekaisaran secara jumlah lebih kecil dibandingkan negara lain terutama Amerika Serikat. Berbagai inovasi dan adaptasi di bidang teknologi dan taktik/strategi perlu dilakukan Jepang agar tetap kompetitif di tengah berbagai pembatasan yang ada. Inovasi di bidang teknologi meliputi pengembangan torpedo oksigen, pengembangan kapal perusak, kapal penjelajah yang canggih serta pengembangan kapal induk dan pesawat yang memiliki jarak jangkau yang jauh. Inovasi teknologi tersebut turut diaplikasikan pada bidang taktik dan strategi. Inovasi kapal perusak dan penjelajah serta torpedo menjadi tulang punggung strategi serangan malam atrisi Jepang. Perkembangan di bidang kapal induk dan penerbangan membuahkan strategi kapal induk yang dikerahkan sebagai unit tempur tersendiri yang agresif. Strategi perang laut Jepang ditentukan oleh pertempuran menentukan yang melibatkan berbagai elemen tempur baik laut maupun udara untuk mendukung kapal tempur dalam menghancurkan armada Amerika dan memenangkan perang sesingkat mungkin. Penelitian ini menggunakan metode historiografis menyimpulkan bahwa inovasi pada bidang teknologi dan taktik/strategi merupakan bentuk adaptasi Angkatan Laut Kekaisaran Jepang dalam menghadapi berbagai pembatasan akibat Perjanjian Angkatan Laut Washington.

The Washington Naval Treaty placed many restrictions on the Imperial Japanese Navy. These restrictions make the Japanese navy smaller in quantity than other countries, especially the United States Navy. Various innovations and adaptations in the fields of technology and tactics/strategy need to be made by the Japanese Navy to remain competitive in the midst of various restrictions. Innovations in technology include the development of oxygen torpedoes, the development of destroyers, state-of-the-art cruiser and carriers with long-ranged air components. These technological innovations were also applied to the field of tactics and strategy. The innovation of destroyers and cruisers and torpedoes became the backbone of Japan's attrition night attack strategy. Developments in aircraft carriers and aviation led to the strategy of aircraft carriers being deployed as independent, aggressive combat units. Japanese naval warfare strategy was determined by decisive battles involving various combat elements both sea and air to support battleships in destroying the American fleet and winning the war as soon as possible. This research using the historiographical method concludes that innovations in technology and tactics/strategy were a form of adaptation of the Imperial Japanese Navy in the face of various restrictions due to the Washington Naval Treaty.
