"Skripsi ini membahas mengenai Politik pendidikan yang dijalankan pada masa orde baru yakni P4 (Pedoman Penghayatan dan Pengamalan Pancasila) yang dijalankan dari tahun 1978-1998. Politik pendidikan P4 ini kemudian dibahas melalui kerangka teori Ideology State Apparatus (ISA) yang dikemukakan oleh Louis Althusser. Penelitian ini adalah penelitian kualitatif dengan metode pengambilan data wawancara serta data sekunder. Hasil penelitian menunjukan bahwa P4 sebagai politik pendidikan Soeharto telah berperan dalam melanggengkan kekuasaan rezim Soeharto, melalui doktrinasi ideologi Pancasila Orba dan fungsinya sebagai ISA.

This thesis discusses about the the political of education conducted at the new order, that is P4 (Appreciation and Practice Guidelines of Pancasila), it occurs from 1978-1998. The Political education of P4 then discussed through the theoretical framework of Ideology State Apparatus (ISA) presented by Louis Althusser. This research is a qualitative research with interview method, and acquisition of secondary data. The results showed that the P4 as Suharto's political education has a role in power perpetuate of the Soeharto regime, via the ideology of Pancasila doctrine and the functions as an ISA."
